【新唐人2013年03月04日訊】兩會前，中共軍方人士向外界釋放增加軍費的訊息，預計今年中共的軍費將高達7500億元人民幣，比30年前增加30倍。評論認為，中共每年增加龐大的軍費開支，不僅不能達到維穩保政權的目地，反而會直接加速軍隊的腐敗，更給人民帶來沉重的經濟負擔，社會矛盾也將進一步激化。接下來請看報導。
中共國防專家3月1號表示，由於中國與鄰國爆發連串領土爭議，軍方今年提出，希望「兩會」能批准中國軍費增長11%到12%。也就是，今年的軍費將達到7500億元人民幣，約1200億美元。
時政評論家藍述認為，中共增加軍費，不是因為中國受到了多邊國家的威脅，或釣魚島等領土爭端問題，最根本的原因是﹕中共要收買軍隊，鞏固自身政權。
藍述：「中共作為共產極權專政，槍桿子裡出政權， 槍桿子，是維持它政權穩定的一個基本要素。 第五代（中共領導人）剛剛取得中共的最高領導權，他們首先要穩定在軍隊中的權威，所以軍費保持兩位數增長是不奇怪的。」
軍方為了造勢宣傳，官方《人民網》在兩會前還公布了一項民調，聲稱﹕中國九成網民認為軍費增長合理。
針對這項民調的可靠性，藍述表示質疑。
藍述：「中共的民調是在沒有媒體自由的情況下，在中共一面倒的官方宣傳下，做進行的民調，老百姓並沒有足夠的知情權，所以老百姓的回答，很大程度上是受到中共官方媒體宣傳的影響。」
近三十年來，中共在具有重要戰略意義和豐富資源的東海、南海海域上，態度日益強硬。去年中共宣佈軍費開支增幅為11.2％，相當於1060億美元。但據美國五角大樓估計，去年中共軍事實際支出在1200億到1800億美元之間。
據報導，中共軍委主席習近平已經批准了新規定，支持將軍事開支更多的用到發展高科技武器裝備和開展軍事訓練上。
前大陸史學教授劉因全認為，中共增加軍費不能從根本上解決中國軍力落後的問題。
劉因全﹕「中國從俄羅斯購買二流武器，這樣的軍費你增加得再多有甚麼用處呢﹖從長遠看，只能是增加一些是破銅爛鐵，沒有用處。購買二流武器，充不了門面，反而會增加國內極大的財政負擔。」
《德國之聲》評論說，中共增加軍費的同時，也面臨著預算難題——腐敗蔓延。就在中共中央召開兩會前夕，解放軍四總部還聯合印發了厲行節約嚴格經費管理的規定。
藍述：「軍費的增加不會解決中國軍隊的腐敗，只能加速它的腐敗，中共最大的問題，就是共產黨它必須依賴軍隊去鞏固中共的統治，這種情況下，軍隊就成了一個特權階層，所以你給軍隊再多錢，實際上它也就腐敗得越厲害。」
相對於逐年遞增的巨額軍費支出，很多迫在眉睫的民生問題，卻因資金投入過少而不能解決，甚至被忽視。最近北京等多地的霧霾污染問題，當局幾乎束手無策。
中國權利運動網站負責人胡軍：「北京人都不能呼吸了，他們還會維持這個政府嗎？會支持這個政府嗎？」
中國權利運動網站負責人胡軍分析認為，軍費的增加，也是維穩費的增加，將會加劇社會矛盾的激化。同時，增加軍費的每一分，都是苛捐中國老百姓的雜稅，這個沉重的負擔，嚴重傷害底層和中產階層。胡軍擔憂，中國社會的裂變，隨時都會爆發。

China’s Military Spending Climbs by Over 10%
Before the Chinese Communist Party (CCP) Two Sessions
opened, the military released news on military spending.
The figure in 2013 is expected to reach 750 billion
yuan, a 30-fold increase compared to 30 years ago.
Political observers say that growth in military spending
cannot stabilize the regime, but only speed up corruption.
Worse still, it will put heavy economic burdens
on the Chinese people, and fuel social conflicts.
On March 1, a CCP defense expert said that the
military hopes the Two Sessions will approve an
increase in military spending by 11%-12% this year.
The expert said this is due to recent territorial disputes
erupting consecutively between China and its neighbors.
This means that China’s military spending in 2013
will reach 750 billion yuan (US $120 billion).
Critic Lan Shu says that the real reason behind it is not due
to threats from its neighbors, nor the Diaoyu Islands dispute.
The truth is that the CCP wants to buy
off the army, to cement the ruling power.
Lan Shu: “The CCP is a totalitarian dictatorship."
It takes it as a tenet that “Ruling power
comes from the barrels of guns".
The newly appointed fifth generation of CCP
leadership will firstly secure its power in the army.
So it’s no wonder to see a double
digit growth in its military spending.”
CCP official website people.com.cn claimed
that 90% of netizens in China think the military spending growth is reasonable.
Lan Shu questions the reliability of the poll.
Lan Shu: “The poll claimed by the CCP is conducted
in the pretext that China still lacks media freedom.
For decades, Chinese civilians have been subjected
to CCP propaganda, but without the right to know.
So their responses have been influenced
greatly by CCP official media.”
In the last 30 years, the CCP has shown a tougher stance on
issues concerning the East China Sea and South China Sea.
Both regions are strategically important, with rich resources.
In 2012, the CCP announced an increase of defense
spending by 11.2%, equivalent to US $106 billion.
However, the US Pentagon estimated that the CCP’s actual
military expenditure was between US $120 ~ 180 billion.
Reportedly, Xi Jinping, chairman of CCP Central
Military Commission, has approved a new regulation.
It supports putting military spending into hi-tech
weaponry development and military training.
Liu Yinquan, former history professor in China, comments.
An increase in military spending is not a fundamental
solution to backwardness of China’s military strength.
Liu Yinquan: “China bought
second-rate weapons from Russia.
So what’s the effect with more growth in
military spending when it’s spent in this way?
In the long run, it will only increase more useless scrap metal.
Second-rate weapons cannot serve as window dressing.
Rather, the expenditure on it will greatly
increase China’s financial burdens.”
Deutsche Welle commented on the
CCP’s increase in defense budget.
It indicates that the CCP also faces a
hard nut to crack; the spread of corruption.
On the eve of the Two Sessions, four General Staff
headquarters of the People’s Liberation Army jointly
issued a regulation on stringent fund management.
Lan Shu: “The increase in military spending cannot cure
the Chinese army’s corruption, but only makes it worse.
The CCP’s biggest problem is that it
has to rely on the army to keep its rule.
So the military has become a privileged class. The
more money it is provided, the more corrupt it will be.”
Facing the immense annually expanded military budgets,
many imminent livelihood issues cannot be solved.
They are even neglected due to lacking funds.
The CCP authorities feel quite helpless with recent haze
pollution that occurred in Beijing and in many other places
Hu Jun , Chief of Human Rights Campaign in China:
“People living in Beijing nearly cannot breathe now.
Will they still help maintain and support this government?”
Hu Jun remarks that growth in military expenditure
is a part of expenses used for stability preservation.
That will intensify social conflicts.
The increased funding all comes from taxes levied
on the ordinary people, which is a real heavy burden.
He believes that the grass-roots and
middle classes will be greatly affected.
Hu Jun is concerned that a fission in society
within China may occur at any time.
