【新唐人2012年6月27日訊】隨著十八大的臨近，《喬石談民主與法制》一書的高調出版，再次吸引了輿論的關注。6月25號，中共政法委機關報《法制日報》，刊發司法部原副部長佘孟孝文章，在文中，佘孟孝回憶了喬石主管政法委時期在中國民主法制建設上的努力和成就。而分析人士認為，喬石對政法委的理念，與周永康完全不同調，因此《法制日報》這篇文章是在變相指責現在的政法委。
長期深居簡出的前全國人大委員長喬石，推出新書《喬石論民主與法制》，5月20號在北京人民大會堂舉辦發佈會。
書中首次披露了撤銷與恢復中央政法委的部分細節。1988年，中國進行機構改革，實行黨政分開﹔同年5月19號，決定撤銷中央政法委，成立中央政法領導小組。
喬石在談到政法委的時候觀點很明確，就是：政法委是黨委的一個附屬機構。他尤其強調了黨委對政法委的領導地位。同時，喬石認為，政法委不要過於具體干預部門的業務，要管的虛一點兒。分析指出，這與現在權力日益膨脹的政法委，完全不同調。
時事評論員林子旭：「眾所周知，中共政法委是黨的專政工具之一，但是它的權力從沒有像今天這樣如此膨脹過。上個世紀在喬石擔任中央政法委書記時候，政法委的權力也是很有限的。但是在羅幹接任中央政法委書記之後，尤其是在江澤民一手挑起對法輪功的鎮壓之後，中央政法委的權力一天天膨脹，發展到周永康這一任，其完全變成了可以和胡溫中央抗衡的第二權力中央。」
《法制日報》刊登佘孟孝的文章中，他回憶說，最近讀《喬石談民主與法制》一書，覺得十分激動、十分高興、備感親切。把他彷彿又帶回到在喬石領導下的那些難忘的歲月。佘孟孝還給以喬石很高的評價。
時事評論員邢天行分析認為，黨報不會無緣無故的去回憶甚麼，喬石對政法委的理念，與現在周永康的政法委有很多地方不一樣，這明顯是在變相指責現在的政法委。另外，這也可能暗示將撤銷地方政法委。
邢天行還指出，由於政法委亂政，使共產黨走入一個死局，老百姓的民憤極大，呼籲改革的聲音非常高。
邢天行：「那麼最直接的就是大家對政法委有意見，以前的政法委書記喬石在民眾當中有極高的聲譽了，而且他在做政法委書記的期間，也得到了當時很多人的歡迎，所以現在中共把喬石抬出來，其實也等於是給自己尋找緩解矛盾危機的這樣的一個媒介。」
時事評論員林子旭也表示，很明顯中共當局就是想利用中共政法委中的元老，來震懾當下的政法委。
林子旭：「這或許就是胡溫持續不斷的消減政法委權力的非常重要一環。同時也是要讓人們了解 政法委的原貌，以此為胡溫在十八大，將中央政法委書記排擠出中央政治局常委鋪路。」
據了解，18大前夕，中共加緊對各地省級司法系統的清肅，進而有步驟、有計劃的削弱了周永康憑藉政法委系統對各地司法系統的掌控。在各地常委換屆中，政法委書記、軍方「均不入常」，而由黨委副書記或副市長兼任，大大削弱了政法委的影響。

Is Legal Daily Criticizing PLC by Reviewing Qiao Shi?
Ahead of the 18th Congress, the high profile release
of Qiao Shi’s new book “On Democracy and Rule of Law” has attracted a lot of public attention.
Legal Daily is an official media of the Chinese Communist
Party’s (CCP) Political and Legislative Committee.
On June 25, it published an article by She Mengxiao,
former Vice Minister of Justice.
She Mengxiao recalled Qiao’s achievements on
China’s democracy and law, while leading the PLC.
Some analysts believe that the Legal Daily is indirectly
criticizing the current PLC of Zhou Yongkang, by reporting Qiao’s opinion on the PLC.
Qiao Shi is the retired former chairman of the CCP’s National
People’s Congress Standing Committee.
His new book “On Democracy and Rule of Law” was released
at the Great Hall of the People in Beijing on May 20.
The book revealed for the first time some facts about
withdrawing and restoring the Central PLC.
In 1988, the CCP started restructuring it’s departments,
separating the Party and the government.
On May 19, 1998, a Politics and Law Leading Group
was established to replace the PLC.
Qiao Shi made his position clear that the PLC is a subsidiary
body of the party committee.
He emphasized the party’s leadership over the PLC.
Meanwhile, Qiao believed that the PLC shouldn’t
interfere in other departments too much.
Analysts said that Qiao’s words
go against the expanding of the PLC.
Lin Zixu, current affairs commentator: “It is well-known
that the PLC is a tool to reinforce the party’s power.
However, it has never expanded so much before.
During the last century when Qiao Shi was the chairman
of the PLC, the power of PLC was limited.
But after Luo Gan took over, and especially after Jiang Zemin
began the persecution of Falun Gong, the power of the PLC has expanded drastically.
It has become a second power center
under Zhou Yongkang’s leadership.”
In She Mengxiao’s article published by Legal Daily, it said
that Qiao’s new book was exciting, cheerful and dear.
The book reminds him of the memorable years
when working under Qiao’s leadership.
She Mengxiao also gave high remarks to Qiao Shi.
Current affairs commentator Xing Tianxing said that
the official media won’t review anything without a reason.
To report Qiao’s different attitude toward the PLC
is to indirectly criticize Zhou Yongkang’s current PLC.
It might also indicate the possibility of withdrawing the PLC.
Xing Tianxing also said that the CCP has come
to a dead end because of the PLC’s abuse of power.
This abuse aroused public resentment
and appeals for political reforms.
Xing Tianxing: “The public opinion
on the PLC is the most significant.
Qiao Shi, has a high reputation amongst the public
and was welcomed as the former chairman of the PLC.
Now, the CCP elevates Qiao Shi again,
to seek a solution to the current crisis.”
Current affairs commentator Lin Zixu, said the CCP
is alerting the current PLC by using a veteran PLC leader.
Lin Zixu: “It might be an important step
in Hu and Wen’s effort to weaken the PLC.
Meanwhile, it is to let people know
about the PLC in the past.
It is trying to exclude the Central PLC Secretary from the
Central Politburo Standing Committee at the 18th Congress.”
It is reported that ahead of the 18th Congress,
the CCP is purging judicial systems at all levels.
It is gradually weakening Zhou Yongkang’s control.
No PLC secretaries or military officials
were elected in local standing committees.
They were all replaced by vice party secretaries
or vice mayors. This greatly weakened the power of the PLC.
