【新唐人2013年05月30日訊】澳大利亞媒體日前報導，中共解放軍總政治部下屬的「中國國際友好聯絡會」，是一個「情報收集」平臺，多管齊下拉攏美、澳等西方國家的政界、軍界和商界領袖。但這些領袖們渾然不知中共的所謂「聯誼組織」，實際上是解放軍的一個情報收集部門。另一方面，分析認為，中共也通過金錢外交收買西方政客，包括西方軍界。許多西方政要受到中共的統戰和滲透，在各種外事活動中幫助中共。
澳大利亞《悉尼晨鋒報》5月25號發表：《中共苦心經營結交朋友》。
文章說：美國參謀長聯席會議前副主席，退役上將比爾•歐文斯（Bill Owens）受到中共總政治部主任張陽的款待，見到多位解放軍將領。
文章披露，作為總政治部主任，張陽負責維持解放軍的紀律、意識形態和抵制叛變，另外一個職責是，要找出外國國防機構的薄弱環節，並影響他們的決策。而「聯絡部」下屬的「中國國際友好聯絡會（友聯會）」，原名「敵情偵察部」，主要職責是「開展分解敵人」和「團結友好軍事力量」。
而根據澳媒「費爾法克斯（Fairfax）」媒體集團報導，退役的比爾‧歐文斯海軍上將是中共軍方的「紅人」，他曾與中央軍事委員會副主席許其亮、以及他的前任徐才厚吃過便飯。在過去六年中，他會見中共高層將領花的時間，大概比所有在職的美國將軍加起來還要多。
中共18大召開前，「友聯會」還安排了由投資銀行——「摩根士丹利」首席執行官麥晉桁（John Mack）為首的一個美國商務代表團，在中南海紫光閣與歐文斯會談。
「紐約城市大學」政治學教授夏明表示，許多西方政要受到中共的統戰和滲透，在各種外事活動中幫助中共。
紐約城市大學政治學教授夏明：「 你可以看到，在全球對中國進行說話遊說的人，確確實實是非常多。所以目前在全球，反對中國共產黨的力量，現在遇到的阻礙，其實第一阻礙不是來自於中國共產黨，而第一阻礙是來自於中國共產黨在全球建立的統一戰線，當然影響是非常大的。」
「友聯會」還邀請了澳洲前總理霍華德，前英國首相託尼‧布萊爾，和美國「微軟公司」創始人比爾‧蓋茨，參加首屆「中國公益慈善論壇」。
新西蘭《新報》主編陳維健認為，西方國家當然意識到中共的滲透，但是因為西方國家追求中國的市場，他不得不跟中共交好。
新西蘭《新報》主編陳維健：「但是因為西方國家有一個更大的利益需求在裡面。就是希望通過跟中國的貿易，改變他們的經濟狀況。現在因為西方國家經濟出現一些問題，那麼中共通過金錢外交收買西方政客，包括西方軍界。」
報導還說，歐文斯將商業、軍事、科技領域的專長，用於一系列電信公司上，他還在香港擁有一傢俬募股權投資公司，最近又在北京成立了諮詢公司——普羅米修斯，主要是針對跨境的技術轉讓，和收購中如何克服政治壁壘。
而歐文斯所說的「具有重大意義的慈善事業」，就是贊助無數退休的美國高級將領訪問中國。耐人尋味的是，他的美國退休將軍團隊之間達成的具體行動方案，一切都是對中共軍方有利，而完全沒有中共對美國具體承諾的回報。
澳洲最大富豪之一、澳洲第三大鐵礦石生產商「福蒂斯丘金屬集團（FMG Fortescue Metals Group）」總裁安德魯•弗雷斯特（Andrew Forrest），最近一直談論上個月他與中方高層的談話，並告訴澳洲人要與中國友好相處。但是他卻不知道接待他的中共所謂「聯誼組織」，實際上是解放軍的一個情報收集部門。
報導說，澳洲四大銀行、捷達航空公司、澳洲商業委員會的高管層，以及前駐華大使芮捷銳，都曾接受過中共這一組織的款待，但澳洲的這些商界領袖們卻渾然不知。

CCP Rope-In Western Leaders
Australian media recently reported that the
China Association for International Friendly Contact (CAIFC)
under General Political Department of PLA is an intelligence gathering platform,
and it uses all means to rope in military, political and business
leaders, in the US, Australia and other Western countries.
But they don’t know the Chinese Communist Party (CCP)’s
so-called CAIFC is an intelligence agency of PLA.
On the other hand, analysts believe, the CCP also bribed
Western politicians, including Western military leaders.
Many Western politicians have been won over by the CCP
and helped the CCP in a variety of foreign affairs.
Sydney Morning Herald in Australia published on May 25:
Chinese Communist Party Painstaking Efforts to Make Friends.
The article said former Deputy Chairman of Joint Chiefs of Staff,
retired Admiral, Bill Owens was treated by Zhang Yang,
the director of the General Political Department of the CCP,
and met with a number of People’s Liberation Army generals.
The article revealed that as director of the General Political
Department, Zhang Yang is responsible for maintaining
discipline and ideology of the PLA and resisting mutiny.
Another duty is to find weaknesses in the defense agencies
of foreign countries, and influence their decisions.
CAIFC under General Political Department of PLA,
formerly known as the enemy reconnaissance unit,
its main responsibility is to disintegrate the enemy
and unite friendly military force.
According to the Australian media, Fairfax, retired
Admiral Bill Owens is the Chinese military’s favorite,
he has had dinner together with Xu Qiliang,
Vice Chairman of the Central Military Commission,
as well as Xu’s predecessor Xu Caihou.
In the past six years, the time he’s spent meeting
with senior Chinese Communist generals,
would probably be more than all the time he spent
meeting with generals serving the United States.
Before the 18th National People’s Congress (NPC), the
China Association for International Friendly Contact (CAIFC),
arranged a meeting between an America business
delegation lead by John Mack, CEO of Morgan Stanley-
an Investment Bank and Bill Owens.
The meeting was held in Ziguangge at Zhongnanhai.
Xia Ming, a political science professor in
City University of New York said that
many Western politicians were roped in by the CCP,
and help the CCP in a variety of foreign affairs.
Xia Ming: “You can see in the world,
Chinese lobbyists indeed talk to many people.
Today, on the globe, the biggest obstacle to breaking
the powers of the CCP is not the CCP itself,
but the united front it has established in the world.
It has a very big impact."
CAIFC also invited former Australian Prime Minister
John Howard, former British Prime Minister Tony Blair,
and the United States Microsoft founder Bill Gates
to attend the first China Charity Forum.
New Zealand Daily News editor Chen Weijian believes that
the Western countries are certainly aware of
the penetration of the CCP,
but because they pursue the Chinese market,
they bow down to befriend the CCP.

“Because Western countries have a large range of interests,
they hope to improve their economic situation
through trade with China.
Now because of problems in western economies, the CCP
bribe Western politicians, including the Western military."
The report also said, Owens utilized his commercial,
military and technological expertise in a range of telecommunications companies.
He also owns a private equity investment firm in Hong Kong.
He has recently set up a consulting company in Beijing –
Prometheus, mainly for cross-border transfer of technology,
and how to overcome political barriers in its acquisition.
The Charity of great significance that Owens talked about is to
sponsor numerous retired senior U.S. generals to visit China.
Interestingly, the retired U.S. generals team’s actions and
plans were all beneficial for the Chinese military,
but no specific commitments from China to
the United States in return.
CEO Andrew Forrest, one of Australia’s biggest tycoons,
Australia’s third largest iron ore producer, FMG Fortescue Metals Group,
has recently been talking about his conversations with
the high-levels of China and told Australians to live in friendship with China.
But he did not know the so-called CAIFC
is actually an intelligence agency of the PLA.
It is reported that four major banks in Australia, Jet Airways,
senior levels of Australia’s Commerce Committee,
and former ambassador to China Geoff Raby,
had all received hospitality of this organization,
but these business leaders are totally unaware.
