【新唐人2013年02月09日訊】針對大陸各個藏區發生的藏人鏈環自焚事件,中共當局開始採取新策略應對,除了鎮壓藏人的各種抗議活動之外,還以調查自焚案為由大規模逮捕藏人,並以「煽動教唆自焚殺人」的罪名將他們認定的犯罪嫌疑人處以重判。近期,官方媒體宣稱,當局再次抓捕了70多名藏人,此舉遭到了外媒和國際人權組織的指責。
據大陸官媒《新華社》2月7號的報導說,青海警方偵破了在青海藏區發生的系列自焚事件,並展開了大規模拘捕行動,抓捕了70多名藏人。其中12名藏人被當局以「危害公共安全罪」正式逮捕。
報導引述青海省公安廳副廳長呂本謙的話說,「警方將做出更大努力,徹底調查這些自焚案件,嚴厲懲罰那些自焚事件的煽動者。」並將自焚事件的矛頭引向達賴喇嘛。
原《河北人民廣播電臺》編輯朱欣欣:「中共搞了一些宣傳,說是自焚完全是境外達賴喇嘛集團所煽動、致使、策劃的,實際上他沒有任何的證據,包括我們漢人內地的群體抗爭,他動不動就推到國內外,敵對勢力在後邊煽動策劃啊,實際上他是通過這個找藉口來貶低人們的這種反抗、抗爭,認為他們不是出於自己的願望,是受別人指使,認為人們不是自己起來反抗的,他是給自己找藉口。」
總部設在英國的「自由西藏」人權組織聲明,中國採用的策略是鎮壓和抹黑宣傳的醜惡混合,法制在西藏形同虛設,那些導致判刑的招供可能是政府威脅、對當地採取報復行動、甚至是行刑逼供的結果。這一觀點也得到了很多網民的認同。
朱欣欣:「它(中共)如果說希望讓世界了解真相,那它就應該開放所有的中外記者前去採訪,可是它又對藏區進行封鎖,這說明它內心很虛弱,它不敢面對真實,不敢把真實情況讓世界人民知道,無論它怎麼宣傳,怎樣鎮壓,它的公信力其實早已經沒有了,人們不會相信它。」
自2009年2月起,大陸各藏區不斷出現藏人自焚事件,在「十八大」中共領導人換屆之後,自焚人數更是猛增,截至目前,已有約100名藏人自焚,其中至少83人身亡。據報導,自焚者主要目地是為了抗議中共的高壓統治、宗教限制、強制同化政策,並且要求讓他們的精神領袖達賴喇嘛返回西藏。
朱欣欣:「我們能看到藏區實際的情況是怎樣,他們從文化、教育、還有宗教信仰等等,完全沒有尊重西藏自治和西藏人民的信仰,還逼迫寺廟貼領導人畫像,搞所謂愛國主義宣傳,完全是把國家偶像擺在西藏人民信仰之上,必然要遭到西藏人民反抗。」
每年的3月,被中共認為是藏人的「敏感日」,有媒體推測認為,中共近期採取的一系列新措施,有可能是為了防止即將到來的藏人大規模抗議活動。
《北京之春》雜誌主編 胡平:「3月10號,又是對它(中共)來說最敏感的日子,因為它既然不想、不敢去糾正它的過錯,那麼它就只有採取變本加厲的做法,而別人這種抗議目地之一就是向全世界揭露中共的罪惡,而中共這種反應正好是向全世界證明了它的這種罪惡。」
原《河北人民廣播電臺》編輯、大陸自由撰稿人朱欣欣還指出,藏人問題的核心不在於「民族」問題,而在於「民主」問題。他說,如果中共能夠真正懂得尊重藏人,能夠落實讓西藏自治,藏人絕對不會用自焚表達抗爭。
朱欣欣不希望藏人自焚事件一再發生,因為,他說,對於中共這種沒有良知的冷血權貴集團,根本就不在乎老百姓的生命,用自焚方式抗爭,解決不了根本問題。他建議藏人尋找其他更有效的抗爭方式。

Communist Regime´s New Tactic to Deal with Tibetans
In face of the increasing number of Tibetan self-immolations,
The Chinese Communist Party(CCP) has implemented new tactics.
Apart from repression, the authorities have carried out
mass arrests of Tibetans with the excuse of investigating the self-immolations.
The suspects were given heavy sentences, charged with
“instigating self-immolation”.
Lately, the authorities got a great deal of blame from the
international community for arresting over 70 Tibetans.
On February 7, CCP official media Xinhua News Agency
reported that Qinghai police authorities had cracked
a series of local Tibetan self-immolation incidents.
In a recent massive action, Qinghai police detained over
70 Tibetans, said the Xinhua news.
12 of them have been formally arrested,
charged with “endangering public safety”.
The Xinhua news quoted Lü Benqian,
deputy police chief of Qinghai Province.
He said, “The police authorities will make a thorough
probe into these self-immolations, and will severely punish the instigators.”
The Xinhua article directed criticism at the Dalai Lama.
(Former editor, Hebei state radio) Zhu Xinxin:
“The CCP propaganda blamed Tibetan self-immolations
on the Dalai Lama and Tibetans overseas,
but these allegations are without proof.
Even for those mass protests staged by our Han Chinese,
the CCP always attributes them to foreign hostile forces.
It actually uses such a pretext to belittle people´s resistance.
This can create a false impression that all the protests
were not out of their own volition.
But that they were instigated and influenced
By foreign and anti – China forces."
The London-based Free Tibet declared that the CCP uses
a tactic of mixing repression with defamation.
The organization said that in Tibet, laws are in name only.
All the alleged confessions that have criminalized Tibetans
may be results of the authorities´ intimidation, retaliation and even of torture.
This view has gained recognition among many netizens.
Zhu Xinxin: “If the CCP authorities hope the world to know
a true Tibet, it should open the door to foreign reporters in China.
But it blocks Tibet in reality. This shows China´s guilt,
that it is trying to prevent the world from knowing the truth.
So no matter how it propagates and how it finds excuses for
repression, its words are unconvincing to the public.”
Since February 2009, continuous Tibetan self-immolations
have taken place in China´s Tibetan residential areas.
The figure has soared after the CCP´s
new leadership transition.
So far, about 100 Tibetans have set themselves on fire,
83 of them have died.
Reportedly, the self-immolations aimed to protest the CCP´s
high-handed policy over Tibet, including restrictions on religious beliefs and forced cultural assimilation.
The self-immolators also used this way to express their
hope for the return of the Dalai Lama, their spiritual leader.
Zhu Xinxin: “The truth we´ve learnt is that the CCP doesn´t
respect Tibetan culture, education, religious belief, etc..
It even requires mandatory hanging of CCP leader portraits
in local temples.
This is a form of patriotism that the CCP has advocated,
having its Party idol overriding Tibetans´ belief.
That surely incited the Tibetan´s resistance.”
March is a “sensitive month” in the CCP´s mind.
Media speculated that CCP´s recent actions may be
aiming to prevent potentially massive Tibetan protests.
(Chief editor, Beijing Spring) Hu Ping: “March 10th is
the most sensitive day for the CCP.
It doesn´t want and dares not to redress those injustices
it committed through history.
So in turn, it intensifies its control over the region.
One of the goals of Tibetan self-immolation is to disclose
the CCP´s evil. The CCP´s reaction just proves that it is evil.”
Zhu Xinxin indicates that the core of the Tibetan issue is not
“ethnic identity”, but “democracy”.
If the CCP can really respect the Tibetans and give them
autonomy, self-immolation wouldn´t occur, he remarks.
Zhu Xinxin hopes for no more Tibetan self-immolation.
He warns that cold-blooded CCP rulers care nothing about
lives of the people, self-immolation is immaterial to them.
Zhu Xinxin encourages the Tibetans to seek other and
more effective solutions to the situation.
