【新唐人2012年6月1日訊】中共十八大前夕，各省緊鑼密鼓的進行新一屆省常委換屆，繼廣東、上海、重慶後塵，山東政法委書記柏繼民不再擔任省委常委，退居二線到山東省人大擔任副主任。外界認為，政法委在全國各地的名聲非常惡劣，掌管政法委的周永康在十八大後必然退下。大陸民眾認為，如果不解體中共，只是取締政法委系統，中共同樣會換上另一個機構，百姓同樣會遭到鎮壓。
山東省委29號舉行了省委常委換屆選舉，劉偉、柏繼民等四人不再擔任山東省委常委。其中曾擔任政法委書記的柏繼民退居二線，到山東省人大擔任副主任。但官方媒體沒有提到今年58歲的柏繼民為何落選中共山東省常委。
有媒體報導，山東臨沂地方當局對盲人維權人士陳光誠的非法軟禁和虐待，是由柏繼民和公安廳長吳鵬飛直接下令。因此，外界認為，柏繼民的職位變動與「陳光誠事件」有關。
時事評論員伍凡認為，柏繼民僅僅是權柄下降了，級別沒有差別，只是職務改變。
伍凡：「是不是做一個預先的安排，現在很難預料，因為 陳光誠涉及到山東省政法委那麼多的官員，它怎麼處理啊，我看它很難處理。」
廣東省委29號也通過媒體對外公布，廣東原政法委書記梁偉發不再擔任政法委書記職務，由省委副書記朱明國兼任。此外，北京、浙江、青海、內蒙古的政法委書記也被調整撤換，並由省級黨委副書記兼任。
伍凡：「現在把他放下去以後，其他的常委的幾個書記，可以共同決定對你的下級、另外一個部門，可以進行指導、管理等等。採取這個措施，可是我的空差它們還會設一個機構，還會保留這個機構，叫不叫政法委我不知道。或者還是叫政法委，但是權柄略微減少半級下來，這是共產黨一貫如此，總要有個具體的人負責。」
旅美學者陳破空表示，實際上「政法委系統就是維穩系統」，現在政法委在全國各地的名聲非常惡劣。
時事評論家 陳破空：「現在的中共高層為了防範政法委所起的作用或者濫用權力，而且現在政法委在全國各地的名聲非常惡劣，尤其是不斷的追加維穩費，而且不斷的貪污維穩費，做盡了各種各樣的壞事，黑白兩道。所以政法委這種不得人心的機構有可能受到削弱。」
5月26號，大陸搜索引擎百度出現大批「廢除政法委」的文章，並在《百度知道》上設有「請問能否取消政法委員會編製？」條款。
伍凡認為，中共現在確實是面臨著老百姓的挑戰，但是如果中共只是換了另一個「周永康」上去，仍然是政法委的這樣一個機構，那麼，同樣會出現鎮壓老百姓的事情。

Politics and Law Committee Secretaries in Shandong and other Provinces Step Down
Just before the 18th CCP Congress, a new round of
appointing of provincial standing committee members is now being carried out.
Following Guangdong, Shanghai and Chongqing, Shandong
Politics and Law Committee (PLC) secretary Bai Jimin also
stepped down and was transferred to be Vice Chief of
Shandong People’s Congress.
Outsiders remarked that, the Politics and Law system had
a very bad reputation all over China and its head Zhong Yongkang
would probably be kicked out of the Politburo Standing
Committee after the 18th CCP Congress.
Some Chinese believe that, if only the PLC system not
the whole CCP regime were eliminated,
there would be similar agencies which would continue
to suppress the ordinary people.
On May 29th, Shandong made its regular “reelection” of
provincial standing committee members.
Four CCP officials including Liu Wei and Bai Jimin stepped
down from the committee.
Bai Jimin, the former Shandong PLC secretary, was
appointed Vice Chief of the Provincial People』s Congress as his new position.
It was not officially mentioned why Bai failed to stay
in the provincial standing committee despite the fact that he is only 58 years old.
Some media earlier revealed that, the illegal house arrest
and torture of the blind activist Chen Guangcheng by the
local government of Linyi, was directly commanded by
Bai Jimin and chief of Public Security Department Wu Pengfei.
Therefore, some speculated that Bai Jimin’s position change
was closely related to Chen the Guangcheng incident.
Political commentator Wu Fan noted that, although Bai’s
real power at hand decreased, he only changed to a new position at the same level.
(Wu Fan, Political commentator) says: ”It’s hard to tell
whether there was any beforehand plan behind his reappointment.
After all, a lot of officials of Shandong PLC have been involved
in the Chen Guangcheng incident.
How will the CCP deal with that?
I can’t see any easy solution.”
On the same day, Guangdong also announced through media
that, the former provincial PLC secretary Liang Weifa
stepped down and was replaced with the current
vice secretary of the provincial committee Zhu Mingguo.
In addition, the PLC secretaries in Beijing, Zhejiang,
Qinghai and Inner Mongolia were also replaced with the current vice secretaries of provincial committees.
(Wu Fan, Political commentator) says: “Although those PLC
secretaries stepped down, the new strategy is probably that
several officials from the provincial standing committee
become responsible for managing their subordinates in another agency.
I believe that the CCP will still create another agency
which functions similarly to the PLC, maybe under the same name or maybe not.
The administration tier of this agency might be reduced by
half a level or so, but the CCP has to find someone to be in charge of the job.”
Overseas Chinese scholar Chen Pokong remarked that,
the Politics and Law system was essentially a stability maintenance system;
but now this agency has earned
a very bad reputation all over China.
(Chen Pokong, Political commentator) says: ”The CCP leader
group now wants to keep watch on the PLC’s abuse of power.
The whole agency now has a very bad reputation nationally,
especially because they continuously increase
the costs of stability maintenance, continuously grab money
by corruption and have been doing all possible evil .
Being such an infamous agency, its power will probably
be cut in the future.”
On May 26th, many articles about “dismissing the PLC”
appeared on baidu.com, a Chinese website search engine.
An item called “Is it possible to abolish the Political and
Law system from government body?” was also created on zhidao.baidu.com.
Wu Fan further remarked that, the CCP were facing real
challenges from Chinese civilians;
but if the Political and Law system was kept , only replacing
its head with another person, the suppression of ordinary people would not stop.
