【新唐人2012年7月28日訊】近幾十年來，中共領導層的接班問題，不僅中共內部在苦苦爭鬥，外界包括西方國家也都高度關注。隨著十八大臨近，中共副總理李克強與中共主席胡錦濤的密切關係，再次受到外界矚目。《維基解密》的幾份電文，似乎印證了胡錦濤當年力挺李克強進入中央政治局常委的傳聞。而其中一份電報提到，李克強在談到遼寧經濟時承認：中國的GDP數字是「人造」的。
被視為「鐵桿團派」的國務院副總理李克強，將接替溫家寶成為下任總理，似乎已成定局。李克強在2007年10月，越過政治局委員級別，直接進入中共最高決策層，成為中央政治局常委，這一舉動非比尋常。最近，媒體紛紛報導了《維基解密》去年公布的有關電文。
去年（2011年）8月30號，《維基解密》公布了一份美國駐上海總領事館，在2007年1月10號發往美國華府的電報。電報透露，「凱雷投資集團」的中國總代表羅毅（音譯）表示，現在有傳聞說李克強將要上調中央，不是因為特別的才能，而是因為他與胡錦濤的密切關係。「胡李結盟」，部分是基於他們的團派歷史。
羅毅還說，有傳聞說胡錦濤要空降李克強進入中央政治局常委，這一舉動明顯展示了胡錦濤想指定李克強接班。電報說羅毅與胡錦濤的密友——中組部部長李源潮關係密切。
時事評論員史達指出，中共的權力結構只為上級負責，不為老百姓負責，最高權力控制一切，所以各派安插自己人馬的事情很正常。
時事評論員 史達：「胡錦濤在得到最高權力後，安插他的人馬是必然的，包括把李克強調到中央常委一級，這些事情不足為怪。其實當年江澤民也是這樣，就是下臺了還是安插了他自己的人馬，為了保證『血債派』不被清算。當然他另外還有一個更大的目地，就是保證自己『兩姦兩假』、賣國、做蘇聯克格勃特務這些事不被揭露出來，他想一直隱瞞下去。」
在此之前有台灣媒體分析，目前中共領導人「隔代指定」的密室政治模式，實際是由鄧小平創立的，比如胡錦濤、習近平等都屬於這種情況。
美國約克學院學者 周澤浩：「江山不是自己打下來的，而是幫別人撿下來的，所以他們在這個方面如果要黨內運作的話，就比較困難，他們的威信不夠、黨內基礎也不夠。」
中國民主黨全委會美國委員會主席助理彭詠言說，由於中共現行的體制不完善，才會出現這樣的事情。在美國是絕對不可能的。
中國民主黨全委會美國委員會主席助理彭詠言：「如果在美國現行體制下，美國總統如果任命國務卿或外交部長，如果他任人唯親的話，美國的體制會立刻給他彈劾，甚至通過聯邦法院、最高法院來進行裁決。」
不過，外界認為，薄熙來事件，令中共高層這種一黨專政下的密室政治不再密不透風。
此前有報導指出，薄熙來案發後，李克強支持溫家寶法辦薄熙來。在中共政治局常委中，也只有胡錦濤、溫家寶和李克強沒有公開去重慶挺薄熙來「唱紅打黑」。
時事評論員史達：「這個（新聞）揭示了中共的內幕，另外一方面從側面反映了胡錦濤實際上掌握了實權，所以他可以這樣子做。把這個事情公開出來的話，對於胡錦濤從某種程度上，在中共內部它是加分的。」
據中共官方資料，李克強擁有經濟學博士學位，這一點被認為在中國經濟「破亂之像」的時局中，有助於他在爭取權力中佔領優勢。
而《維基解密》的另外兩份電文，分別指出：李克強有些幽默感、懂些英語。
不過，據其中一份電文透露，在2007年3月12號，時任遼寧省委書記的李克強，在北京參加兩會期間與美國大使共進晚餐。他在談到遼寧的經濟時，笑著說：中國的GDP數字是「人造」的，因此不可靠，「只能做參考」。

WikiLeaks Disclosed Hu and Li Alliance Due to Phony GDP
In recent decades, the issue of the successor
for leadership in the Chinese Communist Party has not only resulted in conflict within the party.
It has also attracted the close
concern for Western countries.
As the 18th Congress is getting closer, the relationship
between Chinese Vice Premier Li Keqiang and President Hu Jintao is again being observed closely.
Several messages from “WikiLeaks” seem to confirm
President Hu Jintao was behind Li Keqiang’s entering the Politburo Standing Committee.
This was because of Li Keqiang´s admission
of China’s GDP figures being ‘artificial’.
It is certain the ‘hardcore faction’ of Vice Premier Li Keqiang
will succeed Wen Jiabao as the next Prime Minister.
In October 2007, Li directly entered the Politburo level.
Li bypassed the political committee,
which was an extraordinary move.
Recently, media have reported many related
Messages released by WikiLeaks last year.
On August 30 2011, WikiLeaks released a message from
the U.S. Consulate General in Shanghai to Washington DC.
On January 1 2007, Luo Yi, representative of China
in the Carlyle Group, disclosed information.
Li Keqiang did not enter the central
committee because of his special talent.
He entered because of his close
relationship with President Hu Jintao.
The “Hu-Li alliance” resulted from
their past history together.
Luo Yi said that there are rumors that Hu Jintao´s support
for Li Keqiang in entering the Politburo Standing Committee indicates clearly that he specified Li´s succession.
It said that Luo Yi has a close connection
with Li Yuchuao, who is Hu Jintao’s close friend.
Current affairs commentator Shi Da points out that the CCP
power structure is only responsible for the officials. It is not for the people.
The highest power controls all levels, so that all factions
place their own troops as a matter of course.
Shi Da: “After Hu Jintao had the highest authority, placing
his trusted people was inevitable, including Li Keqiang.
In fact, Jiang Zemin did the same thing upon stepping down.
Jiang placed his men to safeguard his ‘blood-debt faction’.
Of course, he has a greater purpose for keeping secrets.
This includes his traitor status, his two phony
identities, and his service to the Soviet KGB.”
According to media analysis in Taiwan,
CCP leaders like to appoint the next generation of successors in a secret chamber.
This was established by Deng Xiaoping,
such as Hu Jintao and Xi Jinping.
York College scholar Zhou Zehao: “People did not work
hard to establish the country and only help to maintain it,
so it would be harder to operate within the party.
They lack sufficient prestige and foundation from inside.”
Peng Yong Yan, Assistant to China Democratic National
Committee Committee Chairman commented.
Such a scenario happens due to the imperfect
Communist China’s current system.
It would never happen in the United States.
Peng Yong: “Under the current system in the United States,
if the President appoints his friend or relative to be
Secretary of State or Foreign Minister, the U.S. system would immediately impeach him.
It might even go through the Federal Court,
or be decided by the Supreme Court. “
However, speculation of the one-party dictatorship´s
secret chamber policy will no longer be airtight. This is due to the Bo Xilai incident.
Earlier reports point out that after the Bo Xilai incident,
Li Keqiang supported Wen Jiabao´s action towards Bo Xilai.
Hu Jintao, Wen Jiabao and Li Keqiang are the only
Politburo Standing Committee members that did not go to Chongqing to support Bo Xilai´s ‘anti-crimes’.
Shi Da: “This news reveals
the insider of the Chinese regime.
From another perspective, it reflects that Hu Jintao actually
has grasped the real power, so he can act like this.
Making this matter public is, in actuality,
an advantage for Hu Jintao within the party.”
According to China’s official data,
Li Keqiang has a Ph.D. in economics.
That is considered to be helpful in the struggle for power,
during China´s current chaotic economic situation.
Two messages from “WikiLeaks" reveals that Li Keqiang
has a sense of humor and understands some English.
One message said that on March 12 2007, when Li was
secretary of the Liaoning Provincial Party Committee,
he spoke to the U.S. ambassador
in Beijing, during a two session dinner.
China’s GDP was ‘artificial’ and therefore unreliable,
so it could only be used as a reference.
