【新唐人2012年7月26日訊】北京市長離職 非關「引咎辭職」
在北京暴雨成災，造成的死亡人數還沒有準確統計的時候，官方媒體7月25號突然發佈，北京市市長郭金龍和副市長吉林辭職，但是卻沒有提及辭職的原因，也沒有提到兩人是否辭去黨內職務，外界認為，這是有意誤導公眾，愚弄民意。
郭金龍前不久被任命為北京市委書記，按照中共慣例，在接任了新的黨內職務後，本來就應該辭去原來的市長職務。
「寧波理工學院」教授何鎮飚在微博上評論說：「如果是陞遷或者另有重用，且不加以註明，這個時間點放出辭職新聞，那就是誤導公眾（使受眾以為是因北京大雨救災不力辭職）愚弄民意。如果是引咎辭職，應該註明原因，使引咎辭職成為中國政壇規則。」
而BBC中文網的報導則說，中共當局是在按照既定的陞遷方針辦理。
報導引述香港《動向》雜誌總編張偉國的話說，胡錦濤已經花了很多年時間把心腹郭金龍推上現在這個位置，所以不可能因為北京暴雨死人，而讓他引咎辭職。
網民嘲諷中共北戴河權鬥
北京受到暴雨重創，而中共高層卻無一人露面發聲，海外媒體報導，中共高層正在避暑勝地北戴河開會，進行「宮廷密謀」，為十八大做準備。大陸民眾對中共這種只顧權鬥、不管百姓死活的行為強烈不滿，紛紛在網上發言嘲諷。
有人指責，「一個領導都不出現，只關心自己的位子，百姓死了人都沒人出來說說話！」
還有人譏諷說，「領導都去北戴河避暑、開會分贓去了，哪有時間關注北京如注的暴雨？」
北京公安局長警告網民 被指無執法依據
而另外一位北京官員——公安局長傅政華，7月24號，在網絡整治會議上發出「警告」說，在互聯網上攻擊所謂「黨和國家領導人及現行體制」，製造和傳播政治謠言，將受到嚴厲打擊。對於這個「警告」，大陸網友和律師都質疑說，沒有執法依據。
《德國之聲》引述律師劉曉原的話指出，一位公安局長的任務是執法辦案，而不是對網民作出這種籠統的「警告」。他說，「任何一個行為是否違法，應以法律法規為依據。」「公安局長如此表態，可能會誤導下面的執法人員，導致任意執法。公安局長作此種表態的行為本身，便是違背法治原則。」
也有網友指出，「現行體制好不好不是北京市公安局長一人說了算，不要把自己搞得就是一部活憲法、救世主，也別把自己當成一手遮天的皇帝。」 還有人指出，「這是在為中共十八大做準備。」

Beijing Mayor’s Resignation Aroused Controversy
The torrential rainfall-caused death toll in Beijing
has not yet been accurately released by the Chinese Communist Party (CCP).
Its official media suddenly announced on July 25 that
Beijing mayor Guo Jinlong and his deputy resigned from their posts.
The news, however, did not tell the reason for their resignations,
nor did it mention if the resignations included their Party posts.
Commentators say the news was intended to mislead the public.
Guo Jinlong was recently appointed as Beijing Party chief.
According to CCP convention, Guo should have already
resigned from the Mayoral post after being given a new party position.
He Zhenbiao, professor at Ningbo Institute of Technology,
commented in his micro-blog:
“Without specific explanation, the news about their resignations
is misleading the public, giving people the idea that
both officials resigned to admit responsibility for
the ineffective rainfall disaster relief in Beijing.
If they did resigned out of guilt, the news should explicitly
indicated it so as to make it become political rules in China.”
BBC’s Chinese version reported that the CCP is determined
to lift Guo Jinlong to enter the Politburo Standing Committee at the CCP’s 18th Congress.
Zhang Weiguo, chief editor of Hong Kong’s The Trend,
said that Hu Jintao has spent years attempting to promote Guo,
aiming to put him into the Politburo Standing Committee.
So it is impossible that Guo resigned for the deaths caused by
the heavy rainfall, according to Zhang’s analysis.
Netizens Ridiculed CCP Over Power Struggles In Beidaihe
None of the CCP top-level leaders spoke to the Chinese
public regarding the recent heavy rainfalls that hit Beijing.
Overseas media revealed that the CCP core members
are now “plotting” for its upcoming 18th Party Congress in Beidaihe.
The indifference outraged Chinese netizens
who poured out their discontent on the internet.
A posting criticized, “No leaders have shown up, they are
too busy securing their political seats.
Even the civilian deaths couldn’t make them appear in public!”
Another person mockingly stated, “The leaders are now staying
at Beidaihe summer resort and holding meeting to divide up loot.
How could they have the time and energy to care about
the rainstorm that battered Beijing ?”
Beijing Police Chief Warns Chinese Netizens
Beijing police chief Fu Zhenghua sent a warning on July 24
at a meeting on internet regulation.
Any “rumor” makers and circulators who attack
“the Party and its leaders and the existing political system” shall be severely punished, Fu claimed.
Chinese netizens and lawyers said that
there is no legal basis for this official order.
The Voice of Germany quoted lawyer Liu Xiaoyuan,
saying that
a police chief’s duty is making law enforcement
instead of ambiguously warning netizens.
He said, “whether or not an act is illegal
should be measured against law.”
“The police chief’s remarks may mislead his men to
conduct law enforcement arbitrarily.
The police chief is himself precisely acting
against the spirit of law."
A netizen posted online saying, “the Beijing police chief
has no final say on the existing system.
Don’t build yourself up as an image of the living constitution,
a savior or an all-powerful emperor."
Another netizen commented, “This was released to
pave the way for the CCP’s 18th Congress.”
