【新唐人2014年10月15日訊】香港特首梁振英收取澳洲工程公司UGL5,000萬港元一案，日前傳來新進展。率先揭發事件的澳洲《悉尼晨鋒報》14號又披露，梁振英與UGL簽署秘密協議的那一天，戴德梁行DTZ否決了一個來自中共國企、提出比UGL高出1億英鎊的收購價。梁振英醜聞接二連三的曝光，背後是否有特殊力量在精心安排呢？一起來看看。
澳洲傳媒巨頭Fairfax Media旗下《悉尼晨鋒報》(The Sydney Morning Herald)14號報導，一份概述梁振英與UGL協議內容的文件寫著，UGL將支付400萬英鎊(約5,000萬港元)給梁振英，條件是，梁必須支持UGL收購總部位於倫敦的戴德梁行。
報導說，這份文件沒有提到競爭對手開出的價格，但是戴德梁行管理人安永會計師事務所2012年1月公布的報告，提到了一個競爭對手的「機密出價」(confidential offer)，這個出價比UGL大約高出1億英鎊，但仍然被包括梁振英在內的董事局否決。而這個否決日期，跟梁振英與UGL簽訂秘密協議的日子，是同一天。
這個競爭對手，後來被證實是天津市政府批准組建的國有企業「天津新金融投資有限責任公司」（天新）。
根據安永的報告，中共國企天新的出價遠比UGL的7,750萬英鎊收購價來的優越，包括向股東多提供5,000萬英鎊、向主要債權人蘇格蘭皇家銀行多償還4,000萬英鎊、另外還提供1,000萬英鎊資金和3,000萬英鎊貸款，協助戴德梁行重建。
報導說，英國《每日電訊報》在2012年也曾報導，中共國企的出價，對戴德梁行員工、股東和債權人來說，都顯然更有利。報導指出，戴德梁行為了與UGL達成交易，犧牲了公司的價值。
香港特首梁振英的發言人，在回答Fairfax Media的詢問時表示，出售給UGL是戴德梁行董事局的決定，戴德梁行在梁振英與UGL開展協議與談判的過程中，發揮了顯著作用。
香港立法會議員梁國雄：「我相信梁振英的誠信已經沒有甚麼價值了，他現在說甚麼，我們也沒有辦法去查，所以我認為他應該立即下臺，這是最好的選擇，因為他是香港特首，他的權力很大，要是他在過去有一些不尋常的商業交易，是他自己去授意的，所以他可能在澳洲和英國，都是受調查和檢控的罪刑，他是應該辭職了，不能再耽誤下去。」
時事評論員唐靖遠：「梁振英關於他貪腐的醜聞突然出現第二波這種爆料的打擊，至少說明一點，就是中共高層可能已經下定決心要棄梁，而且，第二波這個爆料，它不會是一個終點，如果梁振英還不自己辭職的話，很可能還有更多的猛料會爆出來。」
事實上，有關梁振英的貪腐醜聞自8號被揭發以來，就不斷有新的爆料出現。
11號，美國《紐約時報》披露，向梁振英支付巨款的UGL公司，握有維護香港地鐵系統，價值約4,190萬美元的合約。香港政府持有香港地鐵公司77%的股權，而梁振英任命的港鐵主席錢果豐，卻也是UGL董事。
報導援引香港民主黨前主席何俊仁指出，這裡邊存在明顯的利益衝突。香港公司治理專家戴維•韋伯(David Webb)也表示，梁振英在錢果豐擔任UGL董事期間，仍任命他擔任港鐵主席，這屬於不當做法。
時事評論員唐靖遠指出，梁振英的不利醜聞接二連三的曝光，可能是習近平陣營為破解香港目前困境，而做出的精心安排。
唐靖遠：「梁振英是香港特首，如果中共高層要罷免他，必須要通過中共人大，但是梁振英，他實質上是江派在香港檯面上的人物，而人大現在是由江派的常委張德江在把持著，所以如果是走這樣的程序去罷免他，可能會非常麻煩，所以直接爆出他在經濟貪腐上的醜聞，導致一個結果就是，廉政公署會直接介入而進行調查，廉政公署一查到，直接就可以把他拿下。」
據了解，13號下午，中共國家主席習近平在中共政治局「集體學習」會上，引述中國古代的治國理政思想時，提到了「德主刑輔」，外界認為，這或許是在重申反對動用武力鎮壓香港雨傘運動的立場。

CY Leung Scandal Topped with New Exposure
After H K Chief Executive, Leung Chun-ying, was revealed
to have received HK $ 50 million from Australian engineering
firm UGL, Australia media made a new progress report on
the Leung scandal on Tuesday.
The secret $7m payment to C.Y. Leung by UGL was agreed to
on the same day a rival bidder, a state-owned enterprise,
trumped UGL’s offer for his property firm by about £100 million.
People wonder if some special arrangement was behind the series
of exposures on the embattled Leung Chun-ying.
Let’s take a look.
The Sydney Morning Herald reported on Tuesday, one condition
of the £4 million payment to Mr Leung was that
he “support the acquisition of the DTZ group by UGL",
according to a letter outlining the agreement.
The letter doesn’t mention the rival bid. But an administrator’s
report into DTZ after the sale mentioned a rival “confidential"
offer that valued DTZ at about £100 million more than UGL,
added the report.
The higher bid was rejected on the same day
when a secret payment to CY Leung by UGL was agreed to.
The other bidder was later revealed as China’s state-owned
Tianjin Innovation Financial Investment Company.
The Tianjin company submitted an offer worth £50m more
to DTZ’s shareholders and £40m more to its creditors, RBS,
than the deal accepted from Australian group UGL.
The Chinese bidder had also lined up £10m of working capital
for DTZ and a new £30m credit line in order to “rebuild"
the failing firm, reported The Telegraph in Jan. 2012.
“DTZ sacrificed value to get the deal with UGL done," said
one person close to the Chinese bidder. “The Chinese offer
was significantly better for everyone, for the employees,
the shareholders and the creditors", added The Telegraph.
In response to questions from Fairfax Media, a spokesman for
Mr Leung said: “The decision to sell DTZ was a decision made
by DTZ board of directors.
DTZ played a significant role in initiating and negotiating
the terms of the ‘resignation’ agreement that Mr Leung entered
with UGL."
Hong Kong Legislative Council Leung Kwok-hung:
“I don’t believe Leung Chun-ying’s integrity. We have no way
to confirm what he has to say now.
So I think he should step down immediately.
This is the best choice.
He is Hong Kong Chief Executive, and he has great power,
any of his dishonest business dealing in the past is only to
his own benefit.
He may be subject to investigation and prosecution in Australia
and the UK.
He should resign.
It can not continue to delay."
Commentator Tang Jingyuan: “This sudden hit of a second
wave of exposure on Leung Chun-ying’s corruption scandals
should at least point out that the Communist official may have
determined to abandon Leung.
This exposure also says that this is not an end.
If he does not resign, more scandals are likely to be exposed."
In fact, new exposures on Leung Chun-ying have been reported
since the 8th.
NY Times reported on Oct. 10 that UGL has a longstanding
contract, worth approximately $41.9 million, to provide
maintenance services for Hong Kong’s MTR.
The Leung led city government, which has a 77 percent
ownership in MTR, appoints its chairman.
The chairman of MTR is Raymond Ch’ien,
who is also a board member at UGL.
NY Times also reported, Albert Ho, a lawyer and the former
chairman of Hong Kong’s Democratic Party, said it was a clear
conflict of interest for Mr. Leung;
David Webb, an expert on corporate governance in Hong Kong,
said Mr. Ch’ien’s relationships with MTR and UGL, as well as
the government’s reappointment of him to head MTR
while he was on the UGL board, were improper.
Tang Jingyuan indicates that the spate of scandals of Leung
Chun-ying could be Xi Jinping’s tactic to break the present
predicament in Hong Kong.
Tang Jingyuan: “To remove Hong Kong Chief Executive,
the regime must go through the National People’s Congress.
But, Leung Chun-ying is in fact a Jiang faction figure
in Hong Kong, and the NPC is dominated by another Jiang faction
Standing Committee member Zhang Dejiang.
It can be very troublesome to take the procedure of the NPC
to remove Leung.
So, the direct exposure of his corruption will lead to the direct
involvement of Hong Kong’s ICAC (Independent Commission
Against Corruption).
He can be directly removed once the ICAC investigation
finds him guilty.
In the Politburo’s collective learning meeting on the 13th,
the Communist regime leader Xi Jinping quoted the ancient
governance of “virtue first, punishment second".
Some interpreted it as his stance in suppression
of the Umbrella Revolution.
