【新唐人2013年02月28日訊】最近巴基斯坦把瓜達爾深水港的管理權交給了中國。雖然兩國聲稱這純粹是一個商業合作的項目,但是批評人士和金融分析家對這個偏遠港口的經濟可行性表示懷疑。他們認為,這個港口會被中共用於建設軍事基地。
2月18號,巴基斯坦總統扎爾達裡宣佈,瓜達爾港的運營權正式移交給中國企業,合約已從「新加坡國際港務局」移交給中共海外集團有限公司。
瓜達爾港位於霍爾木茲海峽附近,全世界大約有百分之20的石油運輸從這個海峽進出。可是,這個偏遠港口,2005年建成投入使用後,2007年交給「新加坡國際港務集團」負責管理經營以來,瓜達爾港基本上都處於閑置狀態。
如今,瓜達爾港的運營權交給了中共,巴基斯坦許多人士批評,如果這些道路和鐵路得以動工修建的話,光修築連接到港口的道路和鐵路,就需要耗費好幾年的時間。他們質疑:跟中共合作能否帶來經濟上的好處?
美國「南卡羅來納大學」教授謝田表示,雖然是港口,但新加坡集團運營這麼多年沒有盈利,在經濟上的利益顯然是有限的。
美國「南卡羅來納大學」教授謝田:「實際上它前面臨海,後面沒有直接跟工業區、商業區這幾個區域有太多的聯繫,並且,作為內地的通道,想通向內地、想通向中國的西藏那邊,基礎設施都沒有,從商業或經濟角度來說,基本上沒有甚麼價值。」
據報導,中共與巴基斯坦瓜達爾港簽訂合作後,在興建港口的第一筆費用2.5億美元當中,中方將提供75%的資金。中共為甚麼選擇投資瓜達爾港?謝田認為,中共顯然是從政治或軍事的角度來考慮接手。
美國「南卡羅來納大學」教授謝田:「首先它根本不是個經濟上的投資,因為經濟上的投資一定要看一個投資回報率,實際上這個地方沒有商業價值,所以不是經濟投資,更像中共為它軍事擴張,或在中亞地區施加影響,來做那種的政治上的投資。」
謝田表示,這個投資在戰略上來講也是失敗的,因為中國想在國際上施加影響力,從遠洋考慮可能還達不到那麼遠。而從經濟上來講,更是個大的敗筆。謝田說,經濟上賺不回來的錢,最後都是由中國百姓來買單,付出代價。
大陸企業觀察人士何軍樵表示,中共可能為了政治目地不惜血本,也可能為了某項經濟活動而不計代價。但是,這就是非民主的政府才會做的事情,也是讓人民疑慮的地方。
大陸企業觀察人士何軍樵:「因為一個不民主的國家,它的很多事情都是暗箱操作,它的政治制度不透明,軍事能力也是不透明的。從人的歷史來看,民主國家之間發生戰爭還沒有出現過,對於這樣一個非民主國家,大家對它的海外港口的建設,保持有相當的疑慮,也是很正常的。」
中共獲得瓜達爾港運營權,受到美國、俄羅斯和波斯灣國家的關注。在印度,有人懷疑,中共的海軍會使用這個港口。
美國「南卡羅來納大學」教授謝田:「中國和印度在邊境是對立的,他想積極扶持巴基斯坦,中國(共)現在在這插一只腳,一定會引起印度強烈的警惕,但實際上,美國也好、西方人士也會繼續觀察中國(共)在那的戰略意圖是甚麼?」
不過,巴基斯坦前外交官及獨立分析人士表示,把管理權交給中共,也許不會給中國帶來任何經濟利益。他們認為,這純粹是一個好大喜功的項目,是他們一直想試圖擺脫的。

Communist China Investment in Pakistan Port Draws Concern
Pakistan recently agreed to transfer management of Gwadar,
a deep-sea port, to China.
The economic feasibility of this so-called business
collaboration was questioned due to the remoteness of this port.
It is suspected that this port will be developed into a
military base by the Communist regime.
February 18, Pakistani President Asif Ali Zardari announced
the contract to operate the Gwadar Port was officially
handed over from Singapore Port Authority to the
China Overseas Port Holding Company.
Gwadar port is located near the Strait of Hormuz, gateway
to 20 percent of the world’s oil.
This remote port, built in 2005 and contracted to
Singapore Port Authority in 2007, has been idle for years.
Many critics in Pakistan said if the road and rail links
to the port are ever built, they could take years.
The economic benefit of contracting to China
is highly questioned.
Professor Xie Tian of University of South Carolina Aiken
indicated the economic benefit of this port is obviously limited,
as evidenced by the fact that the Singapore Port Authority
has not been able to profit from this port for years.
Professor Xie Tian: “With the sea in the front, and no industry
or business regions associated with the back, and
as a gate to inner China such as Tibet where no infrastructure
is available, it serves very little value from either the commercial or economic point of view.”
China was reported to have paid about 75 percent
of the initial $250m used to build the port.
Why would the Communist regime invest in Gwadar Port?
Xie Tian believed there’s a political or military purpose.
Xie Tian: “It was not an economic investment to begin with.
An economic investment speaks of return rate.
There was no commercial value in this place.
It is more like a military expansion for the Communist
regime, or a political investment to exert influence in Central Asia.”
Xie Tian believed that strategically, this investment
is also considered a failure.
To exert influence over the international community,
China may not reach that far into the open sea.
Economically, this is an even bigger failure because,
in fact, the vast Chinese pay the price of failure.
Mr. He Junqiao, a Mainland observer, indicated that
the Communist regime risks everything for its political agenda.
This is what concerns people, and this is only seen
in a non-democratic government.
Mr. He Junqiao: “Everything operates in secrecy
in a non-democratic country, including its politics and military.
Historically, none of the democratic countries
would get involved in a war with each other.
The suspicion about a non-democratic country operating
an overseas port is natural.”
China’s take over of Gwadar Port has drawn concern of the
United States, Russia and countries surrounding the Persian Gulf.
In India, this port was suspected to be used by the Chinese Navy.
Xie Tian: “China has conflict with India on the border,
and in fact, actively supports Pakistan.
China’s presence in this region causes strong vigilance
in India.
In fact, the Western countries will continue to
observe China’s strategic intent.”
Arif Ayub, independent analyst and former ambassador,
does not believe handing control to China will yield any economic benefits.
He said, “It is purely a white elephant ‘expensive business
venture without value’, which we are trying to wash our hands of.”
