【新唐人2013年05月04日訊】重慶北碚區原區委書記雷政富涉嫌受賄案、和重慶商人肖燁、趙紅霞等人涉嫌敲詐勒索案，目前已偵查終結，檢察機關正在審查起訴。但是，官方聲稱，雷政富是受害人之一。大陸人士質疑，當局此舉是要打擊「民間反腐」熱潮，共產黨「反腐」不容外人插手。
據了解，商人肖燁等人操縱趙紅霞等女員工，色誘重慶本地官員，並偷拍他們的性愛視頻，以要挾官員。
去年11月23號，重慶市委決定「撤消」不雅視頻中的男主角——重慶市北碚區原區委書記雷政富職務，並對他進行立案調查。今年1月，重慶市委又宣佈，免除10名重慶市高級官員及國企高管的職務。使涉及此案而受到處罰的官員人數上升到11人。
據《中新社》報導，重慶市紀委有關工作人員表示，「雷政富案」和「趙紅霞案」已進入司法程序，涉案的其餘10人仍在調查中。
當初曝光「不雅視頻」的是﹕中國調查記者朱瑞峰。
朱瑞峰認為，趙紅霞不構成敲詐勒索，但可能構成商業賄賂，利用自己的身體去賄賂雷政富等十名官員，獲得市政工程。雷政富所受的刑罰至少應該跟趙紅霞同等。
中國調查記者朱瑞峰：「他們就是想利用法律，把趙紅霞追究刑事責任。雷政富現在黨紀還沒有處分﹗所以這是天壤之別。雷政富可能是被雙規了。餘下十名官員在外面大吃大喝，一點事都沒有。」
5月2號，《人民網》通過官方微博表示，「重慶不雅視頻」案兩名受害人共計被勒索500萬元人民幣。其中一人是北碚區原區委書記雷政富，被勒索300萬元人民幣。而另一人也是官員，但沒有透露這名官員的身份。
朱瑞峰：「現在關鍵是有沒有敲詐雷政富300萬﹖還有別的官員200萬﹖有沒有這個事﹖所以偵查機關—-重慶公安，他們既是運動員，又是裁判員。他們已經涉嫌犯罪了，還在偵查趙紅霞。我認為偵查趙紅霞敲詐勒索，應該異地偵查，不應該由重慶公安來辦理。」
朱瑞峰表示，當局對「不雅視頻」中的女主角趙紅霞，是未審先判。因為趙紅霞等人在2009年已經被刑事拘留，重慶公安局卻沒有移交檢察機關審查起訴，公安局涉嫌不移交刑事案件罪。
另外，曾經因為嘲笑薄熙來，被勞教一年的原重慶市林業局官員方洪認為，事情過去四年再起訴趙紅霞，是一種非法程序，因為一事不能兩罰。現在因為視頻曝光了，又來追究她，實際上就是一種公權報復。
原重慶林業局官員方洪：「就是打擊，我用我的家法處理我自己的人可以，你外面的人想來參與我反腐也好，甚麼也好，是不行的，來了，反正我有辦法收拾你。」
1月27號，重慶警方突然到北京對朱瑞峰進行恐嚇威脅，朱瑞峰表示，他感到中共當局不希望他作為「反腐」先鋒。
而方洪認為，重慶當局不會處理全部的涉案官員，而且，從當局起訴趙紅霞可以看出，重慶還在維護中共一貫的獨裁統治。
方洪還表示，重慶市新領導人孫政才，實際上跟重慶前市委書記薄熙來，和前副市長王立軍在任的時候差不多。
方洪：「只是薄熙來和王立軍他們過分囂張、張揚，對這種法西斯獨裁統治明目張膽的鼓吹，這個孫政才他就是，我只做，我不說。他因為涉及到整個中國的政治體制。本身這個體制就是這樣，你如果追究了雷政富，那還有張政富……這是他追究不完的，除非他整個共產黨垮臺。」
5月3號《中新社》報導說，雷政富被起訴的理由為「涉嫌受賄」。

Chongqing’s Extortion Case Is Moving Forward
The investigation of the Chongqing extortion case
has come to an end.
Suspects, including Lei Zhengfu, former Party Secretary of
Chongqing Beibei District, businessman Xiao Ye, and Zhao Hongxia,
have been transferred to a procuratorial unit for prosecution.
However, officials claimed that Lei Zhengfu
is one of the victims.
Observers wonder whether authorities want to crack down
on the civilian anti-corruption boom.
It would be used to show the Chinese Communist Party (CCP)
will not allow anyone intervening in its anti-corruption campaign.
It is understood that the businessman Xiao Ye et manipulated
his female workers Zhao Hongxia and others to seduce
Chongqing local officials, and then videotaped their sex acts,
in order to blackmail officials.
On November 23rd, 2012, the Chongqing Municipal Party
Committee decided to dismiss Lei Zhengfu from his position and conduct a criminal investigation.
In January 2013, they removed ten more senior officials.
Eleven officials are now involved in this case.
According to News Agency reports, the Chongqing
Municipal Commission staff said, both “Lei Zhengfu " and Zhao Hongxia cases have entered the judicial process.
The remaining people involved in the case
are still under investigation.
Investigative reporter Zhu Ruifeng was the one
who disclosed the indecent video case.
Zhu Ruifeng thinks what Zhao Hongxia did was not extortion,
but rather commercial bribery.
She used her body to bribe Lei Zhengfu for municipal engineering.
Lei Zhengfu’s penalty should be equal to that of Zhao Hongxia.
Zhu Ruifeng: “They just want to use the law to hold
Zhao Hongxia criminally responsible;
Lei Zhengfu has not been punished yet, and the rest
of officials are still enjoying life, wining and dining as nothing has happened. What a different outcome that is!”
On May 2nd, “People’s Daily" through its official micro-blog said,
There are two victims from the “Chongqing indecent video" case;
Lei Zhengfu was blackmailed for 3 million yuan as was
another official, with undisclosed identity.
Zhu Ruifeng: “The key now is not whether Lei Zhengfu has
been blackmailed for 3 million yuan or the other officials for 2 million yuan.
The investigating unit is both the player and the referee.
They are suspects in a criminal case, and yet,
they are investigating Zhao Hongxia.
I believe that it should be an off-site investigation.
It should not be handled by the Chongqing Public Security.”
Zhu Ruifeng said that Zhao Hongxia has been sentenced
before a trial. Zhao was under criminal detention in 2009.
However, the Chongqing Public Security Bureau did not
transfer her to a procuratorial unit for investigation.
That should be considered a criminal offense.
In addition, Hong Fang, a Chongqing Forestry Bureau official,
was once sent to a labor camp for ridiculing Bo Xilai.
Hong Fang said that Zhao Hongxia cannot be charged
for things that happened four years ago.
That is illegal. One cannot be punished twice for the same crime.
Now due to the video exposure, they are using their public
power to carry out their revenge.
Hong Fang: “That is an assault. Our rules are fine for us
to deal with our own people.
Yet, you outsiders want to intervene, that is impermissible.
If you insist to do so, we can fix you.”
On January 27th, Chongqing police suddenly went to Beijing
to threaten Zhu Ruifeng.
Zhu Ruifeng said, he felt the CCP does not want him
to be at the frontline of its anti-corruption campaign.
Fang Hong does not think that Chongqing authorities
will handle all of the officials involved.
From the way they are dealing with Zhao Hongxia, one can
see that Chongqing still follows the CCP’s dictatorship.
Fang Hung also said that Sun Zhengcai, the new leader of
Chongqing City, is not better than Bo Xilai and Wang Lijun.
Fang Hung: “Bo Xilai and Wang Lijun were too arrogant,
and they blatantly advocated of a fascist dictatorship.
But, Sun Zhengcai is quietly doing it, but he says nothing.
Since things involve China’s political system as a whole,
you can fix Lei Zhengfu, but another Lei appears.
Thus, there will be endless investigations; you will not see it
coming to an end until the collapse of the CCP.”
On May 3rd, News Agency reported that the reason for
“Lei Zhengfu’s prosecution is “bribery".
