【新唐人2012年8月9日訊】大陸媒體報導，去年汪洋的所謂「完善民主決策報告」，中共國家副主席習近平作出了批示，要求廣東省認真總結完善相關制度。在中共十八大換屆即將召開的時刻，這個報導，有甚麼非比尋常的意義呢？
去年10月29號，習近平在廣東省委上報的《關於完善全委會民主決策機制的情況報告》，作出批示，要求廣東認真總結完善相關制度，不斷提高黨內決策科學化、民主化、
制度化水平。
一向以敢言著稱的《南方都市報》報導了這一消息。
美國「南加州大學」公共政策博士葉科表示，從最近大陸媒體諸多的報導中可以看出，汪洋「入常」是沒有問題的。他說，很顯然，這個「放風」，是中共十八大的一個風向標。
美「南加州大學」公共政策博士 葉科：「中共現在內部，除了溫家寶之外，汪洋他的做法、想法，我想他…跟胡溫想的、做的事情，可能是最近的，而且汪洋他自己又是安徽人，他是得到胡的信任。那麼，從他的這個思想上來看，他跟溫家寶又是最堅實的一種同盟，所以我說，從胡溫最高層來看，那麼汪洋是最合適的人選。」
葉科表示，胡溫已經看到了，共產黨現在就要沉船了，而穆巴拉克就是前車之鑑。
葉科：「其實從最近中國一系列事件，包括甚邡事件，包括北京暴雨民眾的反應，還有聲援法輪功300手印，一萬五千個手印的這個事件，最近尤其啟東事件，都說明共產黨已經民心失盡，江澤民、周永康那幫人，原來的老路是根本就行不通了。」
時事評論員任百鳴則認為，目前中共政局江衰胡盛，汪洋與薄熙來的戰況更顯汪洋勝局，汪洋成為習近平唯一可選擇的人物。
時事評論員任 百鳴：「汪洋的廣東模式和薄熙來的重慶模式，過去幾年一直是針鋒相對，長期對峙，現在是江衰胡盛，那麼，我想汪洋和薄熙來鬥的分戰場，也有一個結局，現在看來是薄熙來的倒臺，必然就是凸顯汪洋的勝局，汪洋的廣東模式自然就會成為中國未來的主導模式。在這一點上，習近平和汪洋結盟，我想也是習近平唯一的可選擇的人物。」
早前，汪洋曾公開喊出「改革要從黨和政府頭上開刀」，以及「破除人民幸福是黨和政府恩賜的錯誤認識」，等驚人言論。
外界分析認為，汪洋決定廣東的21個地級市政法委書記，不再兼任公安局長，這一舉措，呼應了胡溫企圖削弱周永康政法委權力的意向。
時事評論員 任百鳴：「從這一點上來看，汪洋的突起，應該說是一個歷史，也是歷史大戲的一個安排，這些人物屬於中共的一些開明人物，他們雖然還處於中共的思維禁錮中，但是，與江澤民鎮壓上億的法輪功民眾，造成的人神共憤的這麼一種大邪惡，還是有區分的。」
任百鳴認為，目前，薄熙來的同黨仍有一些影響力，習近平推舉汪洋，應該是明智之舉。
葉科：「薄熙來可以說還有不少死黨，還有一些影響力在，那麼對習近平這樣一個弱勢的這樣一個執掌者說，還是一個很不安定的因素，所以我認為，從各種動向來看，以及從這種分析來看，我覺得汪洋入常應該都是肯定的。」
葉科分析指出，如果汪洋不入常，很難看出，胡溫和習近平他們還會有像汪洋這樣得力的盟友。

Alliance of Xi Jinping and Wang Yang
Mainland Chinese media have reported that Vice-President
Xi Jinping has released comments in writing.
This referred to the so-called “Completing the Democratic
Decision-making" report by Wang Yang in 2011.
It asked Guangdong Province to earnestly
sum up and improve it’s relevant policies.
Questions remain over the meaning of these comments
ahead of the 18th National People’s Congress (NPC).
We’ll now here from our experts.
On October 29, 2011, Xi Jinping released
comments in writing on a report to complete
democratic decision-making mechanisms
in the Guangdong Provincial Party Committee.
It instructed Guangdong to conscientiously
sum up and improve relevant systems.
To improve party decision-making processes,
making it more scientific, democratic and institutional.
Southern Metropolis Daily reported this news.
Dr. Ye Ke in Public Policy, University of Southern California,
believes that looking at recent mainland media reports,
there seems to be no problem for Wang Yang
to enter the NPC Standing Committee.
Obviously, this news is a benchmark for the 18th NPC.
Dr. Ye Ke:"Currently within the Chinese Communist Party
(CCP), in addition to Wen Jiabao,
what Wang Yang does and thinks is closest to
that of Hu Jintao and Wen Jiabao.
Wang’s hometown is Anhui Province,
so he is trusted by Hu Jintao.
Due to his ideology, he is a solid alliance with Wen Jiabao.
So from the view of Hu-Wen, Wang Yang
is the most suitable candidate."
Dr. Ye said that Hu and Wen have realized the CCP
is about to end, and Mubarak set a precedent.
Dr. Ye: “The recent series of events shows that the CCP
Has lost the hearts and minds of people.
This includes the Shifang events, people’s reactions
to flooding in Beijing, the petitioning to support Falun Gong,
called the ‘300 fingerprints’ and ‘15,000 fingerprints’
events, especially the Qidong event.
The old way of Jiang Zemin and Zhou Yongkang
won’t work any longer."
Commentator Ren Baiming believes that in the political
arena, Hu Jintao now has the upper hand, not Jiang Zemin.
The fight between Wang Yang and Bo Xilai
has also resulted in Wang’s success.
Wang Yang has become the only
candidate for Xi Jinping to choose.
Ren Baiming: “Wang Yang’s Guangdong model,
and the Chongqing model from Bo Xilai,
had been conflicting during the past few years.
This lasted for a long time. Now Hu Jintao has
taken the upper hand over Jiang Zemin.
Then in the sub-battlefield of Wang Yang
and Bo Xilai, there should be a result too.
It appears to be Bo Xilai’s downfall, and will
inevitably highlight Wang Yang’s victory.
Wang Yang’s Guangdong model will naturally
become a dominant model in the future in China.
At this point, Xi Jinping and Wang Yang
will develop an alliance.
Wang is the only candidate that Xi Jinping can choose."
In the past, Wang Yang has publicly stated “reform
needs to begin with the party and government."
He has also stated to “get rid of misconceptions that
people’s happiness is the gift of the party and government".
These were historical speeches.
Analysts believe that Wang Yang decided that 21 local-level
secretaries in the Politics and Law Committee in Guangdong,
no longer serve as the directors of Public Security Bureau.
This initiative echoed Hu and Wen’s attempt
to weaken the authority of Zhou Yongkang and the Politics and Law Committee.
Ren Baiming: “From this point of view, Wang Yang’s success
is historical, and an arrangement of the historical drama.
They are some liberal figures in the CCP.
Although they are still in the CCP system of thought,
it still differs from Jiang Zemin’s repression
of millions of Falun Gong practitioners.
Jiang’s actions resulted in the indignation
of all people and gods."
Ren Baiming said Bo Xilai’s accomplices
currently still have influence.
It is wise for Xi Jinping to elect Wang Yang.
Dr. Ye: “Bo Xilai still has a lot of his best buddies,
who still have some influence.
To Xi Jinping, a weak leader,
they are unstable factors.
So I believe, from a variety of trends and analysis,
there won’t be a problem for Wang
entering the NPC standing committee."
Dr. Ye Ke points out that if Wang Yang does not enter
the NPC standing committee,
it will be hard to find another strong ally for
Hu Jintao, Wen Jiabao and Xi Jinping.
