【新唐人2014年03月11日訊】日前，中國大陸雲南省副省長瀋培平被調查，有民眾質疑瀋可能與最近發生的昆明暴力殺人事件有關。據報導，瀋培平出任普洱市委副書記期間，曾瞞著省裡，調動武警鎮壓民眾，有分析指出，瀋培平可能涉入前中央政法委書記周永康案，而遭當局處置。
3月1號，雲南昆明火車站發生一起暴力殺人事件，一夥統一著裝的暴徒持刀在火車站廣場、售票廳，見人就砍，造成至少32人死亡，140多人受傷的慘劇。
9號，中共中紀委監察部網站發佈消息說，雲南省副省長瀋培平涉嫌嚴重違紀違法，目前正接受組織調查。據官方網站訊息，瀋培平擔任副省長期間，主要負責農業、林業、水利、生物資源開發、農業綜合開發改革等工作。
北京時政觀察人士華頗：「時間點比較巧合，昆明剛發生血案，副省長就被拿掉，所以使人有特別的聯想。從他主管的工作內容來講，他屬於農林漁業方面的，他不負責安全，我覺得跟他不會有直接太大的關係。我想他可能就是習、李要清洗的那類人，他已經上了黑名單了。」
時事評論員汪北稷：「王立軍事件發生時，薄熙來第一個去的地方恰恰就是雲南，就是14集團軍，雲南在無形中和薄熙來事件、周永康事件，扯上了一定的地域上的聯繫。近期在雲南發生這麼大的事件還沒有平息時，卻動他官場上一個重要人物，我覺得這裡面有很多種原因值得分析。」
旅美中國問題評論人士李善鑒表示，昆明血案有很多值得推敲的地方。
據北京《新京報》報導，2008年7月，瀋培平在任普洱市委副書記、和市長期間，孟連傣族拉祜族佤族自治縣發生群體性事件，有兩人被警方開槍打死。普洱市一名退休老幹部透露，針對當地膠農的合理訴求，瀋培平背著省裡，下令出動武警和警察鎮壓，才導致事件升級。不過，瀋培平卻在一年後升任普洱市委書記。
旅美中國問題評論人士李善鑒：「這幾年來，基本上整個武警系統，已經差不多被打造成江家軍了。他能夠調動，特別是武警這個系統，那就說明，他跟周永康整個集團的勢力，肯定會有相當密切的聯繫。」
汪北稷：「很多官員都有很多過，甚麼男女關係、錢權交易、腐敗種種事情，但這次專門點他擅自調動武警和警察來處理。中共現在整個官場上所要打擊的對像是周永康。我認為中共是在警告其他省市的官員，讓他們省思過去在跟周永康主持的政法系統合作的過程當中，是不是也在隨意的調動武警。」
報導還說，最具爭議的是瀋培平2010年強勢推行舊城改造工程，坑害了1800多戶住戶的合法財產和利益。針對此事，瀋培平曾公開表示：「同意搬遷的大大的好，不同意搬遷的大大的壞」。瀋還說，中央是中央，普洱是普洱，怕甚麼。
那麼，是甚麼原因讓瀋培平如此底氣十足呢？
有媒體引述消息人士的話說，瀋培平被扣查，涉及他給周永康家族輸送巨額利益，包括錫礦資源。
時事評論員周曉輝則在博文指出，瀋培平的靠山是雲南原省委書記白恩培，而白恩培則是周永康的大馬仔。白恩培曾與原雲南省長徐榮凱共同主持，將雲南寶貴的蘭坪鉛鋅礦，低價賣給了四川富豪劉漢，而劉漢的大後臺正是周永康。
文章還透露，白恩培積極迫害法輪功而得到周永康的器重。據《明慧網》報導，法輪功遭中共鎮壓才3個月，雲南省就實施了首例肝移植手術，隨後移植手術迅猛增長，僅昆明市第一人民醫院，12年就纍計完成164例肝臟移植手術，而雲南進行過器官移植的醫院高達40多家。

Yunnan Vice Governor, Another Case Of Graft Linked To Zhou Yongkang
Vice Governor of Yunnan Province Shen Peiping was recently sacked for graft investigation. People also suspect his involvment in the Kunming killings.
Reportedly, Shen Peiping suppressed local residents by dispatching armed police without the Provincial governmental acknowledgement, when he was the Deputy Secretary of Pu’er Municipal Committee. Analysts believe that his case is closely related to Zhou Yongkang, former security tsar.
On March 1, the Kunming killings, which involved a group of uniformed thugs armed with knives at the railway station, lead to at least 32 deaths
and 140 injuries.
On the 9th, the Communist Central Commission for Discipline Supervision website announced the investigation of the Vice Governor of Yunnan Province, Shen Peiping, alleged of serious violations of the law. Shen Peiping, as the Vice Governor, was in charge of development of agriculture, forestry, water resources, biological resources, and comprehensive agricultural development and reform.
Hua Po, Beijing political analyst: “The timing is quite coincidental.
The Kunming murder had just happened, the vice governor was removed. According to his administration in agriculture, I don’t think he’s related to the killings. I believe he was on the blacklist of those Xi and Li intend to clean."
Wang Beiji, commentator: “When the Wang Lijun incident took place, the first place Bo Xilai traveled to was precisely Yunnan, to the 14th Army.
Geographically, Yunnan has a connection to Bo Xilai and Zhou Yongkang. While the murder in Yunnan remains unsettled, sacking a major political figure in Yunnan
suggests many behind the scenes reasons worthy of analysis."
China issues commentator Li Shanjian notes the many scrutinies of the Kunming killings.
According to a Beijing News report, two people were shot dead by the police in a July 2008 mass protest. Then deputy secretary of Pu’er Municipal Committee,
Shen Peiping, dispatched armed police, causing the escalation of the incident.
According to a retired cadre, Shen Peiping ordered the dispatch of armed police without the acknowledgement of the Province.
However, a year later, Shen Peiping was promoted to party secretary of Pu’er.
Commentator Li Shanjian: “The entire armed forces have been under the control of the Jiang faction in recent years. His close tie to Zhou Yongkang has been obvious with his capability to mobilize the armed police."
Wang Beiji: “Many sacked officials were mainly involved in scandals such as sex, money, and corruption. But, this time it’s regarding his mobilization of the armed police. I think the fact that the entire regime is targeting Zhou Yongkang, this move is to warn others about their past and their collaboration with the security system, such as mobilizing the armed police at will."
The report also mentioned that the most controversial issue regarding Shen Peiping is his forced urban redevelopment projects in 2010, causing more than 1,800 households loss in property. For this, Shen Peiping had publicly claimed,
“Those who agree to relocate are very good, those who disagree to relocate are very bad."
Shen also commented that there’s nothing to be afraid of, for central and Pu’er are different.
So, what caused Shen Peiping’s bluntness?
The media quoted sources as saying Shen Peiping was detained for transferring huge benefits to Zhou Yongkang such as tin resources.
Commentator Zhou Xiaohui had pointed out in his web post that former party secretary of Yunnan, Bai Enpei, was Shen Peiping’s patron.
Bai Enpei was known as a great messenger of Zhou Yongkang. Through Bai Enpei’s effort with Yunnan Provincial governor, Xu Rongkai, the valuable metal resources
in Lanping, Yunnan, was cheaply sold to Sichuan tycoon Liu Bin, whose boss was Zhou Yongkang.
The post also revealed that Bai Enpei came highly recommended by Zhou Yongkang
for his active participation in persecution of Falun Gong. According to the Minghui.org, within the first three months of the persecution campaign,
Yunnan had conducted the first liver transplant.
The transplant surgery expanded rapidly since.
Just the First People’s Hospital of Kunming, 164 cases of liver transplantation had been conducted in 12 years. More than 40 hospitals in Yunnan have conducted organ transplantations.
