【新唐人2014年05月06日訊】中國大陸由於勞教所的廢除，原勞教所警員難以安置和分流，而把「戒毒所」歸屬於「勞教所」，解決了勞教所警員的安置問題。目前，黑龍江齊齊哈爾市戒毒所變「洗腦班」，直接受控於齊齊哈爾市政法委，聽命於黑龍江省「六一零」非法機構。「戒毒所」繼續關押迫害無辜的信仰群眾。
上個月(4月)28號，被稱為「青龍山洗腦班」的「黑龍江省農墾總局法制教育基地」被迫關閉了。不過，齊齊哈爾市郊區的「榆樹屯」，有一個「齊齊哈爾強制隔離戒毒所」，近期卻成立「法制轉化基地」，代替「青龍山洗腦班」，用來非法關押法輪功學員。
法輪功發言人張而平﹕「這個戒毒所，實際上是黑龍江政法委，歸他們管理，就是610這個非法機構在控制。那麼，最近國內成立所謂法制轉化基地，實際上都是給法輪功被關押學員做洗腦班用，這些黑監獄現在在中國各地都比較普遍，它們起的作用是跟過去的勞教所和監獄的作用是一樣的。」
據齊齊哈爾新聞網報導，「齊齊哈爾強制隔離戒毒所」原來是由市公安系統承擔，去年6月末，才交由市司法局勞教所負責，這是黑龍江省的首例。
張而平﹕「而且裏面條件非常惡劣，對所謂沒有轉化的法輪功學員進行強制性的關押，而且迫害，包括各種酷刑。那最近就是有一個法輪功學員，已經被大慶監獄關押了12 年，4月18日他冤獄期滿的時候，又被大慶石油公司跟610辦公室給送到齊齊哈爾洗腦班裡去了，這種現象實際在中國還是很普遍的。」
黑龍江大慶市法輪功學員李海，4月18號剛冤獄期滿，又被劫持到齊齊哈爾洗腦班繼續關押。
黑龍江省「六一零」主要負責人顧松海，對省內各監獄及各地政府下達命令：法輪功學員只要不「轉化」，冤獄到期直接關入「洗腦班」，連家人都不允許見上一面。
南京律師、東南大學法學院教授張讚寧：「憲法已經規定人有思想自由、言論自由，但是那個洗腦班只是統治者的需要吧!他們法律定的是一套，實際上做的又是另外一套。現在中國的問題，並不是老百姓守法不守法的問題，而是政府不守法的問題。現在中國還不是個法治社會，還是個人治社會，權力大於法律。」
南京律師、東南大學法學院教授張讚寧解釋，「黑監獄」不經過公、檢、法審理的程序，直接把人關到監獄裡，肯定是違憲、違法。
大陸維權律師王成：「按照中國現在的法律來講，對公民採取這種限制人身自由的措施，都應該有拘留、逮捕或者是一些由法院判決的手續，否則的話都應該是違法的一種行為，應該得到糾正。」
訴江第一人朱柯明：「我們當年控告江澤民的時候也是合法通過法律訴訟，它(中共當局)不但沒有受理，反而把我們這些告狀的人民給抓起來，而且給打死一個，我還被判了5年冤獄。在國際壓力下和在國內民眾真相越來越清楚的情況下，它不敢明著迫害了。」
「訴江第一人」朱柯明介紹：2003年以後，中共當局表面上不再大張旗鼓的迫害法輪功，但迫害並沒有減弱，還是在監獄、勞教所、洗腦班裡進行。
朱柯明：「現在在國際壓力情況下，它所謂的把勞教所廢除、把洗腦班給廢除了，又放到戒毒所裡邊，設立一個甚麼法制轉化基地，那是一樣的，就是避人耳目。」
張而平：「我們希望國際社會，包括善良的中國人士，都能了解真相，站起來，制止這種邪惡的迫害。同時我們也警告那些參與迫害法輪功的人，善惡有報，將來必然有一天逃脫不出歷史對你的懲罰，在這個歷史的關頭，每個人應選擇好自己的歷史的位置，為自己未來著想，站在歷史和正義的這一邊。」
據了解，「齊齊哈爾強制隔離戒毒所」位置偏僻又被嚴密把守，目前被非法關押在裡面的法輪功學員家屬，很難打聽到親人的情況，不知道裏面的親人每天承受著怎樣的煎熬﹖

Following the Chinese Communist Party (CCP)
policy to abolish forced labor camps Drug Addiction
Treatment Centers (DATC) have been established.
Currently, the DATC in Qiqihar City, Heilongjiang
Province has become a ‘brainwashing center’.
It is directly controlled by the Municipal Committee of Qiqihar,
which take orders from the Heilongjiang Province 610 Office.
DATC continues to imprison and persecute
innocent people for their spiritual beliefs.
On April 28, ‘Heilongjiang Province Land Reclamation
Bureau Legal Education Base’, also known as the
‘Qinglongshan Brainwashing Center’, was forced to close.
However, in Qiqihar City, the ‘Qiqihar Forced
Isolation Treatment House’ was recently
established as a ‘Legal Transformation Base’.
This base replaces ‘Qinglongshan Brainwashing Center’,
and is used to illegally detain Falun Gong practitioners.
Zhang Erping, Falun Gong spokesman: “This DATC
belongs to Heilongjiang Politics and Law Committee.
It is owned by the illegal 610 office organization.
The recently established Transformation Base is
for brainwashing detained Falun Gong practitioners.
These black jails are relatively common throughout China;
and have the same role as that of labor camps and prisons."
According to a Qiqihar News Network report, ‘Qiqihar
Forced Isolation Treatment House’ was originally
borne by the municipal public security system.
It was transferred to the Bureau of Justice
Department at the end of June last year.
This department is also in charge of labor camps.
Zhang Erping: “The conditions are very bad.
They forcibly detain and persecute Falun Gong
practitioners to transform them, which includes torture.
Recently, a Falun Gong practitioner who has
been imprisoned for 12 years in Daqing Prison, was
sent to Qiqihar Brainwashing Center on April 18.
This transferal was on the day that his illegal imprisonment
expired.This phenomenon is actually very common in China."
Li Hai, a Falun Gong practitioner from Daqing
City, Heilongjiang Province was sent to
Qiqihar Brainwashing Center on April 18.
This date also marked the end of Li Hai’s illegal
prison sentence, but they continue to be detained.
Gu Songhai, the main person responsible for
Heilongjiang Province ‘610’ office, gave orders
to all prisons and governments at all levels.
As long as Falun Gong practitioners do not except
‘transformation’, when their prison term expires,
send them directly to a brainwashing center.
They are not allowed to meet with their family.
Professor Zhang Zanning, Southeast University Law School,
and Nanjing lawyer: “The Constitution already provides
people have freedom of thought, and freedom of speech.
Brainwashing centers are only
maintained for the needs of the regime.
The law is stated in one way, but the
actions of the party are another way.
The current issue in China is not about
citizens being law-abiding or not.
It’s about whether the government abides by the law.
China is not a country ruled by law, it is
still ruled by certain people, and that their
personal governance is greater than the law."
Professor Zhang explained further that black jails
are certainly breaking the law and constitution.
They send people directly to
jail without legal procedure.
Wang Cheng, Mainland China human rights lawyer:
“According to current Chinese laws, these measures
to restrains people’s personal freedom should all
have some formalities or judgment by the court.
Otherwise, it is an unlawful act which should be corrected."
Zhu Keming, Falun Gong practitioner: “When we
sued Jiang Zemin, it was also through legal procedure.
The Chinese Communist Party did not accept it
It arrested the complainants, one of whom was murdered,
and I was sentenced to 5 years illegal imprisonment.
Under international pressure, and mainland Chinese
people coming to know the truth more and more
clearly, it doesn’t dare now to persecute so obviously."
Zhu Keming said that after 2003, the CCP did
not approach persecuting Falun Gong so overtly.
But the persecution has not been diminished.
It still is continues in prisons, labor
camps and brainwashing centers.
Zhu Keming: “Now, under international pressure, with this
‘abolition’ of labor camps and brainwashing centers, they
instead put them into DATC, in an legal transformation base.
It is all the same, and is just to avoid public view."
Zhang Erping: “We hope that the international community,
including the kind Chinese people, can all know the truth.
We hope they will stand up and stop this evil persecution.
We also warn those who are involved in the persecution
of Falun Gong, good and evil deeds have been recorded.
In the future, there will be a day when
those responsible will face punishment.
In this historic moment, everyone should choose their
own historical location for the sake of their own future.
Stand on the side of history and justice."
It is understood that ‘Qiqihar Forced Isolation
Treatment Base’ is located far from populated areas.
It has been closely guarded. Family members
of illegally detained Falun Gong practitioners’
are unable to enquire about their loved ones.
