【新唐人2011年12月13日訊】12月11號,廣東省委書記汪洋在北京與重慶市、廣西自治區分別簽署戰略合作協議,並分別與重慶市委書記薄熙來、廣西黨委書記郭聲琨等人舉行座談。外界分析,中共媒體渲染汪洋與薄熙來的合作,一方面淡化兩人之間的爭鬥,另一方面汪、薄二人也各有所圖。
出席廣東與重慶、廣西合作簽約儀式和座談的,除了汪洋、薄熙來、郭聲琨,還有廣東代省長朱小丹、重慶市長黃奇帆、廣西自治區主席馬飆。
《新華網》、《人民網》、《廣州日報》等媒體,都以「汪洋與薄熙來座談稱廣東重慶合作十分愉悅」為標題。不過,汪洋在座談中沒有提到薄熙來的「唱紅打黑」和「共富12條」。
香港《動向》雜誌主編張偉國向《新唐人》表示,中共媒體有意沖淡汪、薄二人近年來的明爭暗鬥。
張偉國:「為了最大限度的保護他們自己的既得利益,在有的時候需要鬥爭,有的時候合作。當然,也不排斥他們用這樣一種合作的形式,來掩蓋他們臺面底下互相踹腳、勾心鬥角。」
《動向》雜誌曾披露,汪洋是繼李克強之後團派推舉的第二號總書記侯選人。也有分析認為,汪洋的目標是與習近平爭奪總書記之位,與薄熙來合作也有縮小對立面的意味。
薄熙來11號對廣東長期對重慶經濟社會發展給予的幫助表示感謝。《中國事務》主編伍凡指出,從汪、薄互動來看,薄熙來進軍中南海遭到挫敗後,目前處於守勢。
伍凡:「薄熙來在中共內部並不受歡迎,所以這個時候採取守勢、笑臉的攻勢,來希望得到汪洋對他一些好感和支持。可是汪洋我想也沒那麼傻瓜吧,不會去吹捧他,起碼從禮儀往來講可能有一些動作,但不會去講他好話,他們都不希望薄熙來能往上爬。」
自薄熙來主政重慶以來,在九位常委中,唯獨胡錦濤至今沒有踏入重慶,對薄熙來的所作所為也不置一辭。而胡錦濤已三次視察廣東力挺汪洋,此外,還在其他場合不斷表達對汪洋和「廣東模式」的支持。
汪洋11號說,近年來,廣東與重慶合作日益密切,2010年廣東在重慶投資項目1002個,實際到位金額430.5億元,目前廣東在重慶的工商經營戶超過5000家。
伍凡:「從北京的角度來講,也不希望重慶這個『唱紅打黑』再冒上來,所以要用廣東這個模式、發展擴張經濟的勢態去影響重慶,這個趨向可能存在的,所以他是得到胡錦濤的指使、支持,讓汪洋去影響薄熙來,這個局面現在開始形成了,至於能不能夠成功,要看以後中共黨內的鬥爭。」
自從江澤民10月9號強撐病體現身之後,江派不斷在香港和海外媒體上,放風有關十八大的人事安排,最近針對汪洋和習近平的負面消息不斷傳出,中共權力鬥爭日趨激化。
另一方面,汪洋在廣東經濟轉型、體制改革等方面加快步伐,他最近高調批評政府「不肯放權」,廣東宣佈放寬民間組織登記,等等。這次廣東與重慶、廣西簽約,汪洋與薄熙來罕見的談起了合作。
張偉國:「因為他們現在已經都不是為了共產主義的理想、為了黨的利益,而是為了自己的既得利益,共產黨這條船要沉的危機已經迫在眉睫,首先要把這個船穩住了,不能讓這個船沉掉,他們才有利益可分;如果這個船沉掉了,他們再鬥也是白鬥了。」
外界分析指出,中國目前最大的危機是經濟困境,中共權力鬥爭只會加劇經濟危機,一旦爆發,隨著帶來的社會和政治危機,將使中共權貴階層面臨被清算。

Why has Wang Yang Co-Operated with Bo Xilai?
On December 11 in Beijing, Secretary of Guangdong
Chinese Communist Party (CCP) Committee, Wang Yang,
signed strategic cooperation agreements with Chongqing
and Guangxi, respectively.
Wang held separate talks with Chongqing CCP Secretary,
Bo Xilai, Guangxi CCP Secretary, Guo Shengkun, and other related officials.
Analysts say the CCP official media places emphasis
in reporting about cooperation between Wang and Bo,
aiming to play down their strife, meanwhile,
to strive for their own personal interests.
The CCP officials who attended the signing ceremony and
talks between Guangdong and Chongqing, Guangxi,
were Wang Yang, Bo Xilai, Guo Shengkun,
acting governor of Guangdong, Zhu Xiaodan,
Chongqing Mayor, Huang Qifan and Ma Biao, Chairman of
Guangxi Autonomous Region.
The news was reported by several CCP official medias
including Xinhua News Agency, People.com.cn and
Guangzhou Daily, with the same title: Wang Yang -Bo Xilai
Talk Says the Guangdong-Chongqing Cooperation is Very Pleasant.
However, during the talk, Wang Yang did not mention Bo’s
singing of the red songs campaign and 12 approaches to achieve common wealth.
Chief editor of Hong Kong’s Trend magazine, Zhang Weiguo,
analyzes, the news shows that
the CCP official media attempts to play down the infighting
between Wang and Bo in recent years.
Zhang Weiguo stated: “In maximum protection of
their own vested interests, struggling or cooperation are occasionally needed.
Of course, they don’t exclude using such a form of
cooperation to cover up their under- the-table feet kicking and intriguing against each other “
Trend magazine revealed that Wang Yang ranks the 2nd
candidate, after Li Keqiang, in CCP Youth League fraction, for the CCP General Secretary.
Some analysts believe that Wang views Xi Jinping as a
competitor for the post of CCP General Secretary.
Thus, his cooperation with Bo gives an implication of
reducing the extent of opposition.
On December 11, Bo Xilai expressed thanks in public
for the long-term economic and social development that has been provided by Guangdong to Chongqing.
Chief editor of China affairs magazine, Wu Fan, says that
the interaction between Wang and Bo shows that Bo is currently on the back foot.
Wu Fan stated: “Bo Xilai is the least welcome inside the CCP.
So at this moment, he puts himself on the defensive
but making jokes with a smiling face,
just to gain a good impression and support from Wang.
But I don’t think Wang is such a fool to flatter Bo accordingly.
He probably acts in the forms of etiquette, but rather to praise Bo,
As they all wouldn’t like to see Bo climbing to the higher positions.”
Since Bo Xilai began his reign in Chongqin,
among CCP’s nine Standing Committee members,
Hu Jintao is the only exception of assuming the office
in Chongqing. Hu never comments on Bo’s acts.
However, he visited Guangdong three times,
strongly backing up Wang Yang.
On some other occasions, Hu also gave affirmations to
Wang and his “Guangdong Model”.
On December 11, Wang Yang stated that in recent years,
the cooperation between Guangdong and Chongqing was getting closer.
In 2010, the amount of Guangdong-invested projects located
in Chongqing reached 1,002, with actual capital transfer of RMB 43.05 billion.
Chongqing has currently over 5,000 industrial and commercial
businesses of Guangdong owners.
Wu Fan reportedly said: “The Beijing regime also doesn’t
want to see a reemergence of the campaign of singing red songs and an attack on the mafia, in Chongqing.
So it uses Guangdong as a model, with its avocation of
economic expansion, to influence Chongqing.
Such a trend probably does exist. So with Hu Jintao’s instigation
and support, Wang acts to impact Bo. Now we’ve seen the situation has taken shape.
As to whether it could be successful or not, that’ll rely on
further struggles inside the CCP. ”
Since Jiang Zemin’ shows of an obvious sickness on October 9,
the Jiang’s clique has continued to release news about personnel arrangements of CCP’s 18th Congress.
Recently negative news about Wang Yang and Xi Jinping were
frequently reported, showing the power struggle within the CCP has increasingly intensified.
On the other hand, Wang Yang steps up the economic
restructuring and system reform in Guangdong province.
Recently he publicly criticized the authorities’ unwillingness
to decentralize.
Guangdong has announced to ease the registration
requirements for non-governmental organizations.
And now, Wang went so far to rarely talk about cooperation
with Bo, and signing an agreement with Chongqing and Guangxi.
Zhang Weiguo said: “Because now all their purposes
are not to realize the communist ideals and the CCP’s interests, but gaining their own vested interests.
The crisis of the CCP’s boat sinking is now seen as imminent.
So they’ll stabilize the boat firstly, not letting it sink, then
they can secure the dividing up of interests between them.
Otherwise, even if they continued to fight each other,
their struggles are in vain.”
The outside comments point out, that the biggest crisis
in China is the economic hardship.
The CCP’s power struggle only fuels the economic crisis.
Once the crisis breaks out, the social and political crisis
will ensue, then the CCP’s dignitary strata will end up on trial.
