【新唐人2013年03月05日訊】自3月3號中共人大、政協兩會開幕後,人大代表們的建議和提案成了百姓們最關心的話題。如同往年一般,今年的兩會依然湧現大批「雷人提案」,網友們戲稱,如果將歷年兩會雷人提案集中起來,可以出本《笑林廣記》或者《驚世狠言》了。
今年的中共兩會,還沒召開就被民眾所關注,只因人們實在想知道,今年又出了哪些雷人提案可以用來消遣。
外企會計師金先生:「他們有些人大代表提的建議啊、落實啊、我覺得問題都很多,而且很多笑話每年都會爆出來。」
2013兩會雷人提案之一;沒有接受過九年義務教育的人,不應該生孩子。
江蘇黃埔再生資源利用有限公司董事長陳光標,接受媒體採訪時說,計劃生育政策應該修改,沒有接受過九年義務教育的人不應該生孩子,讀過高中的可以生一胎,高中以上學歷的生育應該放開。
雷人提案之二;房價過高,部份原因是土地拆遷成本過高。
中國首富、人大代表宗慶認為,由於拆遷時給農民的拆遷補償過高,造成如今中國房價高居不下。這一觀點很快被無數遭遇非法強制拆遷、土地被非法占有的訪民們口水淹沒。
雷人提案之三;慈善捐款,應該立法並強制執行。
中華慈善總會副會長周森提出:每個人的工資必須要有一筆錢做慈善公益,並對此進行立法。自從郭美美曝光紅十字黑幕後,中國公辦慈善機構從此進入慘淡期,這項提議被網友認為是打著慈善手段強姦(強捐)。
雷人提案之四;十一黃金周、春節、清明、勞動四個節日,應免費乘火車。
網友猜測:提出這一建議的人大代表、廣東律師朱列玉「究竟多久沒有坐火車了?」
網友袁先生:「確確實實與當前社會或者說人民比較脫節,他提出來的這些確確實實對一般老百姓來講,真的覺得可笑、嘲諷或者說完全脫離現實,這個不奇怪,像近幾年每年會有這樣一些。」
雷人提案之五;減免貪官刑責。
朱列玉還建議修改貪污受賄量刑標準,將貪10萬判10年,改為貪10萬判1年,結果遭致網友唾罵,並被質問:「你是人們代表還是貪官代表?」。
網友李先生:「我們在法律面前,官與民不在同一個世界裡頭,所以他們在處罰上,官就寬的多的多,民就嚴的多的多。」
其它雷人提案還有實施互聯網信息發佈實名制、賣淫合法化、窮人可將二胎指標轉贈給富人、關閉網吧、用高房價控制人口素質、讓農民工開墾邊疆等等,而真正被民眾關注的環境污染、食品污染、新聞自由、截訪黑監獄等民生問題卻無人提及。
相比之下,由117萬網民參與投票選出的問題,才是百姓真正希望的提案。如:
取消養老雙軌制的養老保險問題。
收入差距過大;工資增長與GDP不同步的收入分配問題。
房價過高難以承受,期待抑制房價上漲的房價問題。
精簡政府機構,並透明信息的機構改革問題。
支持網絡反腐;加大社會監督的反腐問題。
物價大幅上漲,希望能穩定物價的物價問題。
另外還有:藥價過高,看病難﹔期待更多大病能納入醫保的醫療改革問題。
推進戶籍制度改革;改善農民工待遇的新型城鎮化問題。
重視環保,關注生態建設的環保問題。
以及,支持異地高考改革;解決上學難、入園難問題。
和解決就業難問題。
解決交通擁堵問題,等等。
不過也有評論人士指出,即使這些民願傳遞到中央,依然不會得到解決,因為這些問題無一不是存在了多年的難題,而且始作蛹者就是中共政權本身,如果真能全部解決,中共的既得利益集團將再無利益可言,中共的本身也將不復存在。

Shocking Proposals from Representatives of the Two Sessions
On March 3rd Chinese Communist Party (CCP) Two Sessions,
National People’s Congress (NPC) and Political Consultative
Conference (PCC) started. Representatives’ proposals have
become the most talked-about topic.
Just like in the past, many shocking proposals were brought up.
Netizens joked that these can be compiled into a book titled
Statements That Shock the World.
The Two Sessions have caught people’s attention before
they started.
Everyone only wants to know which
shocking proposals can be joked about.
Accountant of a foreign enterprise Mr. Jin: “I think there are
many problems of the representatives’ proposals and related
implementations. Each year there are many jokes.”
2013 Shocking Proposal #1 – Those who did not receive
the nine-year compulsory education cannot have children.
Jiansu Huangpu CEO of Renewable Resource Utilization
Co, ltd CEO Chen Guangbiao said during an interview,
the birth control policy should be changed.
Those who did not get the nine-year compulsory education
should not bear a child.
High-school graduates can have one. The birth control for
those above high-school level should be removed.
Shocking Proposal #2 – High housing price is due to
the high cost of demolition and relocation.
China’s top rich, NPC representative Zong Qing thinks
China’s high real estate price is due to high compensation
to farmers during the demolition and relocation process.
This point of view was soon scolded by petitioners, whose
houses and lands were illegally and forcefully taken away.
Shocking Proposal #3 –
There should be law and enforcement of charity donation
China Charity Federation vice chairman Zhou Sen proposed:
The law should be set up and enforced to take certain
amount of money from everyone’s paycheck for charity.
The exposure of the Guo Meimei incident and the corruption
related to China Red Cross, has meant China’s government
charity agencies have declined sharply.
This proposal is commented by netizens as
“Rape in Name of Charity.”
Shocking Proposal #4 –
There should be free train rides on the four key holidays.
Netizens asked that Guangdong laywer Zhu Lieyu,
who brought up this proposal, “How long is it since he last took the train?”
Netizen Mr. Yuan: “These are so disconnected from
the public.
These proposals are ridiculous to the general public.
They are completely isolated from the reality.
It is not strange and has happened each year.”
Shocking Proposal #5 –
Reduce or remove punishment of corrupt officials.
Zhu Lieyu also suggested change corruption sentencing terms.
Change “10-year sentence of corruption in the amount of
100,000 yuan to One year.”
Netizens scolded him: “Are you the representatives of people
or corrupt officials?”
Netizen Mr. Li: “Officials and people are in different worlds.
They are loose in punishing officials and strict on the people.”
Other shocking proposals include:
“Implement Internet Real Name Registration,”
“Legalize Prostitution,” “Close Internet Bars,”
“Poor People Transfer Birth Control Quota to Rich People,”
“Control People’s Quality by High House Price,” and
“Send Migrant Workers to Develop the Border Areas.” Etc.
Issues that people care about like pollution, food poisoning,
media freedom, illegal detention of petitioners, etc. were ignored.
By contrast, issues voted by 1.17 million netizens are
what people really want to be addressed.
E.G: Remove wide income gap and address the issue such as
why pace of salary increase cannot keep up with GDP.
Curb house price hikes as it is beyond affordability.
Reduce government agencies and employees and
be transparent on the reforms.
Support online anti-corruption to help monitor corruption.
Stabilize pricing, and so on.
In addition, there are issues such as high medicine prices,
health insurance reform, household registration reform,
treatment of migrant workers, developments of towns to cities,
environmental problems, traffic problems.
Lastly college entrance exam, education and
employment reform, etc.
However, commentators point out that these issues will not
be addressed even they are passed to the CCP.
These are all “Difficult Issues” that have existed for years.
The CCP is the source of these issues.
The resolution of those issues would take the benefits
away from the CCP and the CCP would collapse.
