【新唐人2012年11月06日訊】世界衛生組織11月的公報，引述香港大學下屬的「中國肝移植註冊研究中心」副主任王海波的話說，中國大陸將使用一套新的器官捐獻制度，逐漸放棄依賴死刑犯器官的做法。評論者質疑中共當局能否做到，並指出，應該開放社會監督和調查，以取信於民。
據英國廣播公司BBC報導，「中國肝移植註冊研究中心」副主任王海波說，器官捐獻系統依賴於被判了死刑的犯人，這不是一個道德和可持續的體系，所以最晚到明年初，中國大陸將廢除這套做法。
北京律師李莊曾經披露，他的一位醫生朋友說，「碰上重要患者，為保持器官新鮮，我們不打麻藥，直接摘」。最近他又披露，重慶黑打期間，很多死刑犯執行死刑後，家屬見不到屍體，只見到骨灰。他們的親屬甚至懷疑﹕親人火化前，器官是否還在。
北京獨立製片人朱日坤表示，摘取死囚器官甚至活人器官是慘無人道的行為。他並且表示，不能政府機構說甚麼就相信甚麼。是否真的停止摘取死刑犯器官，需要外界獨立監督。
北京獨立製片人 朱日坤：「我們只能說，如果有這樣一種說法的話，他也許表明受到了社會的關注或受到某種壓力。但是這種東西應該有一種更加清晰、更加透明的監督。如果真是要這麼去做的話，那他應該有一個可以監督的可能性，而且這種監督是在公眾媒體的參與下去進行的。口說是沒有用的。」
在2006年4月，活摘器官首次披露後不久，加拿大前外交部亞太司司長大衛•喬高，和人權律師大衛•麥塔斯等國際專家，曾經要求前往中國勞教所和監獄調查，但是被中方拒絕。
朱日坤：「如果一個事情怕別人去了解，怕別人去調查，怕別人去知曉的話，本身就說明它存在問題。」
山東獨立作家鞏磊認為，中共監獄和警方的摘取活人器官罪行長期得不到揭露，主要是對權貴階層缺乏監督造成的。中共當局的承諾很難兌現。
山東獨立作家鞏磊：「這很難。因為這是體制問題。這不是他們個人作惡。都是體制對他們保護，對他們制度性保障造成的。所以要想徹底解決這個問題，必須從制度上著手，必須從民主制的落實上，把他們的權力置於民眾監督之下。」
2005年7月，中共衛生部副部長黃潔夫首次承認，器官移植手術所需的器官，95％來自被處決的死刑犯。但2006年3月，中共外交部發言人秦剛在記者會上說：「有關中國存在從死刑犯身上摘取器官進行器官移植的情況，完全是謊言」，「蓄意捏造，欺騙輿論」。之後官方又多次否認。而2009年8月26號的《中國日報》卻公開說，大部分移植器官來自死刑犯。
死刑犯的器官除了腎臟，還有肝臟、角膜等都會被取出來。而日前，黃潔夫接受媒體專訪時指稱，衛生部統計數字顯示，至2009年年底，65%的器官移植是從死亡者遺體中獲取，而唯一來源是死囚。另有35%的移植使用活體器官。
今年9月，在日內瓦舉行的聯合國人權理事會21屆大會期間，《大紀元新聞網》總編輯郭君女士在會上，向上百名的與會代表曝光了中共活摘法輪功學員器官的慘劇，各國與會代表都感到震驚。
9月12號下午，「中共活體摘取宗教與政治異議人士的器官」聽證會，在美國國會舉行。美國國會議員們表示，這個聽證會所討論的是﹕「正發生在這個星球上的一個最邪惡的罪行」。
在「活摘器官」真相高度曝光的同時，9月28號，薄熙來被開除黨籍和公職，中共喉舌《新華社》提到「薄熙來涉嫌其他犯罪問題線索」，為薄案留下神秘伏筆。

Who is responsible for stopping organ harvesting from executed criminals?
This November, the World Health Organization (WHO)
cited words from the deputy director of China Liver
Transplantation Registry Research Center, Wang Hai Bo, in its communiqué.
Wang said, Mainland China would develop a new organ
donation system which would replace the current system that relies on organs from executed criminals.
However, analysts wonder whether the CCP authority
can keep this promise, saying that the words are credible only if the CCP』s acts are open to public supervision.
According to a BBC report, the deputy director of China Liver
Transplantation Registry Research Center, Wang Hai Bo,
recently made comments addressing China』s organ
donation system.
He said that the current system is not moral and sustainable
since it relies on organs from executed criminals.
Wang revealed that China would abolish this system
no later than early 2013.
Beijing lawyer Li Zhuang once cited one of his doctor friends
who said that,
“In order to keep organs fresh for VIP patients, we directly
removed the organs without using any anesthetics.”
Recently, Li further revealed that during the 『striking black
forces’ movement in Chongqing, many failed to have a look at the bodies of their executed family members.
They hence questioned whether the bodies were complete
with all the organs before cremation.
Beijing independent producer Zhu Rikun remarked that it is
cruel and inhuman to harvest organs from executed criminals.
Zhu believes that the Chinese cannot trust whatever
the CCP authority says;
Public supervision has to be involved to monitor
whether the organ harvest has really come to an end.
Zhu Rikun, Beijing independent producer:” Now we can only
conclude that, if the (CCP) authority has really promised
to change the organ harvesting system, it must result from
some kind of pressure from public attention.
However, a more clear and transparent supervision system
is necessary.
If the CCP authority really wants to change the situation,
it should make whole process subject to some kind of supervision.
It is especially important to have the public and media involved.
Nothing will change if only oral promises are made.”
In April 2006, shortly after the crime of live organ harvesting
was first revealed, former Canadian Secretary of State
for Asia-Pacific, David Kilgour, and Canadian human rights
lawyer David Matas requested a visit to China』s forced labor camps and prisons for investigation.
However, they were refused by the CCP authority.
Zhu Rikun: ”If there is something that you are afraid of
letting others know or investigate, there must be some matter behind it.”
Shandong independent writer Gong Lei remarked that
the crime of live organ harvest committed by the CCP’s prison
and police systems had not been revealed for a long time.
This is mainly because there lacks effective supervision
over the rich and powerful in China.
Therefore you cannot expect the CCP to keep its promise.
Gong Lei, Shandong independent writer: ”It is hard to
handle the problem because it involves the whole regime instead of individuals only.
It is the CCP’s regime that protects the criminals
in a systematic way.
Therefore the regime has to be changed to completely
solve the problem.
A democratic framework has to be established which will
place all the powers under public supervision.”
In July, 2005, the CCP’s vice-health minister Huang Jiefu
acknowledged for the first time that 95% of the transplanted organs came from executed criminals.
However, in March 2006, the Foreign Ministry spokesman
Qin Gang said in a press conference,
“It’s completely untrue that China ever harvested organs
from executed criminals for the usage of transplantation;
such charges are fabricated to deceive the global media.”
The CCP authority further denied the fact several times
over the next few years.
But a China Daily report again revealed on August 26th, 2009,
that most transplanted organs are from executed criminals.
The organs harvested from executed criminals include
kidneys, livers, corneas and among others.
According to a recent interview of Huang Jiefu, statistics
of Ministry of Health, shows that until the end of 2009,
65% of transplanted organs are removed from dead
bodies which exclusively come from executed criminals.
In addition, the other 35% come from organ harvesting
of live bodies.
During the 21st UN Human Rights Council meeting in Geneva
this September, the editor-in-chief of The Epoch Times, Guo Jun, was invited to speak.
In her speech, Ms. Guo revealed to all the attendees how live
organ harvesting of Falun Gong practitioners took place in China.
All were completely shocked by the CCP』s atrocious crime.
On September 12, 2012, the U.S. Congress held hearings
on “Communist China harvesting organs of living religious and political dissidents.”
The US Congress members called the topic of the hearing
“the most evil crime taking place on this planet.”
As the truth of live organ harvest is widely exposed, Bo Xilai
was expelled from the CCP and removed from office on September 28th.
The party mouthpiece, Xinhua News Agency, once mentioned
that “Bo was also suspected to have committed other crimes,” which seems to be a mysterious hint.
