【新唐人2014年01月04日訊】中國著名法學家範忠信在新年第一天，罰自己在西湖邊爬行一公里。範忠信說，這麼做是為了履行一年前跟朋友打賭立下的諾言。他的賭局是，2013年裡，除了民族區域自治的地方外，其他所有省市會實現縣鄉級公務員財產公示。但是他輸了。範忠信告訴本臺記者，自己對局勢判斷錯誤，甘願懲罰自己。
範忠信是浙江「杭州師範大學」教授，也是「中國法律史學會」執行會長。去年(2013年)1月1號，範忠信在微博上設下賭局說，「我堅信，2013年裡，除了民族區域自治的地方外，其他所有省市會實現縣鄉級公務員財產公示。要不信，咱們打一個賭。如果我輸了，說明我的智商不如豬，罰自己爬行一公里。」
1月3號，範忠信告訴《新唐人》，2013年初的時候，中共新領導班子剛上臺，各方面的發展勢頭都很好。所以大家當時還充滿希望。
杭州師範大學教授範忠信：「因為充滿希望，所以就做了這樣一個預想，這樣一個假設。結果可能我們想的太天真了吧。應該說，那種對新人新政的過高期望，應該受到這樣一種制裁吧。」
範忠信說，當時只是打賭基層公務員實現財產公示，因為覺得把握大。但是中國的現實再一次無情的打碎人們的希望。
範忠信：「應該說在公務員財產公示這個問題上，現在應該說更多的是失望。因為我覺得這個事情沒有想像的那麼難。因為現在全世界，所有自稱是民主和法治的國家，可以說基本上都到了公布中央公務員的財產，也就是全國的公務員財產都公布。比如說很多國家裏面，總統啊，部長啊，議員啊，都公布了。」
但是在中國，連基層官員財產申報都做不到。
範忠信：「那麼這麼多年以後，你總不能說，我們把基層公務員財產申報和公布，還認為是不符合中國國情，還認為在中國不可能，還說要等到多少年以後才能推行，這個從邏輯上講，或者從中國的現實的反腐敗的需要來講都說不過去的。」
範忠信懲罰自己，實踐承諾。他在微博中自述，在妻子和愛犬的陪伴下，「在西湖邊爬行近兩小時，分七段，或百米或兩百，中有停息，掌膝滲血完成。」有路人問他這是甚麼健身法？他幽默回答「公民脊椎保健法」。
範忠信表示，他沒有賭氣，沒有惡搞，沒有行為藝術，只表示自罰，只表示悲哀、淒涼！
範忠信：「自己在爬的時候，當時也想著作為國家的主人，作為國家的公民，最後只能用這種方式表達一種建議，表達一種諫言，那還是很悲哀的，因為你用其他的任何方式說，沒有機會，沒人理睬。」
有朋友批評他，不該以這種自我侮辱的方式作踐自己。範忠信不無悲憤的在微博寫道，「其實，這年頭，誰不賤？決定你生死的公職，進退與你的意見無關；掌公權者財富增加多少，你無權知道；你要求官員公布財產，就是尋釁滋事；官方一切決定，你只能歌頌不能批評；你自己權益受損上訪，動輒被關黑屋子。如此待遇，比豬好嗎？」
範忠信：「如果說連全世界公認的這麼一個最基本的廉政措施，在我們這個國家都不能實現的話，那我們這些所謂的公民，所謂的國家主人，你不想作踐自己，不也是天天作賤自己嗎？」
去年以來，中國有多名活動人士因為要求官員財產公示被抓，包括「公盟」組織負責人許志永，律師丁家喜和「北京十君子」。
海南省「海口經濟學院」院長劉耘在微博上表示，當官員財產公開已經成為世界文明國家普遍共識和實踐，當共產黨因不能公開官員財產喪失道德制高點，當人們因為公開要求官員財產公開而被「尋釁滋事」時，范老師以他看似另類的做法在爭取國家的文明進步，是真正值得尊敬的人！

Brave Jurist Punishes Himself for Misjudging the Regime
Jurist Fan Zhongxin crawled one kilometer in the West Lake on
New Year’s Day.
Fan Zhongxin says it was his punishment for losing a bet.
He had bet that in 2013, the Property Declaration would become
effective nationally, in autonomous regions and all provinces
and cities.
However, he lost. Fan Zhongxin told NTD that he was
willing to fulfill his promise as he had misjudged the regime.

Fan Zhongxin is a professor of Hangzhou Normal University,
and also Executive President of China Legal History Association.
On January 1 2013, Fan Zhongxin bet on the microblog:
“I firmly believe that in 2013, the Property Declaration will
be implemented in autonomous regions and all provinces
and cities.
Let’s bet. If I lose, it means my IQ is lower than a pig, and I will
crawl for one kilometer."
Fan Zhongxin told NTD that in early 2013 with the new
leadership, the momentum was very good and everyone felt
there was hope.
Fan Zhongxin, Hangzhou Normal University Professor:
“That hope brought me anticipation. We were too naïve.
I should say, our unrealistic expectation of the new leadership
deserves to be punished."
Fan Zhongxin says that he had felt confident about the policy
for the grass-roots officials.
However, the reality in China has once again shattered the hope.
Fan Zhongxin: “I should say it’s a disappointment.
I did not think it would be too hard to publicize official’s assets.
All democratic countries have managed to realize the same policy;
they declare even the very top official’s properties, as well as the
presidents, the ministers, the parliamentarians, and so forth."
But in China, even the grass-roots official』s property is kept
top secret.
Fan Zhongxin: “After all these years, logically, there is simply
no justification to claim that the Property Declaration of the
grass-roots officials is un-Chinese, is impossible, and will take time.
It does not make sense considering the anti-corruption campaign
in China."
Fan Zhongxin punished himself by fulfilling his promise.
He stated in the microblog that, accompanied by his wife and
dog, he “crawls along the lake for two hours in seven sessions.
Every 100 or 200 meters with some rest, I finished the task
with bleeding palms and knees.”
People asked him what type of exercise he is conducting.
He answered, “The citizen spine exercise.”
Fan Zhongxin indicates that it is not about pique, spoof, or
performance art, but a self-punishment with sadness.
Fan Zhongxin: “While I was crawling, I was thinking the
sadness of being a citizen in China and this is the way to
express my opinion and admonition.
Otherwise, there is no other way and no one would care."
His behavior was criticized as a humiliation by self-insulting.
Fan Zhongxin responded in his microblog,
“In fact, we have all been humiliated. Government decides
our life and death, our opinions are of no value to them;
we have no right to know how much profit officials have
made;
we become the trouble makers for demanding the Property
Declaration of the officials;
the authorities determine everything, we are only allowed to
praise, not criticize;
we are forbidden to address our grievances and get threatened
with jail.
Are we better off than a pig?"
Fan Zhongxin: “If a fundamental measure for a clean and
honest government can not be implemented in our country; as
citizens, how can we not feel humiliated or insulted everyday?"
Last year, Beijing arrested Chinese citizens for demanding the
Property Declaration, such as Open Constitution Initiative
organizer Xu Zhiyong, attorney Ding Jiaxi, and 10 citizens
in the Capital.
Haikou College of Economics Dean Liu Yun stated in the
microblog that when the Property Declaration has become a
norm around the world,
when the Chinese Communist Party has lost its moral ground
and refuses to open officials’ records,
and when people become the trouble makers for demanding the
Property Declaration, Mr. Fan’s approach to seek progress for the
country has proved he is a person of true and high self-respect!
