【新唐人2012年8月10日訊】有報導說，胡錦濤正在主導操控，讓蒙古自治區書記胡春華直接進入中央政治局常委 ，或至少被提拔到上海，擔任市委書記。而美國媒體預測，中共中央辦公廳主任令計劃，可望擠進中共中央政治局新任常委名單，評論指出，這一切都說明，胡錦濤要「隔代指定」權力核心，來長期穩固自己的權力。
隨著中共十八大的臨近，中共入常名單也成為外界關注的焦點，連日來海外媒體，相繼傳出了多個入常名單的版本。8月8號，《路透社》報導說，胡錦濤希望現任蒙古自治區書記的胡春華，直接進入中共的最高決策機構——中央政治局常委 ，或至少被提拔到上海，擔任市委書記。
據了解，胡春華，現年49歲，他被看作是胡錦濤的親信，和改革派人物之一。像胡錦濤一樣，胡春華曾在西藏擔任過多項職務，因為和胡錦濤有著相似的團派政治背景，又同姓，因而有「小胡」之稱。
時事評論員林子旭表示，胡春華比習近平小十歲，如果他能夠順利入常，可能就是為「隔代指定」做準備。
時事評論員林子旭：「很長時間以來，一直有胡錦濤的大秘令計劃要晉陞政治局常委的報導，但是，現在又出現了胡錦濤要力挺胡春華入常的說法。不管這些傳言中的人物是令計劃也好，是胡春華也罷，它反映出了胡錦濤要隔代指定權力核心，以長時間穩固自己權力的心態。」
《路透社》報導，胡春華的職務升遷，將取決於胡錦濤和其他高層人物的交易。
林子旭：「胡春華要入常，難度將非常的大，但是這個消息爆出來了，胡春華就必然會被外界，以政治局常委候選人的身份來看待，這樣就算最後胡錦濤力挺胡春華不成，他可以退而求其次的力推令計劃入常。」
林子旭分析說，從這個意義上講，胡春華入常的消息，很有可能是胡錦濤發出的煙霧彈，這樣他可以為令計劃入常，製造更大的迴旋餘地。
美國《紐約時報》的評論也指出，被視為胡錦濤大總管的令計劃，儘管早前呼聲極高，但今年初開始，關於令計劃的負面傳言不斷，加上他現在甚至還不是政治局委員，讓令計劃一度被剔除在可能的新任常委名單外。但在胡錦濤力挺下，這次北戴河會議前後，令計劃高調曝光，顯示他的地位仍然穩固，有望進入常委。
時事評論員劉念春則有不同的看法，他認為，這是「反胡勢力有意放風」。因為他們覺得胡錦濤不具備「隔代指定」定的實力，不能一錘定音，故意放風提醒胡錦濤這一點。
時事評論員 劉念春：「把胡錦濤做不到的事情給說出來，現在的話，提出這些事情，肯定就是刺激這些黨內權貴，實際上我認為，放出這種風，實際上就是想給胡錦濤一個下馬行。」
據報導，這種離任領導人，提拔自己的親信以保留部份影響力，是中國政治的一個傳統做法，一方面可以確保未完成的工作計劃能夠繼續開展。另一方面，也可以保證退位的領導人及家人，不會遭到其他派別當政者的政治報復。
時事評論員劉淇昆：「可以說從王立軍開始，中共就在全中國人民面前，全世界人民面前，上演爭權奪利的一幕接著一幕的醜劇，中共中央作為一個整體，他們對人民是有罪的，他們的政權是非法的，他們之間的內鬥，完全是狗咬狗的鬥爭。」
不過，也有分析指出，一旦內鬥發展到各派的生存和權力利益無法調和時，，在權力洗牌和重組中，就會出現四分五裂，或同歸於盡的局面。

Does Hu Jintao Support Hu Chunhua?
Reports state Hu Jintao is trying to let Hu Chunhua,
Chinese Communist Party (CCP) Secretary in Mongolia
Autonomous Region join the Politburo Standing Committee.
At the least, Hu Jintao is trying to get Hu Chunhua
promoted as CCP Secretary of Shanghai.
U.S. media predicted that Ling Jihua, Director of the CCP
Central Committee General Office,
was likely to be a part of the list of the
new Politburo Standing Committee members.
This shows that Hu Jintao will appoint a power core
to solidify his power in a long term.
As the 18th National People’s Congress (NPC) approaches,
the list of Politburo Standing Committee members
has become a focus of media attention.
Recently, overseas media had released
several versions of the members list.
On August 8, Reuters reported that Hu Jintao wants
Hu Chunhua to join the CCP Politburo Standing Committee.
Hu Chunhua is currently CCP Secretary
of Mongolia Autonomous Region.
At the least, he could be promoted
to Shanghai as CCP Secretary.
Hu Chunhua, 49 years old, is regarded
as Hu Jintao’s ally, and a reformist figure.
Like Hu Jintao, Hu Chunhua has also
served various positions in Tibet.
He has a similar political background to that of Hu Jintao.
They also have the same family name,
so has been nicknamed ‘little Hu’.
Commentator Lin Zixu said that Hu Chunhua
is ten years younger than Xi Jinping.
If he could successfully become a member
of the Politburo Standing Committee,
he could be prepared as another generation of president.
Lin Zixu: “For a long time, it has been reported
that Ling Jihua, first secretary of Hu Jintao,
will enter the Politburo Standing Committee.
However, it is now said that Hu Jintao
will support Hu Chunhua.
Regardless of whether it is Ling Jihua, or Hu Chunhua,
it shows that Hu Jintao wants to appoint a power core
for the future, to solidify his power for a longer time.”
Reuters reported that Hu Chunhua’s career advancement
depends on the transaction between Hu Jintao and other senior figures.
Lin Zixu: “Hu Chunhua’s entering
the Standing Committee will be very difficult.
But the news has been released, so now he will
be regarded as a candidate for the Standing Committee.
If Hu Jintao fails to get him into the Standing Committee,
he can still support Ling Jihua into the Standing Committee.”
Lin Zixu analyzed that the news about Hu Chunhua
could be a distraction issued by Hu Jintao.
It creates greater room for maneuver for supporting
Ling Jihua to enter the Politburo Standing Committee.
A commentary by The New York Times highlights that
Ling Jihua, who is regarded as Hu’s general administrator,
has been widely speculated before.
Since the beginning of 2012, negative rumors
about Ling have been released more.
Ling is even not a member of the Politburo.
He was once removed from the list for new members
for the Politburo Standing Committee.
But with Hu Jintao’s support around the meeting in Beidaihe,
Ling Jihua was highly reported on, to show that his position
is still solid, and is expected to enter the Standing Committee.
Commentator Liu Nianchun has a different opinion.
He thinks this is an intentional message
released by anti Hu Jintao forces.
This is because they don’t think Hu has the power
to appoint the power core for the next generation.
Hu cannot decide himself, and those forces
are intentionally reminding him about it.
Liu Nianchun: “To speak about things that Hu Jintao
cannot do just stimulates those bigwigs in the CCP.
So I think to release these messages,
it is actually giving Hu Jintao a lot of fear.”
It is reported that outgoing leaders promoted their allies
to retain some influence, which is a traditional CCP practice.
On the one hand, it could ensure unfinished plans
can be continued to be carried out.
On the other hand, it could guarantee that
the leaders are abdicated,
and their families are not subject to political retaliation
from the other factions of power.
Political commentator Liu Qikun: “It can be said,
from when Wang Lijun fled,
that the CCP kept on highlighting scenes of power struggles
in front of Chinese people and the world.
The Central Committee of the CCP
as a whole is guilty to the people.
Their regime is illegal.
Infighting is entirely a dogfight.”
Outside analysis points out that once infighting for survival
and control of power between different factions cannot be reconciled,
the CCP will fall apart during transition of power
and restructuring, or even end in it’s death.
