【新唐人2014年12月08日訊】大陸軍方「信息工程大學」副政委、少將高小燕最近被抓補，成為中共18大以來首位落馬的女性將官。大陸媒報導說，高小燕涉及總參309醫院窩案，很可能案涉江系主要軍方高官谷俊山和徐才厚。而據海外媒體報導，高小燕任職309醫院政委期間，還涉嫌參與活摘法輪功學員器官的罪行。下面請看報導。
大陸《財新網》報導，中共軍隊「信息工程大學」副政委高小燕，是在上個月27號被軍方檢察部門帶走的。當晚，高小燕在原任職單位總參謀部總醫院，即309醫院的住宅遭到查抄。
報導說，高小燕在2005年至2012年任職309醫院政委期間，涉嫌受賄，涉嫌309醫院後勤基建部門窩案。在高小燕事發前，該院已有多人被調查，其中包括一名原管理處處長。
7號，中共《人民網》刊文，題為「落馬女將軍高小燕背後的『貴人』」的文章揭示，現已被查處的總後勤部原副部長谷俊山中將，此前視察309醫院時，高小燕就在身旁。文章質疑，高小燕很可能與谷俊山關係曖昧。
文章還披露，2012年高小燕轉任信息工程大學副政委、紀委書記，55歲的高小燕被提拔為少將，成為軍中為數不多的女將軍。據說這是高小燕向已落馬的前軍委副主席徐才厚行賄而買來的官。
時事評論員夏小強：「在中共軍隊貪腐成風的環境下，陞遷到將軍級別的官員一般都有後臺和靠山。高小燕通過谷俊山向徐才厚行賄買官，也沒有甚麼奇怪。所以，高小燕很可能與谷俊山、徐才厚有一定的交集。」
資料顯示，309醫院在2009年8月之前隸屬總後勤部管轄，後轉入總參謀部。而谷俊山長期在總後基建營房部任職，09年出任總後副部長，直到2012年落馬。徐才厚從2004年到2012年任職軍委副主席，他的貪腐案在今年6月被官方拋出。
時事評論員唐靖遠：「徐才厚分管的總後下屬很多的軍隊醫院，都是參與活摘法輪功學員器官的主要機構。根據『追查國際』的通告，309醫院有嚴重嫌疑參與大量的器官活摘。所以我認為高小燕落馬是和徐才厚有密切關係的。」
時事評論員唐靖遠介紹，309醫院擁有「全軍器官移植中心」，這個中心的收入從2006年到2010年暴漲近8倍。同時，309醫院的一系列基建項目也是在這一時期明顯擴張。
唐靖遠：「這些巨額的資金投入很難說跟（活摘）器官移植沒有關係。高小燕是這個醫院的政委，同時又是這些基建項目的主要負責人，她對這些情況當然應該是非常清楚的。」
18大之後，中共現任國家主席習近平主導的反腐風潮不斷向軍內推進，谷俊山、徐才厚、成都軍區原副司令員楊金山、四川省軍區原政委葉萬勇等高級軍官紛紛落馬。最近又傳出有8名將領被調查，包括：海軍副司令馬發祥、吉林省軍區副政委宋玉文，北京軍區戰友文工團團長劉斌、總後勤部副部長劉錚、總政保衛部長於善軍等人，其中馬發祥和宋玉文被認為是自殺身亡。
唐靖遠：「習近平和王岐山他們的反腐，可以說早就是開了弓的箭，不可能半途而廢的。他們其實很清楚，像江澤民、周永康、徐才厚這些人，連活摘器官這樣的事情都能做出來。如果他們不能把整個的江家幫徹底清除，他們自己的安全根本就不可能得到保證。」
時事評論員夏小強也談到，中共前黨魁江澤民懼怕因迫害法輪功被清算，因此想要政變奪權，廢除習近平。習近平為自保而借反腐之名清除江澤民集團。夏小強強調，近兩年的落馬高官，幾乎超過一半都與迫害法輪功有關，表面看是因為權鬥，實質是因為迫害法輪功而遭到了報應。

Female General Falls in Xi Jinping’s Anti-Corruption
Campaign; Suspected as a Culprit of Live Organ Harvesting.
Major General Gao Xiaoyan, deputy commissar of the PLA
Information Engineering University, was recently detained.
Gao is the first female general to fall after the 18th
Chinese Communist Party (CCP) National Congress.
Chinese media reported that, Gao had been involved
in the corruption case of the PLA’s 309 Hospital.
She was likely linked with Gu Junshan and Xu Caihou,
who are both Jiang Zemin’s diehard followers.
Overseas media also revealed that, Gao was involved
in the crime of live organ harvesting against Falun Gong
practitioners when she worked in the 309 Hospital.
Let’s look at the report.
A caixin.com report said, Gao Xiaoyan was detained by
PLA prosecutors on Nov.27.
The same night, her home at the 309 Hospital
was thoroughly investigated.
According to the report, Gao worked at the 309 Hospital
between 2005 and 2012.
She was accused of taking bribes linked to
infrastructure projects of the hospital.
Many hospital officers, including a former management
section chief, had been investigated ahead of Gao.
On Dec.7, People’s Daily Online published an article titled
“Magnates behind Fallen Female General Gao Xiaoyan".
The article said, Gu Junshan, former deputy director of the
PLA’s General Logistics Department, was accompanied by
Gao Xiaoyan when he visited the 309 Hospital.
The article believed it showed Gao
had a close relationship with Gu.
The article also revealed that Gao was promoted to Major
General in 2012 at 55, when she was transferred to the
PLA Information Engineering University as the university’s
deputy commissar and secretary for discipline inspection.
Gao became one of the few female generals in the PLA.
Gao was said to have got her position by bribing Xu Caihou,
former Vice Chairman of the Central Military Commission.
Xia Xiaoqiang, political commentator, “In the CCP corrupt
army general-rank officers must have a political background.
It is not strange that Gao Xiaoyan bribed Xu Caihou through
Gu Junshan to get promoted.
Consequently, Gao is very likely linked with Gu and Xu"
Before August 2009, the 309 Hospital was administered
by the PLA’s General Logistics Department.
After that, the hospital became an official hospital of
the army’s General Staff Department.
Gu has long worked at the barracks and housing division
of the General Logistics Department.
He was deputy director of the department in 2009 until
his dismissal in 2012.
Xu Caihou was Vice Chairman of the Central Military
Commission between 2004 and 2012.
Xu’s corruption case was officially announced in June 2014.
Tang Jingyuan, political commentator, “Many military
hospitals attached to the General Logistics Department,
which was Xu’s domain, have been the major agencies to
commit live organ harvesting of Falun Gong practitioners.
The World Organization to Investigate the Persecution of
Falun Gong (WOIPFG) announced that, the 309 Hospital is
suspected of massively harvesting organs from Falun Gong
practitioners.
For this reason, I believe Gao Xiaoyan’s fall is closely
related to Xu Caihou’s case."
Tang Jingyuan said, the 309 Hospital has a PLA organ
transplantation center.
The center’s income increased 8 fold between
2006 and 2010.
During the same period, the hospital saw significant
progress in its infrastructure projects.
Tang Jingyuan, “It is hard to argue that the huge investment
had nothing to do with live organ harvesting.
Gao was the hospital’s commissar and director of those
infrastructure projects.
She must very clearly know the truth."
After the 18th National Congress, Xi Jinping’s anti-corruption
campaign continued to penetrate into the army.
Top military officers, including Gu Junshan, Xu Caihou,
former deputy commanding officer of Chengdu Military
Region Yang Jinshan and former commissar of Chengdu
Military Region Ye Wanyong were investigated.
Another 8 generals are recently rumored to be placed
under investigation.
The list includes: Deputy Navy Commissar Ma Faxiang;
deputy commissar of Jilin military district Song Yuwen;
Director of Beijing Military Region’s Art Troupe Liu Bin;
Deputy director of the PLA General Logistics Department
Liu Zheng;
Director of Security Bureau at the PLA’s General Political
Department Yu Shanjun; and others.
Among these people, Ma Faxiang and Song Yuwen
were believed to have died of suicide.
Tang Jingyuan, “The anti-corruption campaign of Xi Jinping
and Wang Qishan is like an arrow, in flight.
It cannot stop halfway.
Xi and his followers should know clearly that Jiang Zemin,
Zhou Yongkang and Xu Caihou can do things like harvesting
organs from live people. So they will never feel safe until
Jiang’s whole faction is eliminated."
Xia Xiaoqiang said that, former CCP leader Jiang Zemin was
always afraid of justice for his persecution of Falun Gong.
So he plotted a coup against Xi Jinping to get power back.
To protect himself, Xi started the anti-corruption campaign
which is directed against Jiang’s group.
Xia said, half or more of CCP officials who fell in recent years
were involved into persecution of Falun Gong.
Those people failed the power struggle apparently, but were
essentially punished for their persecution of innocent people.
