【新唐人2011年11月22日訊】11月18號,美國眾議院提出,將調查「華為」和「中興」等中國電訊企業在美國擴張業務的過程中,是否給美國國家安全帶來威脅。
美國眾議院情報委員會上星期四表示,將調查中國科技公司在美國發展是否會給中共政府提供更多機會進行電子間諜活動,甚至危害到美國的電信基礎設施,並且從美國公司盜竊價值數百萬美元的受知識產權保護的機密。
再次被眾議院情報委員會“鎖定”的“華為技術有限公司”是全球第二大電訊設備製造商,2001年在美國德克薩斯州設立美國總部,目前在美國有1500名僱員。「華為」的創始人任正非曾在中共軍方任職,從事軍事科技研發,這使得美國國會議員們擔心「華為」有中共軍方背景。
前中共情報官李鳳智披露,中共情報工作的重要途徑,就是利用駐目標國的一些機構、團體來做情報工作。
李鳳智:“以個人名義在目標國,在美國成立的公司,或者一些私人性質的大型的企業的駐外分公司,還有一些像以中共政府為背景的。這裡邊都可以安插進工作人員。然後尋找適當的時機,來獲取或重要,或不太重要的,或者大,或者小的各式各樣的情報,當然也包括軍機情報。”
美國政府近來加強對中共經濟間諜問題的關注,11月初,美國情報官員就在一份報告中說,中國是世界上最活躍的從事經濟間諜活動國家,並指責中國利用網絡竊取敏感信息。其中,網絡竊密主要鎖定醫藥、信息科技、國防設備與先進材料等產業。
美國南卡羅來納大學艾肯商學院教授謝田:“我想中國是否在獲取其他國家,西方國家,尤其是美國歐洲這些先進的技術啊,已經是路人皆知的事情了。為甚麼我們說中國是一個仿冒大國、盜版大國、剽竊的大國呢?這是因為實際上它就是用非法獲取的技術,或者抄襲的技術呢,來仿照或複製其他國家有品牌的,或者有專利權的產品。”
對於美國參議院的調查,中共外交部發言人劉為民上星期五在北京對記者說,希望美方不要將經濟合作“政治化”。但謝田教授認為,中共盜取美國技術是既定的國策,是中共本身把經濟“政治化”。
美國南卡羅來納大學艾肯商學院教授謝田:“實際上正在盜取美國一些技術的呢,大部分通過中共軍方的企業。尤其通過互聯網盜取的話呢,都是有軍方背景的公司和企業在操作在執行著。拿到了這個技術以後呢,真正受益的也是中共軍方的企業。實際上是中國國有企業。這本身就是一個政府的行為。實際上中共這個盜竊本身是一個既定的國策,所以就是完完全全政治化的東西。那它現在指責西方國家不要把經濟『政治化』,這個確實是蠻滑稽的。”
美國密歇根州共和黨眾議員、「情報委員會」主席羅傑斯(Mike Rogers)表示,委員會已經進行了初步調查,包括簡要匯報情況和約談情報官員。「情報委員會」還將調查中國企業向美國電信系統提供元件的方式,及這類活動可能帶來的安全威脅。

Chinese Telecommunications Expansion Questioned
On November 18, the U.S. House of Representatives
Investigated Chinese telecommunication companies such as Huawei and ZTE,
to find out if they pose a security threat to the United States,
due to their close ties with the Chinese regime.
U.S. House Intelligence Committee (HIC) last Thursday
decided to investigate Chinese science and
technology companies in the United States to see if they offer
the Chinese regime an opportunity for
electronic espionage into U.S. affairs or are harmful to
the United States』 telecom infrastructure,
which could result in the theft of millions of dollars worth of
confidential intellectual property from U.S companies.

Upon learning that the Governor of Calif. was coming to visit,
Huawei Tech. Co. Ltd, is the world』s second largest telecom
equipment manufacturer, which again came under investigation by the U.S. HIC.
Headquarter in Texas, Huawai began its operations in 2001.
They currently have 1,500 employees.
Huawai』s founder, Ren Zhengfei, worked
for the Chinese Communist Party (CCP) military and studied military technology development.
His CCP military background is worrisome to U.S. Senators.
Former CCP intelligence officer, Li Fengzhi,
exposed the fact that
the CCP』s main way to gather intelligence is using a
target country』s organizations to achieve their purposes.
Li Fengzhi: “To register a company in a target country,
in this case, the United States, one can register using an individual』s name,
or branch of private enterprises overseas,
or companies with Chinese Regime background.
The CCP can send their staffs to work in these companies.
Later, these companies look for and find opportunities to
collect intelligence data, including military related data.”
The U.S. government recently raised economic espionage
concerns as it relates to Chinese companies.
In early November, U.S. intelligent officials said in a report
that China is engaged in more economic espionage, than any other country in the world.
They accused China of using the Internet
to steal sensitive information, including medical,
information technology, defence equipment,
and advanced materials.
Xie Tian, a professor at the Aiken School of Business
at the University of South Carolina: “I think everyone knows
that China has being collecting other countries』 technology
including Western countries』 technology,
especially the U.S. and European countries』 advanced
technologies.
Why do we call China a counterfeit country,
a copyright infringement country, and a plagiarized country?
Because it is a fact that China uses illegal and
stolen technology, to copy other countries』 existing products.”
In response, foreign ministry spokesman, Liu Weimin,
told a Beijing reporter that he was hoping
that the United States would avoid 『politicizing』 the economic
co-operation between the United States and China.
However, Xie Tian believes that the fact that the CCP steals
U.S technology is definitely a national strategy, on China』s part.
It is China that actually 『politicizes』 the economic co-operation
between the two countries.”
Professor Xie Tian, from the Aiken School of Business
at the University of South Carolina: “In fact,
some U.S. technology is stolen mostly through
the CCP』s military enterprises.
In particular, if it was stolen through the Internet,
there are enterprises and companies in operation with a CCP military background.
After getting the technology, the real beneficiaries
are the CCP military’s enterprises.
They are actually Chinese state-owned enterprises.
These are the behaviors of the Chinese Regime.
In fact, this theft by the CCP itself, is an established national policy.
So it is something completely politicized.
However, the CCP is now telling Western countries
not to ‘politicize’ their economic ties with China. This is really quite funny."
Mike Rogers, U.S. Representative from Michigan and
Chairman of the Intelligence Committee, said that
the Commission has conducted a preliminary investigation,
including a brief report on the situation
and has conducted interviews with intelligence officials.
The Intelligence Committee will also investigate the ways
that Chinese enterprises provide components to
U.S. telecommunications systems, and the security threats
that such activities could bring.
