The Green Scarf School Program
Anchor:
An elementary school in Xi’an, Shaanxi Province required
all students who performed poorly to wear a green scarf, which they could not take off during school or at home.
This requirement not only makes children and parents
feel embarrassed, but also netizans criticized this tactic,
labeling it discrimination and calling it a tragedy
of the Chinese education system.
Reporter:
At noon on October 17, when the school bell rang,
students walked out of the school gate
at the No.1 Experimental Primary School in
Xi’an Weiyang District, then lined up to go home.
The children with green scarfs stood out among the crowd.
A first-year student said, “Naughty and bad students have to
wear green scarves."
The teacher told them not to take the scarves off at school
or at home, or else they would be criticized in class.
According to Chinese media reports, parents said
they did not understand the purpose behind the green scarves,
as the school had not previously sought parental consent
or reported the issue to higher authorities.
On October 14, students who performed poorly were given
green scarfs.
A teacher said, the purpose of the green scarves is to
strengthen and improve the quality of a child』s education
and training, encouraging them to be more diligent.
But more than a half of the students wore green scarfs
among 90 first-year students.
Once the Green Scarf incident was reported, it was criticized online.
A Tencent microblogging article titled, “Do you agree
that poor performing students should wear green scarves?"
became a hot topic as of 6:15 p.m. on the October 18,
with 98.09% of users voting: “no, it will hurt a child』s self-esteem."
Sun Wenguang, a former professor at Shandong University:
“You force him to wear a green scarf, everyone will laugh at him, which is a personal insult, which will cause him mental torment.
Don』t do this to young kids, please do not suppress them!
There』s too much suppression now, please do not use green scarves
to suppress kids; it』s simply absurd."
Many education experts also believe that education incentives
should be reasonably competitive, and based on interests of an equal basis, so each child can be happy and equally, respected.
To wear a special sign to broadcast a student』s poor performance,
will create social barriers for these students; it is a personal insult.
Huang Qi, founder of SkyNet of 6•4 said:
“It is a longstanding practice in China to inflict corporal punishment
on groups of people who do not obey the Party, forcing them to wear some kind of insulting sign draped on their body.
There were people who were referred to as ‘landlords, rich peasants,
counter revolutionaries, bad guys, and rightists』 before, and wore a placard, or special colored clothes.
This culture has continued up until today."
Hong Kong Apple Daily was quoted as saying,
“Mainland scholars contend that the Green Scarf incident
on October 19, at the Xi』an elementary school,
and the death of a young child in Foshan City, who was crushed
by a car, were due to the impetuous nature of Chinese
living in a utilitarian society which seriously lacks social morality."
Huang Qi: “The series of moral bankruptcy issues we』re seeing
in China today, are closely related to this kind of education.
It is precisely due to children being subjected to corporal punishment
in school, children of petitioners being treated differently than other students, with some children even being illegally detained for dozens of days.
How will this form of education affect our next generation?
We can only imagine."
After hearing parents and netizens complain, district education
authorities were forced to halt the 『Green Scarf』 campaign, taking back all green scarfs that were in circulation.
