【新唐人2014年04月29日訊】韓國「歲月」號沉船事故發生至今,已造成188人死亡,114人下落不明。面對救援不力等各種指責,韓國總理鄭烘原27號宣佈引咎辭職。分析人士指出,民主國家和專制國家最大的不同,就是官員能否為事故負起責任。
4月27號,韓國總理鄭烘原召開緊急發佈會,他表示,這一次沉船事故傷亡慘重,遇難者中有很多是年輕學生,這讓全體國民陷入深深的哀痛中。現在距離事故發生已有12天,但仍有114人下落不明,他因失蹤者家屬的指責而無法入眠。
鄭烘原還表示,政府在事先預防和事後救援方面存在疏漏,為此,他表示深深的歉意。他說,作為國務總理,他理應承擔全部責任並辭去現有職務,若繼續留任,對政府來說是巨大的負擔。
27號下午,韓國總統官邸青瓦臺發言人閔庚旭表示,韓國總統樸槿惠,批准了鄭烘原的辭職請求。
中國憲政學者陳永苗:「當總理、當總統,對外國的政治家、普通人來說,都是一個職業,可能帶一點光環,但是不是太重要,但是對中國人來說,只要能當到總統、總理、部長,都是一個光宗耀祖的事情, 因為中國所有的資源都是跟權力勾結在一起的。況且它還是一個非常專制的國家,如果對中國政府提出(辭職),讓他幹這種事情,是一件不可思議的事情。」
4月16號,載有476人的韓國「歲月」號客輪,發生了沉船事故,只有174人獲救。17號,剛從中國和巴基斯坦訪問歸來的鄭烘原趕到海難現場,與遇難者親屬會面。他當場遭到了辱罵,還被兩、三個人潑了一臉水。
安微合肥異議人士瀋良慶:「不光是韓國,民選政府都是這樣的,出了災禍之後,他不是講感謝黨、感謝政府如何如何,而是拿政府出氣,覺的你救災不力。但中國不是這樣,出了一個災害,領導人總是像救世主,高高在上的跑來看一下,必須對他感恩戴德。好像我黨和政府來關心你,你應該感恩戴德。」
陝西市民張女士:「我覺的特別的震驚,拿中國來講,像大的事件,溫州動車事故、汶川地震,他們的第一反應不是救人,就是掩埋真相,要麼就是貪污救災物資,反正是把人生命不當回事,他都把它當成一種發財的門路了,他們怎麼可能還有人辭職呢!如果他們能做到辭職的話,中國早就是一個法治的國家。」
據了解,2011年7月23號,浙江溫州附近發生了動車追尾事故,導致40人死亡,至少192人受傷。事故發生後,中國社會普遍質疑搜救行動是否過早結束、墮地的後車車頭為何被迅速掩埋等問題。
然而,大陸各媒體接到中共中宣部的通知,不能派記者去採訪,不做反思性報導,也不能發表任何評論。
而發生在2008年5月12號,造成近7萬人死亡,2萬人失蹤的汶川大地震,更是暴露了中共地震局隱瞞地震預測,以及震區的校舍質量等問題。
四川作家譚作人因致力於調查汶川地震災區學校豆腐渣工程,並蒐集遇難學生名單,於2010年2月,被中共當局以「煽動顛覆國家政權罪」,判處有期徒刑5年。
瀋良慶:「他總理辭職表示是一種負責任,民主國家的政府都是這樣的, 而中國正好反過來,他是有責任,他都不承擔,尤其跟管理有很大的關係的,河南的血禍就是非常明顯的,李長春、李克強應該承擔責任,應該辭職的,是玩忽職守的問題、這是刑事責任的。」
去年7月,中共衛生部前官員陳秉中曾發出公開信指出,李長春主政河南期間,推行「血漿經濟」,導致河南農村爆發愛滋病疫情。而李克強繼任後,仍然隱瞞疫情,導致至少30萬人感染愛滋病,及至少10萬人死亡。
陳秉中向外媒表示,中共當局根本無意正視這起人禍和對主要責任人問責。

Contrasting Chinese Officials During Disasters As South Korean Prime Minister Resigns Over Ferry Incident.
The South Korean ferry disaster has so far
caused 188 deaths, with 114 people missing.
On April 27, Prime Minister Jung Hong-won
resigned over the handling of the incident.
Analysts highlight this difference
between democracies and autocracies.
Officials can choose to take responsibility.
On April 27, former South Korean Prime Minister Jung
Hong-won held an emergency press conference.
The number of casualties of the ferry disaster have
been severe and many victims are young schoolchildren.
South Korean citizens are in deep mourning.
It has been 12 days since the accident,
but there are still 114 people missing.
The former Prime Minister described how he
cannot sleep because of the criticism received
from all the families of the missing persons.
Jung Hong-won also said the government has
omissions in terms of prevention and rescue.
He expressed deep regrets for this.
He said that as Prime Minister, he should take full
responsibility and resign from his current position.
If the weight of this disaster continues to bare down
on the government, it would be a huge burden for them.
During the afternoon of April 27, official residence
spokesman Min Kyung-wook commented.
The President of South Korea Park Geun-hye ,
approved the Prime Minister’s resignation request.
Chen Yongmiao, Chinese constitutional scholar: “The
roles of Prime Minister and President, for politicians
and ordinary people, are deemed merely a profession.
They have status, but this is relative.
But for Chinese people, as long as one can
become President, Prime Minister, or Ministers,
it can bring great honor to ones ancestors.
Everything in China functions with the collusion of power.
As an authoritarian country, it is impossible for one to
apply for resignation from the Chinese Communist Party.
On April 16, the South Korean ferry
containing 476 passengers capsized.
Only 174 people were rescued.
On April 17, Jung Hong-won, who had just returned from a
China and Pakistan visit, arrived at the scene of the accident.
He met with the relatives of the victims. He was cursed
at the scene, and two or three people threw water at him.
Shen Liangqing, dissident, Anhui Province:
“It is not only South Korea, most elected
government are like this after a disaster.
He has not spoken gratefully to the party
about how the government had contributed.
On the contrary, they release the anger on
the government about their poor performance.
This is not the case in China when a disaster happened.
The CCP leader is always described as a
savior, a superior, who came to see the disaster.
Everyone must be grateful to him for doing that.
It seems that if the party and the government
come to visit you, you should be grateful."
Mrs. Zhang, Shaanxi citizen: “I feel very shocked.
When you take China as an example, such as
the Wenzhou train collision, or the Wenchuan
earthquake, their first reaction is not to save people.
Their reaction is to bury the truth, or
their corruption over relief supplies.
They do not put human life seriously, and these
incidents are regarded as opportunities to get rich.
How can they resign it. If they can do so, then
China has long been a country ruled by law."
It is understood that on July 23, 2011, in Zhejiang, Wenzhou,
a high-speed train collided into the back of another train.
This resulted in 40 deaths, and
at least 192 people were injured.
After the accident, Chinese people questioned whether
the search and rescue operation had ended prematurely.
Why had the train been quickly buried and hidden?
However, state-controlled media received a Chinese
Communist Party Propaganda Department notice.
They cannot send reporters to interview anyone, nor produce
reflective reports, nor making any comments on the incident
On May 12, 2008, and earthquake hit Wenchuan,
killing nearly 70,000 people, with 20,000 missing.
It was exposed that the CCP Seismological Bureau
had conceal it’s prediction of the earthquake prediction.
It has also covered up the quality of
school buildings in the earthquake zones.
Sichuan writer Tan Zuoren investigated
the Wenchuan earthquake disaster.
He researched the poor building quality of the
schools, and collected a list of all the students killed.
In February 2010, Tan Zuoren was sentenced to five
years imprisonment by the Chinese Communist regime,
on charges of ‘inciting subversion of state power’.
Shen Liangqing: “The resignation of the South Korean
Prime Minister shows he is being a responsible person.
All countries with democratic governments are like this,
it is just in countries like China that it is the opposite.
They do not take responsibility that they should.
Take the Henan blood scandal, where
blood transfusions were infected with AIDS.
Li Changchun and Li Keqiang should both have
taken responsibility and should have resigned.
The problem is a dereliction
of duty, which is a criminal."
Last July, former CCP Minister of Health,
Chen Bingzhong issued an open letter.
He pointed out that during the period when Li Changchun
was in charge of Henan, he launched ‘Plasma Economy’.
This led to the outbreak of an AIDS epidemic in rural Henan.
His successor, Li Keqiang, continued to conceal the epidemic.
This incident resulted in at least 300,000 people being
infected with HIV, and at least 100,000 people died.
Chen Bingzhong commented to Chinese and
international media that the CCP authorities have
no intention to address this man-made disaster.
There is also no intention to hold
the responsible person accountable.
