【新唐人2014年11月06日訊】美國總統奧巴馬將於11月12號,在北京和中共國家主席習近平舉行非公開的會晤。此前,人權觀察、國際特赦等9個人權組織發表公開信,敦促奧巴馬在APEC峰會期間,關注中國人權問題。
奧巴馬將於10號至12號出席亞太經合組織(APEC)領導人非正式會議,並對中國進行國事訪問。
會議前夕,美國9個主要人權組織發表聯署公開信,呼籲奧巴馬在北京與中國領導人會面時,公開批評中國的人權現狀。
信中表示:數十年來,幾個組織記錄當地人權侵害,聲援受害者,並施壓美國政府以人權為雙邊關係基石。奧巴馬此次訪問,正逢中國和平維權人士遭遇極端粗暴打壓之際。因此,敦請奧巴馬利用此行公開且明確地表明,中國政府對公民社會的打壓,既有礙兩國發展戰略夥伴關係,也是中國躋身國際社會的絆腳石。
國際人權組織「現在就要自由」創辦人賈瑞德.甘瑟呼籲,奧巴馬總統不僅僅在私下裡和中共領導人磋商中國人權問題,更要在公開場合向中共領導人提出。
對此,法輪功人權代表陳師眾表示,這封信明確要求奧巴馬的對話必須公開,這就說明過去美國與中國的所謂人權對話是沒有效果的。
法輪功人權代表陳師眾:「美國這些年來,在中國人權問題上,其實都是,都顯得曖昧,所以才會有這麼一封信。這封信應該是給美國政府奧巴馬,應該視為一個警鐘。」
北京維權人士胡佳指出:在中國,中共當局如今依然「面不改色」,繼續在製造這樣的冤案。
北京維權人士胡佳:「最近發生的冤案就是維吾爾族學者伊力哈木,他倡導和平,倡導民族之間相互寬容和解,這樣的學者,卻被扣上撕裂國家的(罪名)。」
聯署公開信強調,若奧巴馬在訪問北京期間,能公開提出特定維權人士的案件,至少能保護他們在拘押期間不受虐待或酷刑。
北京維權人士胡佳:「這種壓力會在某種程度上,改善那些人的待遇,這是毋庸質疑的,所以我覺得這幾家人權機構選擇這個時機,給他們提出這個,是非常明智的,我們也確實希望這種做法對奧巴馬先生產生直接的影響。」
根據英國廣播公司《BBC》報導,中共當局為了保證APEC會議的順利召開,下令全城為APEC峰會讓路。
北京不僅加強對訪民的穩控,不允許他們靠近APEC會場,更有訪民收到地方信訪局的電話,以金錢利誘他們不要在APEC期間赴京上訪,令北京以及周邊省份老百姓的日常生活受到了極大的干擾。維權人士胡佳就是其中一位。胡佳從9月22號開始,至今一直被軟禁在家中,不得出門。
胡佳表示,中共當局為了保證APEC峰會的順利召開,加強打壓異議人士,這一舉動沒有引起國際社會的關注。胡佳說,參加這次APEC會議的各國首腦,沒有人公開批評中國政府侵犯人權。
人權組織的連署公開信中特別提到,刑滿出獄仍未獲自由的人權律師高智晟。
北京維權人士胡佳:「高智晟律師自8月7號獲釋以來,現在等於還是被圈禁的狀態,他哪裏也去不了,然後任何人也見不到,警方還老到他家騷擾。」
中國著名維權律師高智晟律師,曾代理各種被視為敏感的維權案件,以及調查法輪功學員遭受迫害的真相。他先後三次上書中共領導人,要求停止迫害法輪功。2006年12月,高律師被中共當局以「煽動顛覆國家政權罪」判刑3年,緩刑5年。
法輪功人權代表陳師眾:「作為中國人權問題來講,法輪功在過去15年,不僅僅是中國最突出最嚴重的人權問題,也是世界最嚴重的人權問題,而這個作為美國行政部門來講,還沒有對正式在這件事情表過態,沒有正式的對中國政府公開批評,這也是他在人權問題上忽視正義聲音的最明顯代表。」
陳師眾表示,只有停止對法輪功的迫害,中國才真正擁有人權。
自1999年7月到2014年7月,中共迫害法輪功長達15年,並且還在持續。

Will Obama Raise Issue Of Human Rights In China At APEC?
US President Obama will have a private meeting
with president of communist China, Xi Jinping, on Nov. 12.
For this meeting, nine human rights organisations including
human rights observers and Amnesty International
have issued open letters urging Obama to devote attention
to the issue of human rights in China during the APEC summit.
Obama will attend the unofficial meeting with APEC leaders
from 10-12 November, and conduct a state visit to China.
Prior to this meeting, 9 major human rights organisations in
the US issued a joint open letter urging Obama to publicly
condemn the present state of human rights in China during
his meeting with the Chinese leader in Beijing.
The letter stated as follows: For decades, our organizations
have documented human rights abuses there, advocated for
redress, and pressed the United States to make human rights
a cornerstone of its bilateral relationship.
Your visit comes at a time of extraordinary and brutal
repression of peaceful advocacy for human rights in China.
We urge that you use this trip to make clear—
publicly and unequivocally—
that the government’s crackdown on civil society is a barrier
to strategic partnership and an impediment to China’s future
as a full and responsible member of
the international community.
The founder of international human rights organisation,
“Freedom Now”, Jared Genser, urged that President Obama should
do the following:
Not only should he discuss human right problems in China with
Chinese Communist Party (CCP) leaders in private, but also
bring this issue out into the open during
their public meetings.
Falun Gong human right representative Chen Shizhong stated
that this letter clearly and specifically requested Obama to
make this dialogue public.
This indicates that the previous so called “human rights
dialogue” between the US and China has been ineffective.
Chen Shizhong: the US position on human rights in China these
years has always been ambiguous.
That is why there is this letter.
It should be seen as an alarm bell to Obama and
the US government.
Beijing human right activist Hujia: The authorities of the CCP
remain intransigent even to this day.
It continues to do such injustice.
Hujia: The recent case is the case of Uighur scholar Ilham.
He advocates for peace and mutual tolerance
and understanding between different races.
But such a scholar is indicted for the crime of
“separating the country”.
The joint letter stressed that if Obama can publicly raise
these individual cases of human right advocates during
his visit to Beijing, he can at least protect them from
mistreatment or torture during detention or imprisonment.
Hujia: Exerting such pressure can no doubt improve
the treatment of these people to a certain extent.
Therefore I find it wise for these human right organisations
to choose this moment to release these requests.
We also honestly hope that these efforts can have a direct
influence on Mr Obama.
According to the BBC report, the CCP ordered the entire city
to give way to APEC in order to ensure the smooth progress
of the APEC meetings.
Beijing has strengthened their control of petitioners,
forbidding them from coming close to the scene of APEC.
Some petitioners even received phone calls from local
complaints bureaus, enticing them to refrain from travelling
to Beijing to petition during the APEC period
through monetary incentives.
These measures have caused major disturbances to the daily
lives of people living in Beijing and the nearby provinces.
Human right activist Hujia is one of the affected.
He has been under house arrest and he cannot step out of
his house since Sep. 22.
Hujia said that in order to ensure the smooth running of the
APEC summit, CCP authorities have strengthened
their grip on dissidents.
However, this has not drawn international attention.
Hujia said that none of the leaders attending this APEC have
openly condemned the Chinese government for
their abuse of human rights.
The joint public letter also specifically mentioned
human rights lawyer Gao Zhisheng who has not received his
freedom even though he was released from jail.
Hujia: Ever since Gao Zhisheng was released from jail on
Aug. 7, he remains in a state of confinement.
He cannot go anywhere or see anyone.
The police also always harass him at his home.
In the past, the renowned Chinese human right lawyer
Gao Zhisheng took up various politically sensitive
human right cases.
He also investigated the truth of the persecution
suffered by Falun Gong practitioners.
He wrote to CCP leaders to end the persecution
of Falun Gong on 3 occasions.
On December 2006, Gao Zhisheng was sentenced to
3 years of imprisonment and 5 years of probation
by CCP authorities for “inciting subversion of state power”.
Falun Gong human right representative Chen Shizhong:
For the past 15 years, Falun Gong represents the most severe
human right abuse in China.
It is also the most severe human right abuse in the world.
However, the executive branch of the US government has not
officially taken a stand on this issue.
It has also not formally issued a public condemnation
of the Chinese government.
This is the greatest representation of its ignorance of calls
for justice on the issue of human rights.
Chen Shizhong states that China can only have true Human
rights when it ends the persecution against Falun Gong.
From July 1999 to July 2014, the CCP’s persecution against
Falun Gong has reached 15 years, and it is still ongoing.
