【新唐人2014年04月23日訊】浙江溫州市蒼南靈溪鎮的5名城管打人，引來群眾憤怒圍毆事件，震驚輿論。20號晚，蒼南城管局對事件回應時宣稱，5名打人城管都是「臨時工」，同時警方還抓捕十多名所謂「挑事」的民眾。評論指出，中共利用抓人來震懾民間的反抗力量，只能越來越激化群眾的不滿。
19號浙江溫州市蒼南靈溪鎮的5名城管在執法時，把一名拍照的民眾毆打倒地吐血，引發上萬名群眾圍堵城管執法車輛，被圍困在車內的5名城管中，2人受重傷，3人多處軟組織受傷。
這種以暴制暴的現象，引來網路一片叫好聲，網民紛紛稱讚「打得好」。
原《河北人民廣播電臺》編輯朱欣欣指出，大家對城管的不滿，實際上是對中共當局的痛恨。
原河北人民廣播電臺編輯朱欣欣：「城管只是一個代表，他代表了整個官僚的體制官員們，只不過他們的職位更低，代表官方的這種爪牙走狗，打他們可以說是打狗看主人，實際上打狗打的是他的主子——中共當局。」
20號，蒼南縣城管局對事件回應說，這5名城管工作人員並不是正式城管員工，他們是城管臨時叫來協助搬運佔道石塊等物品的臨時工。蒼南縣有關部門正對事件進行調查。
朱欣欣：「官方處理這件事是明顯站在城管這一方，一出事就說是臨時工，我覺得官方處理手法這麼拙劣實在是小兒科，可以說是自欺欺人，太可笑，它自己也知道是扯謊，找個藉口來鎮壓。」
北京律師唐吉田指出，目前從用人制度上，不存在「臨時工」這樣一個說法了，而蒼南當局用「臨時工」來推卸責任、搪塞城管打人，很荒唐。
北京律師唐吉田：「目前法律體系來講，城管的法律地位應該是缺失的，那麼所謂的經營程序依賴他來進行所謂的活動，它都欠缺合法的前提，那麼因此引發的事端和衝突也可以說是屢見不鮮，甚至出現一些命案，那麼需要從根本上對這個制度進行反思，而不能再繼續膨脹。」
當晚，蒼南新聞網發佈消息說，事情發生後，公安機關已在第一時間對涉案人員進行及時調查、抓捕，目前已抓捕十多名現場挑事的涉案人員。
朱欣欣分析，警方抓人的目地就是要把民眾的反抗情緒壓下去，想取得一個所謂的震懾作用。
朱欣欣：「中共可以說現在是驚弓之鳥，草木皆兵。本來是城管他們的錯誤引起來的，可是他們出於自己的目地，自己的利益，反過來反咬一口來鎮壓群眾，實際上只能越來越激發群眾的不滿。」
朱欣欣認為，中國民眾以暴治暴對付城管，恐怕也是中共逼出來的，因為中共一直用暴力，用高壓對付民眾和平的訴求，民眾遇事法律程序走不通，所以不得不使用暴力。
21號，中共媒體《環球時報》刊發題為「蒼南城管遭圍毆是全社會之恥」的社評，指責民眾對城管的不理解，政府對城管的支持不夠，以及知識份子對城管的指責。
大陸網民「陶紅兵」反駁說：《環球時報》是媒體之恥、人類之恥。只說城管遭圍毆，不提城管先圍毆，缺乏起碼的做人良心和客觀公平立場。
當天北京《新京報》也發社評指出，無論城管打人和被打，追責都應「一碗水端平」。對那些指使打人，沒有制止手下暴力的執法者同樣需要進行追責。
朱欣欣指出，在中共專制體制下，整個國民都生活在苦難中，被壓迫者和壓迫者都是受害者，都生活在這種暴力、恐懼的氛圍中，這種社會不可能再持續下去了。

Urban Management Staff (Chengguan) Beaten,
Public Anger At Zhengjiang Police Arresting People
Five urban management staff (Chengguan) beat citizens
in Wenzhou City, Lingxi County, Zhengjiang Province.
Their actions shocked the local public.
On the evening of April 20, Cangnan Urban Management Bureau responded by saying that the five Chengguan are all ‘temporary staff’ meanwhile the police
arrested more than a dozen of so-called ‘stir up troubles’.
Comments pointed out that, the Chinese Communist Party
(CCP) use arresting people to deter the opposition force
from the society, which can only intensify the growing
discontent of the public.
On April 19, five urban management staff, or
Chengguan, in Cangnan County, Zhengjiang Province
attacked an onlooker, causing them to vomit blood.
This attracted tens of thousands of people to surround the
Urban Management vehicles, trapping the five chengguan.
They were attacked while inside
their vehicle, sustaining injuries.
This incident of violence against violence
gained support from netizens on the internet.
Zhu Xinxin, a former editor for ‘Hebei People’s
Radio’ pointed out that people’s dissatisfaction
towards the Chengguan is actually a manifestation
of hate towards the Chinese Communist regime.
Zhu Xinxin: “The Chengguan are
only representatives of the regime.
They represent the law enforcement officers of the entire
bureaucratic system, but are a low level of authority.
This incident is more about the
public attacking the CCP regime."
On April 20, Cangnan County Urban Management
Bureau gave a response to the incident.
The five Chengguan were claimed to be
not official staff, but only temporary staff.
The Cangnan County related departments are
undertaking an investigation into the incident.
Zhu Xinxin: “The authorities obviously
stand on the same side as the Chengguan.
Whenever there is an incident;
they say they are temporary staff.
I think the official handling is so clumsy and ridiculous.
They know this is a lie, and they just look for
excuses to continuing to suppress Chinese citizens."
Beijing lawyer Tang Jitian suggest that currently within
the employment system, ‘temporary staff’ do not exist.
It is unwise that the Cangnan Authority use claims
of ‘temporary staff’ to reduce their responsibility.
Tang Jitian, Beijing lawyer: “According to the current legal
system, the legal status of the Chengguan is missing.
Operating procedures which rely on Chengguan to carry out
law enforcement activities is actually lacking legal premise.
Therefore, disturbances and conflicts are not
uncommon, and even on occasion, there are murders.
We need to rethink the entire system fundamentally,
and can no longer continue to expand it’s influence."
On the same night as the incident, Cangnan
News Network announced that after the event,
the public security had investigated and
arrested more than a dozen people involved.
Zhu Xinxin analyzes that the purpose of arresting people
is to suppress public uprisings, to try to act as a deterrent.
Zhu Xinxin: “The CCP can be described as fearful.
It was an error on the part of the Chengguan.
However, because of their own purposes and benefits,
the CCP in turn blame and suppress the Chinese public.
Actually, this can only have the result
of intensifying public discontentment."
Zhu Xinxin believes that the Chinese people are
being forced to use violence against Chengguan.
The CCP always uses violence and pressure
to deal with people’s peaceful demands.
The Chinese people have to use violence
as all legal procedures are absent.
On April 21, CCP state-controleld media ‘Global
Times’ published an editorial titled ‘Cangnan
Chengguan Beaten, Entire Society’s Shame’.
The article blamed the public for not understanding the
Chengguan and government support isn’t sufficient.
It stated that intellectuals’ blame the Chengguan.
Mainland netizen ‘Tao Hongbing’ wrote: ‘Global
Times’ is shameful to media and humankind.
They only mention the Chengguan were beaten.
It did not mention that the Chengguan
started by beating Chinese people.
They are lacking a basic conscience,
and an objective and fair stance.
‘Beijing News’ also published an editorial.
It stated that no matter whether Chengguan
beat other people, or are beaten, the focus
of responsibility should be ‘equal justice’.
For those who instigated violence, or who did not stop
the violence, should also be pursued for responsibility.
Zhu Xinxin pointed out that, under the CCP dictatorship
system, the entire nation’s people are living in misery.
The oppressed and the oppressors are all victims
that live in this violent and scary atmosphere.
This kind of society can no longer be sustained.
