【新唐人2014年05月02日訊】美國國務院懸賞500萬，捉拿涉嫌向伊朗出口導彈零組件的中國商人李方偉。並沒收了李方偉的近700萬美元資金。評論人士指出，中共及「太子黨」們一直在向伊朗和中東出售軍火。美國通緝李方偉是為了對中共提出警告。
美國政府4月29號表示，中國商人李方偉涉嫌違反制裁法規，將對他進行起訴，並懸賞500萬美元緝拿。美國還將針對8家中國企業進行制裁，因為這些公司涉嫌為伊朗政府採購導彈部件。
據英國《路透社》報導，李方偉被指控的罪名，包括試圖從美國、中國和其他國家購買原料，這些原料可能被伊朗用於製造或輸送大規模殺傷性武器。與此同時，李方偉被控成立多家空殼公司，用以掩蓋他通過美國金融機構從事商業活動。
美國國務院和財政部、商務部與司法部共同懸賞500萬美元，希望有人能提供線索，幫助逮捕李方偉，或者協助證明他犯有罪行。美國商務部也將他列入了國家安全名單之列。此外，美國聯邦檢察官沒收了和李方偉有關的690萬美元資金。
李方偉是大連「中創冶金礦產公司」負責人。2009年，紐約曼哈頓地方檢察官曾指控李方偉，向伊朗出售違禁材料。美國財政部已禁止他以及他旗下的公司LIMMT，在未獲許可或無授權的情況下在美國開展業務。
美國賓州「約克學院」學者周澤浩表示，美國國務院懸賞500萬來捉拿一個中國商人，這個情況很罕見。因為雙方有國際刑事協定，有外交關係，有法律協議，有過去合作的一些慣例，為甚麼要通過懸賞的方法？
他認為，美國政府有可能是通過這個動作釋放一個外交信息。美國跟伊朗政府目前正在緊鑼密鼓的談判，限制伊朗的核武規模。
美國賓州約克學院學者周澤浩：「歐巴馬政府跟伊朗，談判限制它們的核武規模現在還是很艱難的。那麼在這個艱難過程中居然有人來拆臺腳，明顯牽扯到美國的直接利益和他們的戰略部署。當然他們要制止這個現象，當然也希望殺雞儆猴，勸告別人不要效仿李方偉的做法。 」
美國中文雜誌《中國事務》總編輯伍凡指出，中共很多太子黨長期以來在跟伊朗和中東做軍火交易。但是他們全部不會承認。這些軍火商包括中共元老王震的兒子王軍。伍凡表示，只有太子黨才能掌握這個特權，中共一定會包庇他們。他相信，李方偉是某位太子黨手下的馬仔。
那麼，為甚麼美國不拿中共太子黨大佬們開刀，卻單單針對李方偉呢？伍凡認為，這牽扯到中美高層的利益。
美國中文雜誌《中國事務》總編輯 伍凡：「他只能抓下面的，也不涉及到中共根本利益。他們用這種手段來警告你。只能抓小的，抓不了大的。甚至於太子黨還到美國來旅遊呢，你對他有甚麼辦法呢？這是中美兩國之間很深的一些關係，我們就很難了解了。」
伍凡說，美國政府高調懸賞捉拿李方偉，就是在警告中共，停止對伊朗輸送軍火。
伍凡：「這是一種策略，我警告你，你的計劃破了，我知道了，你不能再幹了。但是真能抓到他嗎？我看不見得。他已經躲到中國，他不出來了。他不到美國來了。但是這件事情可以達到這麼一個效果：就是你中共跟伊朗有秘密的武器交易，違反了美國法律，我可以警告其他人，你不能再做了。」
中共外交部發言人秦剛4月30號就此事回應說，「中方堅決反對美援引國內法對中國企業、個人實施單邊制裁。」美方「應通過與中方開展防擴散執法合作予以解決。」
去年2月，美國政府決定對違反防止武器擴散機制的公司法人和個人實施制裁。受制裁的中國公司和個人除了李方偉和他的公司外，還有BST技術和貿易公司（BST Tech-nology and Trade Company）、中國精密機械進出口公司（CPMIEC）、LIMMT、保利科技有限公司等。

US Government offers a Five Million Dollar Reward
for Wanted Chinese Businessman.
The US Statement Department, have offered a reward of five
million dollars,
in exchange for the capture of Li Fangwei, a Chinese Businessman
who is suspected of exporting missile parts to Iran.
Nearly seven million dollars related to Li Fangwei
have been confiscated.
The commentators say, the Chinese Communist Party (CCP)
and the Princelings,
have always sold arms and ammunition to Iran
and the Middle East.
Li Fangwei is the US´s warning to the CCP.
On April 29, US Government said, Chinese business
man Li Fangwei,
was suspected of violating arms sanctions, and that they will
be lodging a lawsuit against him,
with a reward of US$ five million being placed
on him for his capture.
The US will also sanction eight Chinese enterprises, suspected
of procuring missiles parts to the Iranian Government.
According to a Reuters report, Li Fangwei is charged with
attempting to buy raw materials from the USA.
It is thought, China and other countries are being used to produce
and transport weapons of mass destruction.,
Meanwhile, Li Fangwei was charged with setting up multiple
shell companies for concealing his business activities
via American financial organisations.
Meanwhile, US State Department, Treasury Department,
Commerce Department and Justice Department together,
have offered a five million dollar reward, for evidence
proving his crimes and thus leading to the arrest of Li Fangwei,
US Commerce Department have also placed him
on the black name list of national security.
In addition, US Federal Attorney confiscated US$ 6.9 million,
allegedly connected to Li Fangwei.
Li Fangwei is the boss of LIMMT (Dalian) Metallurgy
& Minerals Co., Ltd.
In 2009, New York´s Manhattan local attorney
charged Li Fangwei with selling sanctioned materials to Iran.
US Treasury Department have banned him and his company
LIMMT,
the carrying out of any business in America without
permission or authorisation.
Zhou Zehao is a scholar of York College of Pennsylvania USA.
He says, US State Department gave a reward of US$ five million
for the arrest of a Chinese businessman,
that such a situation is very unusual.
Because both countries have international penal agreements,
have developed a diplomatic relationship, also the reciprocal
legal agreement for past cooperative cases,
but why have the US taken such a stance
as to offer a reward?
Zhou Zehao says, US Government might release
a diplomatic message by such actions.
US is undertaking negotiations with the Iranian Government
for restraining Iran´s nuclear weapon arsenal.
Zhou Zehao: “The Obama Administration is negotiating terms
with Iran for restraining its nuclear weapons, but it´s difficult.
However, during the process, someone is trying to undermine
those negotiations,
which obviously involves the direct interests of the US
and the strategic arrangements.
Of course, they (US) are attempting to stop this and also
frighten others by punishing Li Fangwei,
as well as advising anyone else considering following Li,
to not follow in his footsteps.”
Affairs Chief Editor of a US-based Chinese magazine,
Mr Wu Fang says,
many princelings of the CCP have made military business with
Iran and the Middle East for a long time now.
But this has all been emphatically denied
by the Chinese Government.
These arms dealers include Wang Jun, the son of Wang Zhen,
a high-rank senior member of the CCP.
Mr Wu Fang confirms, only the princelings of the CCP
can have such a privilege to do the arms deals,
and hence the CCP must shield them.
He believes, Li Fangwei is a follower of a certain member
of the princelings.
So, why doesn´t the US directly punish the certain member
of princelings, and why do they choose Li Fangwei?
Mr Wu Fang believes this involves Sino-American
high-rank interests.
Wu Fang: “The US can only punish the lower level guys
without disturbing the fundamental interests of the CCP.
They just use this action for warning the CCP.
They can only punish the low level guys without touching
upon the high level criminals.
Actually some members of the Princelings visited the US
as tourists, so how can the US deal with them?
This is some in-depth relationship between China
and America and it is hard for us to understand.”
Wu Fang says, the US Government are keen to give a reward
for the capture of Li Fangwei,
and this is to send out a warning message to the CCP,
to stop all arms deals to Iran.
Mr Wu Fang: “This is a strategy. The US is warning CCP,
that your plan has been identified and we are aware of it,
so you cannot do it again.
But can the US really arrest him?
I don´t think so. He has hidden himself in China
without going abroad again.
But such an action can produce such an effect:
China´s secret arms deals with Iran violates US laws,
and they can warn others and the CCP,
that such arms deals will not be tolerated and that they
cannot do deals anymore.”
The CCP Foreign Affairs Ministry spokesman Qin Gang,
responded to the US action taken on April 30:
“Chinese Government resolutely opposes the US
to carry out unilateral sanctions on Chinese Enterprises
and individuals according to American laws”,
and the US “is expected to solve the issue by cooperating with the
Chinese Government by enforcing anti-nuclear proliferations.”
In February of last year, the US Government decided to sanction
company owners and individuals for violating the arms
proliferation mechanism.
In addition to Li Fangwei and his company,
the sanctioned Chinese companies and individuals
include BST Technology and Trade Company,
China Precision Machinery Import -Export Corporation,
LIMMT and Poly Technology Ltd Company etc.
All of these companies are now sanctioned according to US law.
