【新唐人2014年12月06日訊】原中共衛生部副部長黃潔夫日前宣佈，從明年1月1號開始，全面停止使用死囚器官作移植供體來源。有捐獻意願的死囚的器官納入統一分配系統，屬於公民自願捐獻。有分析指出，中共此舉是為了掩蓋活摘法輪功學員器官的罪行。
據大陸《第一財經網》報導，12月3號，中國人體器官捐獻與移植委員會主任、原中共衛生部副部長黃潔夫，在昆明一場官方研討會上宣佈，從明年1月1號起，全面停止使用死刑犯器官，器官移植使用公民器官捐獻。
報導說，黃潔夫在今年「兩會」期間接受媒體採訪時說：「今後，死囚器官捐獻也將和公民捐獻一樣，進入全國統一的計算機系統自動公平分配。有捐獻意願的死囚的器官一旦納入統一的分配系統，就屬於公民自願捐獻，不再存在死囚捐獻的說法。」
不過，報導指出，社會對此感到擔憂，質疑在被囚禁的環境下，死囚很難保證真正自願選擇的自由。
陝西訪民王女士：「自願捐獻，那麼能不能夠徵得本人或者家屬的同意呢？他是不是自願的或者強迫呢，中國人的傳統是要留全屍，絕大多數人是不願意捐器官。所以他這種說法根本就不切實際，中國哪來那麼多的死囚犯，源源不斷的就可以供應市場上的需求。就是公民自動捐獻，他也要有那麼多的器官，哪來的啊，可能就是在掩蓋非法迫害法輪功學員這件事情。」
美國著名調查記者伊森•葛特曼（Ethan Gutmann），曾就中共逐步杜絕以死囚犯作為器官供體的說法，回覆《大紀元》說，這根本不是醫療改革，而是掩蓋中共犯下的反人類罪行。
十幾年來，中共當局在面對器官移植供體來自死刑犯的指控時，說法不一。2001年6月，中共當局否認從死刑犯身上摘取器官，外交部發言人章啟月說，這是聳人聽聞的謊言。2006年4月，中共衛生部發言人毛群安說，這是惡意詆譭中國的司法制度，是別有用心。但僅在短短的7個月後，即2006年11月，黃潔夫親口承認，大部份移植器官，來自死刑犯。
黃潔夫為何突然改口呢？目前國際輿論的一個主要觀點是，因為中共活摘法輪功學員器官的黑幕，在2006年3月被掀開。而這個活摘暴行，在國際人權律師大衛•麥塔斯（David Matas）和加拿大前亞太司司長大衛•喬高（David Kilgour）的調查下，於2006年7月得到證實，也引發了國際社會的高度關注和譴責。
「追查迫害法輪功國際組織」發言人汪志遠：「中國大陸自從99年以後，爆炸性的增長了器官移植，可是中共這幾年來在全世界指控的情況下，從來沒有講出一個能夠解釋的器官供體的來源，一會兒說沒有用死刑犯，一會兒說用死刑犯，最後高調承認用死刑犯，現在又說要停止用死刑犯，用親屬捐贈，這都是謊言。因為他不敢也不能把實際的來源說出來，所以拼出一些理由來搪塞國際社會的指控。」
「追查迫害法輪功國際組織」發言人汪志遠表示，中國每年的死刑犯，平均只有1600多人，根本無法解釋大量的器官移植。
汪志遠：「99年以後，中國每年高達1萬多例的移植，可是據大赦國際的記錄，1995年至1999年之間，死刑犯平均每年是1680人，2000年到2005年之間，平均每年是1616人，器官移植的匹配率是非常低的。他又說親屬捐贈，可是截至2006年，在中國親屬活體捐贈僅0.5%，每年的死刑犯又這麼少，你說它是怎麼來的呢？只有一個可以解釋的原因，那就是99年以後，他們對法輪功學員進行了全國性的群體滅絕性的迫害。」
10月28號，「追查國際」指出，中共軍隊醫院和武警醫院及其總後勤部，是執行前黨魁江澤民屠殺命令，活摘法輪功學員器官做移植的核心機構，中國大陸存在大規模的活體供體庫。
11月23號，中共當局成立「人體器官獲取組織聯盟」。汪志遠對《大紀元》表示，中共這麼多年來說不清楚器官來源，如今成立這個組織，就是為了掩蓋活摘法輪功學員器官的真相。

Stop Organ Harvesting From Executed Prisoners But Continue Live Organ Harvesting?
Former Vice Minister for Health Huang Jiefu said China will
stop harvesting organs from executed prisoners by Jan. 1.
Death row inmates who volunteer to donate organs will be
registered in a civilian donation system for distribution.
It is analyzed that his policy is covering up the CCP’s crimes
of organ harvesting from living Falun Gong practitioners.
China Business News reported that Huang Jiefu, head
of the country’s organ donation committee, addressed
a Kunming seminar.
By Jan. 1, 2015, only voluntarily donated organs
from civilians will be used in transplants.
Huang Jiefu told media during Two Meetings this year:
“In the future, organs donated by death row prisoners
will be handled by an automatic distribution system
like the civilian’s voluntarily donated organs.
Once the data is registered, they are all treated
as voluntary donations.
The so-called donated organs from death row prisoners
will no longer exist."
However, the free will of death row prisoners
under imprisonment is highly questioned.
Shaanxi petitioner Ms. Wang: “If it is voluntary, will consent
be received from the prisoner or the family member?
Is it truly voluntary or simply coerced?
To Chinese people, an intact body is customary.
The majority won’t donate their organs.
This statement is simply unrealistic.
There aren’t enough death row prisoners in China
to supply the endless organ transplant needs.
Even if it is a voluntarily civilian donation,
the organs must be available for transplant.
Where do they come from?
It is very likely a cover-up of the illegal persecution
of Falun Gong practitioners."
Investigative journalist Ethan Gutmann also previously
responded via e-mail to the Epoch Times regarding
the gradual cessation of utilizing death row prisoners’
organs in transplants.
He wrote, “It is not a medical reform at all.
It is a cover-up, …to bury a crime against humanity…"
Over the past decade, the Communist regime has given
various responses in the face of the allegation
of nonconsensual harvest of executed prisoners’ organs.
In June 2001, the regime denied harvesting organs
from executed prisoners.
Foreign Ministry spokeswoman Zhang Qiyue said
these are sensational lies.
In April 2006, Health Ministry spokesman Mao Qunan said
overseas media maliciously slandered China’s judicial system
with an ulterior motive.
But, in just seven months, Huang Jiefu admitted in Nov. 2006
that most transplant organs came from executed prisoners.
Why did Huang Jiefu suddenly change his statement?
A very plausible explanation is the exposure of the CCP’s
heinous crime of organ harvesting from living Falun Gong
practitioners in March 2006 as well as in July 2006.
The shocking research by international human rights lawyer
David Matas and former Canadian politician David Kilgour
further confirmed the atrocities committed by the CCP.
World Organization to Investigate the Persecution
of Falun Gong (WOIPFG) spokesman Wang Zhiyuan:
“Since 1999, the organ transplant cases
have exploded in China.
But the CCP has never provided any plausible explanation
of the sources of the organs facing the world’s allegation.
At first, it denied that executed prisoners were the donors,
then it admitted executed prisoners were the donors,
and finally admitted in a high-profile fashion
that death row inmates are the donors.
Now it claims to have stopped using death row prisoners
as the sources, but use family members’ donations.
These are all lies.
They dare not and will not tell the truth.
These are all made up excuses to fool
the international community."
Wang Zhiyuan explains that there are 1,600
death row prisoners yearly in China.
It can’t explain the massive transplants in China.
Wang Zhiyuan, WOIPFG Spokesman: “Since 1999,
there has been more than 10,000 transplant cases.
But, Amnesty International’s records show there was
an average of 1,680 executed prisoners per year between
1995 and 1999, and an average of 1,616 between
2000 and 2005.
The matching rate for organ transplants is very low.
The CCP says there has been also been donations
made by family members.
But as of 2006, the donation rate of relatives
was only 0.5 percent in China.
Along with the number of executed prisoners,
how did they obtain the rest of the organs?
There is only one possible explanation.
That is the nationwide genocide of Falun Gong practitioners
since 1999 in China."
WOIPFG revealed on Oct. 28 that PLA hospitals, Armed Police
Hospitals and the General Logistics Department are the core
execution headquarters of the genocidal organ harvesting
order by former leader Jiang Zemin.
In China, there are many large-scale centers
harboring the living donors.
On Nov. 23, the Coalition of Organ Procurement Organization
was established throughout China.
Wang Zhiyuan told the Epoch Times that the CCP has not
been able to explain the sources of organ transplants
for so many years.
This coalition’s purpose is solely to cover up the facts
of organ harvesting from living Falun Gong practitioners.
