【新唐人2011年8月12日訊】中共近期召開了國務院常務會議。會議決定採取三項措施,其中將降低各種時速的高鐵速度。專家認為,中國高鐵這一次降速,雖然是中國鐵路十多年來的第一次「拐彎」,但這並不是造成7.23溫州動車事故的真正原因。請看報導。
8月10號,中共總理溫家寶主持召開國務院常務會議,決定開展高速鐵路及其在建項目安全大檢查。適當降低新建高速鐵路運營初期的速度,新的鐵路建設項目將暫停審批,已經審批但還沒有開工的建設項目,則重新進行安全評估。
分析認為,上個月23號,溫州發生嚴重動車追尾事故,死傷慘重,震驚海內外。對於中共國務院決定的高鐵減速措施,只是溫州動車追尾事故之後,鐵路系統對中國高鐵的一次「補課」。
章天亮(時事評論家):「實際上我覺得現在呢?最關鍵的是要查明事故的真正的原因。因為這個事故的原因不僅僅是一個速度的問題。還有別的原因。你那些問題都不解決的話,你僅僅是把速度減下來的話,並不能解決真正的安全問題。」
時事評論家章天亮認為,發生安全事故的原因並非單一個部門的責任;從先前的施工、設計、監理,包括最後的審批、項目的論證,以及溫州事件發生之後,在第一時間施行不符合常識的救護方式,掩埋車頭、車身等銷毀證據的做法,是誰下的命令?
章天亮:「現在中共所指出來的話,它只是問題的一部分。就是你假如說,有十種可能導致的這樣的一個結果,中共可能只是找出其中3個可能。其他剩下這7種可能是它的制度原因造成的,它(中共)就不去觸碰它。這樣的話。你可能解決了這3個問題,但是後面那7個問題你沒解決的話,那麼將來還會有很大的安全隱患。」
鐵道部原副總工程師、科技司司長周翊民,曾向媒體表示,目前的幾條高速鐵路發生的一些問題看起來不大,實際不小,「但都保密。」比如,太原到石家莊的石太線才建了2年,已經出現了40釐米的沉降;據說京津城際鐵路也出現了沉降。
竹學業(加拿大蒙特利爾康可地亞大學結構工程學博士、抗震工程專家):「它的施工太快,施工太快的話就會有問題。因為它是高架鐵軌的,所以,它那個橋下邊它自然要基礎。它這個沉降是需要一個很長時間才能夠完成的。那沉降沒有完成,那它就是這樣做了,自然而然的就是通車之後它會沉降的。所以,它這個趕工期啊,短期內不會有甚麼問題,時間長了一定會有問題。好多事情就是短期內出效益,但是長期出災難。」
中國分析人士「南匈奴」也表示,目前,老百姓最關心的是乘坐高鐵的安全問題。
南匈奴(中國社情分析人士):「我覺得補了這一個大窟窿還可能出更大的窟窿,中國高鐵的這個東西,基本上就是政府信用的公信力的一個反映;它即便是大檢查,如何檢查?檢查的結果是怎麼樣老百姓也參與不進去,是不是像反腐敗一樣越反越腐敗、越檢查越不安全,我們沒任何把握,沒辦法讓人相信。」
南匈奴指出,核心問題是,百姓何時可以參與監督當局目前90%黑箱操作的各項施政;當局的政治體制不改,百姓只能自求多福。

Railway Reflects CCP Credibility
The Chinese Communist Party (CCP) recently held a
State Council Executive Meeting.
The meeting decided on three measures, one of which is
to reduce the speed limit for high-speed rail.
Experts believe, while reducing speed might be
the first “turn” Chinese railway has taken in over 10 years,
this is not the real cause of the recent Wenzhou tragedy.
On Aug. 10, Communist Party (CCP)’s premier Wen Jiabao
chaired a State Council Executive Meeting.
It was decided that a large-scale inspection of high-speed
construction projects was to be launched.
They will reduce the speed of newly constructed high-speed
railways, suspend all new railway construction projects,
and reassess all projects that haven’t started construction.
Analysts believe that on July 23, the train rear-end collision
tragedy sent shock-waves across China and abroad.
Regarding State Council’s decision to slow down high-speed
rails, it’s only a “make-up" lesson after the Wenzhou tragedy.
Zhang Tianliang (Current Issues Commentator): “The most
important thing is to identify the real cause of the accident.
The cause was not only the speed;
there were other reasons.
If you don’t solve the other issues, only slow down the train,
it will not solve the real safety problems.”
Zhang believes the cause of the accident
was not the responsibility of one department.
It was a combination of construction, design, supervision,
and the final approval and project assessment.
Then the absurd decisions made after the Wenzhou tragedy,
like burying the trains to destroy evidence
during the rescue. Who made these decisions?
Zhang Tianliang: “What CCP pointed out is only part of the
problem. If there are 10 possible causes, CCP only tells 3.
The other seven causes might result in problems
for the CCP’s rule, so it will not touch them.
In this case, if you solved three problems, while the other
seven remain, then bigger safety risks exist in the future.”
expressed that the problems with these high-speed railways
seem small, but are actually quite large and “all kept secret.”
“The newly built Taiyuan-Shijiazhuang line has sunk 40cm.
Some think Beijing-Tianjin inter-city railway is also sinking.”
Zhu Xiuyie (Ph.D, Canada’s Concordia University):
“Construction was rushed, which caused problems.
There are many elevated tracks, which require a good
foundation. Settlement of the soil requires some time.
If the settlement was not complete, the track will sink
after the trains start to run.
Fast construction will cause problems in the long term.
These things give short term rewards, long term disasters.”
Chinese Analyst, Nan Xiongnu, also expressed, that the
public cares most about the safety of the high-speed rail.
Nan Xiongnu: “Fixing this big hole will cause an even bigger
hole. The high-speed railway reflects the CCP’s credibility.
Even if CCP does a large inspection, so what?
The general public won’t be allowed to know the results.
Like anti-corruption attempts cause more corruption,
inspection will make it more unsafe.
We don’t have any assurance, nothing to make us believe.”
Nan Xiongnu asked how the general public could supervise
the regime’s projects, which are 90% black-box operations.
If the regime’s totalitarian rule won’t change, the people
can only hope for the best and prepare for the worst.
