【新唐人2011年11月15日訊】中國首次發佈的《中國會議藍皮書》指出,中國每年舉辦的各種會議多達幾千萬個,經濟產值近萬億元。「會議經濟」正成為拉動地方經濟的新增長點,同時也成了某些單位「政績」的一部分,於是大型會議中心、分會場,一個個建立。專家認為,過多的會議解決不了實際問題,更多的是形式主義。
中國國際會議舉辦城市,在全球232個城市中排名前六名,分別是:北京、上海、成都、南京、杭州、大連。一些城市快速的擴建大型會議中心,使用效益卻很低。不少會議表面上是開會,實際上成了旅遊。而國際學術會議主辦方往往還要負擔參會者的食、住、行全部費用。
《中國會議藍皮書》彙集了全中國18個省和直轄市、39個城市的近百個會議型酒店的8270個會議信息。
全國政協委員、北京師範大學教授劉炎表示,一年舉辦多少國際會議,是某些單位「政績」的一部分,哪怕賠本也要賺吆喝。
《中國青年報》也曾經報導,一位政協委員感慨的說,有人弄個項目,打起一個旗幟,就能舉辦國際會議。拉幾個金髮碧眼的人捧場,就敢叫「國際學術會議」。
而全國政協委員、南京大學教授高抒向媒體表示,對國際學術會議的熱衷,原因是,在各種類型的考核中,比如專案、學科建設、人才計劃申報、院士評選都會出現這樣的指標:舉辦了幾次國際學術會議﹖作過多少國際學術會議的報告﹖他說,考核看的是數量,不講質量。
另一方面,有的單位手上有錢但是沒有名目,很難轉化成可以消費掉的錢,通過國際會議的名義就可以把錢花掉。
美國南卡羅萊納大學經濟系教授謝田:「中共它開了很多各種各樣的多少大多少大的會議,但實際上它這些代表的費用都是民脂民膏,都是從國庫直接支付的,人大和政協的會議我們也知道,實際上每年或每四年五年一次,也花費了很多民脂民膏。」
全國政協委員、北京大學教授丁偉岳院士告訴《中國青年報》,國際會議氾濫的現象,已經存在若干年了。有的項目,錢多得不知道怎麼用,如果你開個國際會議,確實能夠解決花錢的問題。
謝田:「實際上就是一個腐敗的溫床,也是一個中共官員浮華、揮霍中國老百姓、人民的資產,納稅人的資產,這也像中共一個獨特的腐敗形式。」
根據國際會議和大型會議協會的統計報告,世界上大多數國家只有兩種主要會議,就是「社團會議」和「公司會議」,而中國則擁有另外兩大類主要會議:政府會議和事業單位會議。

“Conference Economy” – New Performance Indicator
According to China’s first Chinese Conference Blue Book,
China holds tens of millions of conferences a year, with economic value of nearly a trillion RMB.
“Conference Economy" has become the new area
to drive local economic growth.
It has become a “performance indicator” of some organizations.
Large conference centers and meeting rooms are built.
Experts believe that too many meetings cannot solve problems.
It is only a formality.
The top six among the 232 cities in the world for holding
international conferences are in China:
Beijing, Shanghai, Chengdu, Nanjing, Hangzhou and Dalian.
Some cities are rapidly expanding large conference centers,
although the usage of these places is very low.
Some of the meetings are actually just site-seeing and touring.
International conference organizers often have to pay all costs,
including food and accommodations of participants.
Chinese Conference Blue Book collects information of 8270
conferences held in nearly 100 hotels in 18 provinces and municipalities, and 39 cities.
CPPCC National Committee member, Professor Liu Yan
of Beijing Normal University expressed a view on the issue.
He thinks the number of international conferences held each
year is becoming a performance indicator of some organizations.
They held conferences even when losing money.
China Youth Daily published the words of a CPPCC National
Committee member, that anyone can set up a banner and hold international conferences;
they get some foreigners with blond hair and blue eyes,
and call it “international academy conference.”
CPPCC National Committee member, Professor Gao Shu
of Nanjing University told the media,
the enthusiasm for international academic conferences
is due to the KPIs assessment.
It includes establishing projects and disciplines,
applying for talents, evaluating members of the academy,
number of international conferences held, papers
presented at international academic conferences, etc.
He said the assessment should focus on quality,
instead of quantity.
On the other hand, some organizations have money, but
don』t have a way to spend them, so they organize conferences.
Prof. Xie Tian (Economics Dept. Univ.of South Carolina):
“Chinese Communist Party (CCP) holds many large meetings.
All participants』 expenses for are paid for by public money.
It is directly paid from the national treasury.
We know the NPC and CPPCC meetings are held yearly
or every four-five years and paid for with tax-payers』 money.”
CPPCC National Committee member, Professor Ding Weiyue
of Beijing University told China Youth Daily,
the proliferation of international conferences in
Mainland China has existed several years.
Some projects have so much money.
They don』t know what to do with them, so international
conferences can solve the problem and utilize the money.
Xie Tian: “At present, China is hotbed of corruption. It』s also
a unique form of CCP officials wasting taxpayer’s money.”
According to data of International Congress and Convention
Association (ICCA), most countries hold two types of conferences, “community" and “corporate."
China has two other major types of meetings:
government conferences and public institution conferences.
