【新唐人2014年05月23日訊】中、俄兩國日前簽署聯合聲明的同時,雙方也正在東海舉行第三次聯合軍事演習。大陸媒體對中、俄關係高度讚譽,令人聯想上個世紀50年代,所謂中、蘇友好時期,中、俄雙方也在政治、經濟、軍事等多方面進行合作。不過,觀察人士指出,中、俄的關係實際是貌合神離,各打各的小算盤。下面請看詳細報導。
中、俄兩國20 號簽署《聯合聲明》,提出「全面戰略協作夥伴關係進入新階段」。雙方將保持和深化高層對話,必要時還要建立新的合作機制。《聲明》還指出,這種新關係有助於中、俄各自經濟改革,以及建立更公正的國際秩序等。
不過,日本輿論認為,中、俄高調聯手,主要是在制約與兩國都有領土糾紛的日本。而美國國務院在中、俄發表《聯合聲明》後,呼籲俄羅斯不干涉其他國家的內政,及停止分裂烏克蘭。
旅美俄羅斯問題評論人士李善鑑認為,中、俄聯手與當前的國際形勢有關。他指出,美國解決中東問題後,戰略重心已轉移到亞州,也就是進一步孤立和圍堵中共。而俄羅斯近期由於在烏克蘭和克里米亞的問題上,遭到西方國家的一致反對和制裁,所以中、俄是因為政治和經濟利益的互補而聯手。
旅美中國問題評論人士李善鑒:「中國跟俄國就像兩個難兄難弟似的,中國是需要俄國的能源和軍備,俄國人現在最需要那就是錢。現在在這個利益上有這個互補,完全是建立在利益的基礎上,是非常不牢靠的,利盡而散,從來都沒有一個屬於這種道義上的結盟。」
中、俄《聯合聲明》中強調:要繼續推動雙邊貿易,在2015年前達到1000億美元,2020年前達到2000億美元,同時在中、俄貿易、投資和借貸中,將擴大中、俄本國貨幣直接結算規模等。
《聲明》還包括建立所謂全面的「中、俄能源合作夥伴」關係,深化石油領域一攬子合作,儘快啟動俄對華供應天然氣,擴大對華電力出口等。
據大陸媒體報導,中國已經準備好取消俄羅斯的天然氣進口稅,而俄羅斯賣給中方的天然氣,價格略高於中亞國家。
由於歐盟反對俄羅斯侵佔克里米亞,歐盟已經減少從俄羅斯進口天然氣。
另一方面,中、俄海上聯合軍事演習,從20號到26號,在東海進行。
原山東大學教授孫文廣:「因為中國是極權國家,俄羅斯是個威權國家,他們可以在一時之間結成友好的關係,就好像過去蘇聯和中國一樣,但不牢靠,因為不兼容。那麼後來從最友好的國家變成非常仇恨、對立的國家。10多年的時間,那就勢不兩立了。」
大陸博客作家、自由撰稿人劉逸明也認為,中、俄雙方是貌合神離,各打各的小算盤。
大陸自由撰稿人劉逸明:「我也認為只是貌合神離,因為都是獨裁專制。中國跟俄國簽署的油氣協議,我認為也跟當前的形勢有關。因為俄國在世界上現在成為了最孤立的國家,而中國也比較孤立,因為制度跟很多國家格格不入,所以他們同病相憐。」
原「山東大學」教授孫文廣對比了美國、英國和法國的關係,他表示,美、英、法已經持續幾百年友好,尤其在兩次世界大戰中,關係非常牢固。孫文廣認為,那是因為他們有共同的價值觀——對人權、民主、自由的堅守。
而李善鑒舉例說,無論中共如何製造反美輿論,民眾或官員移民時的首選,都是美國等西方國家,而不是俄羅斯。另一方面,大陸老百姓對俄國佔領中國北方大面積領土,以及向中國輸出共產主義、暴力革命等都非常不滿,甚至懷有敵意。
劉逸明分析,中、俄即便聯合對美開戰,也不會「一條心」。預計,開戰的話,由於中共軍隊極其腐敗,毫無戰鬥力,落敗的可能性更大。

Critics Question China-Russia Joint Declaration
China and Russia have signed a joint statement.
This took place during a third military exercise between the
two countries, that was conducted in the East China Sea.
Mainland Chinese media highly
praised Sino-Russia relations.
Observers reflect back to the 1950s, when both countries
were also cooperating in politics, economy, and military.
They question this new expression of Sino-Russia
relations, with some refering to it as mutual manipulation.
Let’s see our report.
A joint declaration signed by China and
Russia on May 20 aimed at cementing an
all-round strategic cooperation partnership.
The two sides will maintain and deepen high-level dialogue
and establish mechanisms for cooperation when necessary.
The declaration also pointed out that this new
relationship will help economic reform in both countries.
It claims to promote a more
just and fair international order.
Following the declaration, Japanese media
alleged that high-profile collaboration between
Russia and China was mainly to contain Japan.
Japan is involved in territorial
disputes with both countries.
The U.S. State Department also called on Russia to
stop intervening in the internal affairs of other countries.
It also called on Russia to stop dividing the Ukraine.
China expert Li Shanjian believes that the current
international situation forced both countries to team up.
The United States has shifted its strategic
center of gravity from the Middle East to Asia.
That further isolates and contains Communist China.
Russia has met with sanctions by both the EU
and the US over issues of Ukraine and Crimea.
Therefore, China and Russia have worked together to
complement each others political and economic needs.
Li Shanjian: “China and Russia are like birds of a feather.
China is in need of Russia’s energy and armaments,
while the Russians are mostly in need of money.
This complementary need is the foundation
of their relationship, which is very insecure.
Once these needs are gone, everything is gone,
since there are no morals in their relationship."
The joint declaration stressed that both countries raise
their trade volume to 100 billion U.S. dollars by 2015.
Further, they are to raise their trade
volume to 200 billion by 2020, to promote
bilateral trade, investment and lending.
It will also promote expanding the scale of direct
billing between the two countries’ national currencies.
The declaration also includes actively pushing
forward bilateral cooperation on energy projects.
This includes oil and gas, and to launch a
supply of natural gas and electricity to China.
Mainland Chinese media reported that China
is ready to cancel Russian gas import taxes.
Russian natural gas prices to China are higher
than those to other Central Asian countries.
The EU opposes the Russian occupation of Crimea,
so the EU has reduced natural gas imports from Russia.
Meanwhile, China-Russia joint naval exercises are taking
place between May 20 and 26, in the East China Sea.
Sun Wenguangm, former professor at
Shandong University: “China is a totalitarian
state and Russia is an authoritarian country.
They can form a friendly relationship in a moment,
as in the past between the Soviet Union and China.
But it is not reliable, because it
is not compatible with each other.
With hatred, they can become opponents.
In 10 years, the relationship could be irreconcilable."
Freelance writer Liu Yiming questions
the relations between China and Russia.
They appear close, but at variance.
Liu Yiming: “I simply think that their relations
are just dubious, as both countries are autocratic.
The fact that China signed oil and gas agreement with
Russia, I think, is related to the current global situation.
Russia has become a very isolated country.
China is also relatively isolated, because of the
incompatible system with many other countries.
They are in the same boat."
Sun Wenguang, former professor of Shandong
University, takes the relationship among the
United States, Britain and France as a comparison.
These three countries share good relations,
especially during the two world wars.
Sun Wenguang believes insistence of common values
of human rights, democracy and freedom is key.
Li Shanjian explains how the CCP has
manufactured anti-American propaganda.
Despite this, the U.S. and other western countries,
and not Russia, have been the top emmigration
choices for Chinese civilians and officials alike.
The general Chinese public hold
a hostile attitude towards Russia.
This is not only due to massive invasion
of northern China, but also for exporting
Communism and violent revolution to China.
Liu Yiming analyzes that even if the joint
Sino-Russian declaration is against the
US, both countries will not form ‘one heart’.
He anticipates the great possibility of failure on China’s part.
This is because of corruption and lack
of combat ability in the CCP military.
