【新唐人2014年11月24日訊】美國國會中國事務行政委員會於11月20日舉行了「香港民主未來」聽證會，與會者表示，香港民主自由狀況日益惡化、局勢混亂，是中共不守承諾的結果。同日，美國美中經濟安全審查委員會的年度報告也指出，中共人大決議，阻礙2017年香港普選，違背《基本法》和《中英聯合聲明》。雖然港府和北京聲稱，香港事務純屬中國內政，反對外國干預，但前港督彭定康通過視頻作證指出：中共不履行承諾，違背《基本法》和《中英聯合聲明》，美國和英國有責任對香港局勢發聲。
本月20號，美國國會及行政當局中國委員會主席布朗（Sherodd Brown）參議員和共同主席史密斯（Chris Smith）眾議員，一同主持了「香港民主未來」聽證會。
在聽證會上，前港督彭定康通過視頻作證。他表示，中共人大常委會有關香港政改的框架決定，違反《中英聯合聲明》。彭定康還批評港府對持續了55天的佔領行動採取的拖延手法。他認為，是港府沒誠意與學生對話而導致了目前的僵局。
彭定康還告誡美國說，中國過去15年對美出口增長了16倍，美國完全不需要因為顧慮經濟利益，而不敢向北京施壓。與此同時，彭定康認為英國也有責任發聲。
《美國之音》報導，在小布希政府擔任過大使的馬克•羅根在發言中也指出，如果美國不堅持原則，不要求中共政府實踐承諾，會造成（香港）不穩定。
布朗參議員也表示，中共曾向國際社會和香港人民承諾，香港人可以享有自由、自由選舉領導人，而現在他們不守諾言，威脅到香港作為國際金融中心和自由城市的未來。
不久前，布朗和史密斯還共同牽頭，提出了新的《香港人權民主法案》，得到參眾兩院多位重量級議員的聯合簽名。該法案提出，要對1992年的《美國-香港政策法》進行修正，再次確認美國對維護香港自由以及民主化的承諾。在無法確認香港享有足夠的自治權之前，美國總統不能給予香港更多的優惠政策。
香港立法會議員、大律師何俊仁表示，國際社會應該關注香港現在的民主發展狀況，因為它與香港的人權、自由和法制都有很重要的關係。
香港立法會議員、大律師何俊仁：「前兩天加拿大議會一致通過了一個議案，來支持正在香港的雨傘運動。美國跟其他西方的民主國家對我們關注，給我們民主一些道義上的支持，我覺得是應該的。」
就在19號，加拿大眾議院三大政黨，全票通過了支持香港人和平示威、爭取真普選運動，支持港人真正落實「一國兩制」。
何俊仁認為，英國政府作為《中英聯合聲明》的責任人，也應該有勇氣主持公道。
其實，在20號早些時候，美國國會美中經濟與安全審議委員會公布了年度報告。其中談及香港佔領行動時指出，這是自「六四」以來最大的社會運動，目的是要爭取真普選方案。但中共當局堅持為香港特首選舉設立框架、變相操控選舉結果，涉嫌違反《基本法》及國際公約。
對於國際社會上的不斷表態，港府發言人回應說，香港政改是特區的內部事務，屬於中國內政，外國政府不應作出任何干預言行。發言人還批評，前港督彭定康錯誤理解了《基本法》。
中共外交部在每天的例行新聞發佈會上，也發表了類似的說法。
何俊仁：「這完全是把中國（共）的主權變成法律的霸權，就是中央以主權的名義，可以怎麼樣去解釋《基本法》都是可以的。它是完全不理會整個中英聲明跟《基本法》理念規定要走向全面普選的精神，尤其是2007年所承諾給香港的民主的時間表。」
何俊仁指出，中共現在不想讓香港人有真正的民主，就違反以前的所有承諾，把人大解釋、人大常委決定和中共官員的說法都變成了《基本法》的一部分，甚至凌駕於《基本法》之上。而丟失了自己理念的香港官員，則成了中共的傳聲筒。何俊仁認為，這也是香港官員們喪失權威、從而導致香港不安定的原因。

Former British Govern of Hong Kong: U.S. and Britain Should
Voice Support for Hong Kong’s Democracy
The U.S. Congressional executive commission on China held
a “The Future of Democracy in Hong Kong" hearing.
Statements during the hearing criticized that the worsening
situation in Hong Kong resulted from the fact that
the CCP did not keep its word.
On the same day, a U.S. State Department annual report
accused Beijing’s new political framework for Hong Kong
of contradicting with Hong Kong’s Basic Law and the 1984
Sino-British Joint Declaration.
Previously, Beijing strongly defended itself by claiming
that Hong Kong issues are the CCP’s internal affairs.
However, former British governor of Hong Kong Lord
Christopher Patten spoke via video teleconference
that U.S. and Britain should take responsibility to voice
support for Hong Kong people.
On Nov.20, Senator Sherrod Brown, chairman of the U.S. Congressional executive commission on China and co-chair Representative Christopher Smith, hosted a hearing titled “The Future of Democracy in Hong Kong".
In the hearing, former British governor of Hong Kong
Lord Patten spoke via video teleconference.
Patten said the CCP’s decision on reform framework
in Hong Kong contradicts with the 1984 Sino-British
Joint Declaration.
Pattern also criticized the Hong Kong government
for its delayed tactics in handling the 55-day-long
Occupy Central movement.
Patten said the deadlock resulted from the lack of
seriousness and commitment in dialogue of HK government.
Patten believes the U.S. should not hesitate to press Beijing
for economic reasons, saying, “China’s exports
to the United States went up by 1,600 percent in 15 years,
so who needs who?"
Patten also said Britain should take responsibility
to voice support for HK people.
A Voice of America report quoted Ambassador
Mark P. Lagon, who also gave testimony at the hearing.
Lagon said HK’s situation will grow shakier if the U.S.
does not stick to demanding the CCP keep its word.
Senator Brown said the CCP promised HK people and the
world that HK residents were free to elect their leaders.
They broke the promise, which is a serious threat to HK’s
future as a global financial center and a free city.
Recently, Senator Brown and Representative Smith also
jointly presented a revision plan for Hong Kong Rights
and Democracy Acts.
The plan was endorsed by many key congress members.
The plan intends to revise the 1992 United States-Hong Kong
Police Act, in restating the commitment of U.S. in protecting
freedom and democracy in Hong Kong.
The act suggests that before more autonomy is given
to Hong Kong, the U.S. president should not sign
more preferential policies for Hong Kong.
Hong Kong Legislative Council member and lawyer Albert
Ho Chun-yan wants the global society to pay closer attention
to Hong Kong’s democratic development, as it is very
important to human rights, freedom and rule of law.
Albert Ho Chun-yan: “Days ago, the parliament of Canada
unanimously approved an act of supporting Hong Kong’s
umbrella movement.
The United States and other western countries
are also paying attention to what happened here,
and give us some moral support.
I think this is what they should do."
On Nov. 19, Canadian House of Commons unanimously
approved an act of supporting peaceful demonstrations
seeking general election and practice
of “One Country, Two Systems".
Albert Ho said, having made the Sino-British Joint Declaration
with the CCP, the British government should also take
courage to uphold its principles and justice.
Earlier on Nov. 20, the United States-China Economic
and Security Review Commission released an annual report.
The report described Occupy Central as “the biggest social
movement since the June Fourth Incident"
seeking general election.
However, the CCP sticks to its reform framework
which places election under the party’s control.
The move is suspected of violating Hong Kong’s Basic Law
and international treaties.
In response to the global society, a HK government
spokesman claimed Hong Kong’s reform plan are the CCP’s
“internal affairs"; no foreign governments should interfere
with the issue.
The spokesman also criticized Lord Patten
for misinterpretation of Basic Law.
The CCP’s Ministry of Foreign Affairs made similar statements
at its routine press conference.
Albert Ho: “To say the CCP’s sovereignty is law is supremacy.
They are saying the CCP can explain Basic Law in whatever
way they wish in the name of sovereignty.
They have shown zero respect for the Sino-British
Joint Declaration and terms in the Basic Law
that supports general election.
They especially completely ignored the schedule of running
the general election in 2007 as promised to Hong Kong."
Albert Ho said now the CCP doesn’t want to see democracy
in Hong Kong.
Therefore they broke the promise and forcibly made
the NPC’S decisions and excuses as part of the Basic Law,
or even supreme to the Basic Law.
On the other hand, many HK officials lost their principles
and became the party’s mouthpieces.
Ho believes that is why HK officials lost respect
from HK people and the society lost stability.
