美國副總統拜登,21號上午在「四川大學」發表演講時表示,美中存在「最大的分歧也許就是人權」,這句話似乎給平民價的“總統套餐”和天價的“首長保健菜”作出了最好的註腳。
8月18號,美國副總統拜登,和美國駐華大使駱家輝以及家屬,一行5人來到北京鼓樓“姚記炒肝”小吃店用餐。據美國駐華使館發佈的中文微博顯示,用餐費用總共79元,但拜登在結帳時對店主說,給小店帶來了不方便他感到抱歉,並掏出100元結帳,剩餘的按照美國習慣作為小費。
《南方都市報》評論說,拜登的級別有多高這個不言自明,而中共官員夠級別的處級以上官員,工作餐也好,酒場也好,一概要到星級賓館內大吃大喝一頓。拜登去一個名不見經傳的小店開吃,對於中共官員來說,實在是太“寒磣”了。
北京最近新開張的“劉老根會館”,推出“首長保健菜”等菜式,最貴的達2000元,基本上都是成本偏高的海鮮。這家會館的老闆就是被稱為“中宣部文藝代言人”的小品演員趙本山。
《重慶晚報》的報導說,“劉老根會館”消費最貴的是供客人包場所用的幾個四合院,其中“趙家大院”最低消費每天18萬元人民幣,專供中共官員公款享用。
大陸網友對“劉老根會館”的天價“首長保健菜”表示譏諷,有留言說“朱門酒肉臭,路有凍死骨”,也有網友說:“中國是首長的天下”建議將“首長保健菜”改名為“馬屁菜”。
而湖南省衡南縣委辦下發紅頭文件,要求各單位必須到指定的「鑫泉賓館」“定額消費”,109個單位在一年內要消費170多萬元,費用全部從縣財政公款中扣除。
有資料顯示,中國公款吃喝開支2005年已經達到6000億,是國防開支的3倍。中央單位公務接待一年花費超過14億。地方政府和央企公務接待費用資料更令公眾咂舌:北京2010年公務接待費為0.9億元、陝西2010年公務接待費為2 .05億元、上海2011年公務接待費預算為3.3億元。
在豪華奢侈的“首長保健菜”的中國大陸,美國總統卻從容享用79元的平民餐,民主國家總統的平民作風讓中國老百姓感慨,拜登和顧客的合影也被網友紛紛轉載。

Following the U.S. Vice President Joe Biden』s visit to China,
『Yao Fried Liver』 restaurant is packed with people in Beijing.
They are eager to try the five-course 『Presidential Package』
for the price of RMB79.
In contrast, 『Liu Laogen Center』 restaurant opened with
the introduction of 『Leader』s Healthy Food』 at RMB2,000.
Is the price the only difference between the two places?
U.S. Vice President Joe Biden gave a speech
in the morning of August 21, at Sichuan University.
He pointed out that the greatest divergence
between US and China is human rights.
This sentence seems to make the best footnote for the price
of the 『Presidential Package』 and the 『Leader』s Healthy Food.』
On August 18, US Vice President Joe Biden, together with
US Ambassador Gary Locke』s family,
came to 『Yao Fried Liver』 restaurant at Beijing Drum Tower.
The US Embassy wrote on its Chinese-language microblog,
the dinner cost a total of RMB79.
Biden thanked the owner for the convenience he might have
caused and left RMB100, the remaining being the tip.
Southern Metropolitan Daily commented that
Biden’s high rank is self-evident.
Chinese officials at the division level and above,
will all go to high-starred hotels to drink and dine.
Biden preferred a little-known restaurant for a meal,
which to the Chinese officials would seem far too shabby.
Beijing』s recently opened Liu Laogen Center
introduced in the menu the 『Leader』s Healthy Food』 line.
The most expensive meal is RMB2,000,
which is basically the high-end costing seafood.
The restaurant』 manager is comedy actor Zhao Benshan,
who is called 『Propaganda Department』s Art Mouthpiece.』
Chongqing Evening News reported, the most expensive part
at 『Liu Laogen Center』 is the several quadrangle courtyards.
『Zhao』s Courtyard』 costs minimum RMB180,000 per day.
It is specially for Chinese officials, to spend public』 funds.
Mainland netizens are sarcastic about the expensive
『Leader』s Healthy Food』 at the 『Liu Laogen Center.』
One message said, 『Wine and meat smell at the rich』s home,
while some get frozen to death on the road side.”
Another said: “China is the world of the leaders."
He proposed to rename the dish 『Crupper Food.』
Official documents issued by Hunan Hengnan commission,
requires officials to go to designated Golden Spring Hotel,
and to consume a “fixed amount.” 109 units will consume
over RMB1.7 million, deducted from the public funds.
Data show that food and drink expenditures with public funds
have reached RMB600 billion in 2005,
three times that of the defense spending.
Official receptions of the central government
cost over RMB1.4 billion per year.
Local governments and official companies also cost a lot.
Official reception fee in Beijing in 2010 was RMB900 million,
was RMB205 million in Shaanxi, and in Shanghai
in 2011 will be at least RMB330 million.
Comparing to the luxurious 『Leader』s Healthy Food』 in China,
the US VP has calmly enjoyed a civilian meal for RMB79.
The democratic countries』 civilian style touches the Chinese.
Biden and the customers』 photo was welcomed by netizens.
In the morning of August 21, US Vice President Joe Biden
gave a speed at Sichuan University.
He said, “Perhaps the biggest difference between US
and China resides in human rights."
Biden emphasized that he believes human rights
improvement is the driving force of a country.
Commentators noted that Biden’s remarks highlight again
