【新唐人2015年01月03日訊】在上海跨年夜活動上發生的踩踏事故,讓36條無辜的生命定格在了2014年的最後一天。受傷的人數也在2號增加到49人。事故發生之後,除了質疑當局是否隱瞞死傷人數,管制新聞報導之外,各方面對上海政府問責的聲音不斷,甚至直接呼籲市委書記韓正下臺。
上海外灘踩踏事故引發的震驚和悲傷延續到新的一年,人們帶著鮮花來到陳毅廣場,自發向罹難者表示哀悼。
在跨年夜發生事故,被很多中國人視為不好的預兆,不過上海市民表示,上海市府已經對媒體報導進行了管控,試圖把壞事變成不讓自己太難堪的「好事」。
上海市民鄭建明:「上海電視台反而最低調,因為同樣事情發生,我們也看了其它省市的電視台,報的比我們更詳細。上海電視台就簡單報一個像照片一樣,它沒有現場的視頻。」
上海維權人士顧國平:「他就這麼說,我們在搶救的過程中,產生了各種英雄事蹟。什麼工作人員盡職,救護人員獻出了什麼。好了,把一個事故,明明是個壞事,變成好事了。掩蓋了這個事故的性質,掩蓋了這個事故應當怎麼避免。」
踩踏事故是怎麼發生的,是否能夠避免?上海警方目前仍然沒有給出說法。一度傳出是因為有人從高層建築上拋灑類似美金的俱樂部代金券,引發哄搶造成的。但時隔一天,多家大陸媒體報導說,拋灑代金券的地點距離事故地點60米,而且時間也在踩踏事故之後。
好幾位上海市民則認為,保安工作的疏忽,才是導致慘劇的主要原因。
上海市民唐先生:「還是那個安保問題,確實做的不到位。在上海這種大都市裡看到這種踩踏事故,感到真的是很難過。」
顧國平:「我覺得這是管理上面有問題。他沒有規範好,這個樓梯在人多的時候必須一個方向走路。又上又下兩股勢力混在一起,那肯定要發生踩踏。所以這是他們管理上出現的問題。我們現在還在議論,這件事情本應該不會發生。」
人們正在議論這起事故「本不應該發生」的原因,包括幾個方面。
其中之一、是外灘當天並沒有像前幾年那樣舉行燈光秀。英國廣播公司《BBC》中文網說,有消息指,許多民眾並不知情。到達陳毅廣場後,發現看不到燈光秀的人群試圖離開,和仍然想進入觀景平臺的人群發生擁擠。
其二、是上海當局缺乏預防意識,低估人流,沒有做出應對大人流量的特別預案。
其三、是警力不足,缺乏應變能力。黃浦公安分局指揮中心副指揮長蔡立新承認,事故當晚外灘的人流量已經超過「十一」,但佈置的警力卻比「十一」時少。在陳毅廣場開始出現擁擠人群時,才先後調派500名警員到該區域。
因此,民間對上海市政府的問責聲不斷,有不少網民直接要求上海市長楊雄、市委書記韓正下臺。
顧國平:「韓正應當考慮,不是人家要你下臺,而是你應該主動的引咎辭職。因為發生這樣的事故,對你是應當有責任的。」
甚至包括《新華網》在內的中共媒體,也連續發文,問責上海政府。《新華網》1號引用公安大學安全管理專家張弘的話說:根本原因是政府麻痹大意,其實,公開的多個資訊都已經透露出危險的信號,但是都被管理者忽視了。
台灣《聯合新聞網》2號的文章認為,踩踏事故可能在上海官場引爆大地震。上海市政府相關單位沒有管控好人潮,是造成意外的主要原因,上海市政府、市公安局領導負有直接責任。在中共總書記習近平主政下,估計會有多人因此下臺。

Shanghai Municipal Government Responsible for Stampede
A stampede in Shanghai during the New Year’s Eve
celebration ended 36 lives on the the last day of 2014.
The count of the injured also increased to 49 on 2 Jan.
After the stampede, besides questioning whether the
authorities concealed the casualties and censored news,
all parties have kept questioning Shanghai government
accountability, and even directly called for Han Zheng,
the Party Secretary of Shanghai, to step down.
The stampede in Shanghai’s Bund area brought shock and
grief to the new year, people spontaneously came to
Chen Yi Square with flowers, and expressed their
condolences to the victims.
As this accident happened during the New Year’s Eve
celebration, many Chinese believe it’s a bad omen.
However, Shanghai citizens claimed that the Shanghai
government has controlled and censored media reports,
trying to convert this bad thing into a not-too-embarrassing
“good thing".
Shanghai resident, Zheng Jianming: “Shanghai television
stations are the most low-key, while television stations
from other provinces have given more detailed reports about
the accident than us.
Shanghai TV reports are simple as a picture,
there is no video recording at the scene."
Shanghai human rights activist, Gu Guoping: “They just said
many heroic deeds occurred during the rescue process,
such as the staff are dedicated, rescue teams are dedicated."
“As such, a bad accident has converted into a good thing,
the nature of the accident has been concealed as well as
how the accident should have been avoided."
How did the stampede happen? Could it be avoided?
Shanghai police still do not give any statement.
People said that someone tossed club vouchers that look
like US dollar bills, which then triggered looting and
eventually the stampede.
However, the next day, mainland media reported
that the place where the vouchers were thrown is sixty meters
away from the stampede, and it happened after the
stampede occurred.
Several Shanghai residents believe that the lack of
security preparation is the main cause of the tragedy.
Shanghai resident, Mr. Tang: “The security work was indeed
negligent.
It is very sad to see a stampede occur in a
big city like Shanghai."
Gu Guoping: “I feel this is a management problem, there is
no proper specification, the stairs should only be walked in
one direction when it is very crowded.
A stampede will certainly happen when a crowd walks
in opposite directions."
“Therefore, it is a management problem, we are still
discussing this matter, it should not happen."
There are several reasons why this accident “should not have
happened."
One is that the Bund area did not hold the lightshow like it
did in previous years.
BBC’s Chinese website stated that, it is reported that many
people did not know about this.
People entered the Chen Yi Square found that there was no
lightshow and wanted to leave, so there was congestion
with those who were still trying to enter the viewing platform.
The second reason is that the Shanghai authorities
underestimated the flow, and did not prepare for it.
The third reason is the lack of police and resilience.
Cai Lixin, the deputy of the Command Center at
Huangpu Public Security Bureau has admitted:
that night the flow of people at the Bund area exceeded
“National Day Golden Week", but police manpower was less.
Only when the crowd began to jam, were 500 officers
deployed to the area.
Hence, there are many voices questioning Shanghai
government’s accountability, many netizens even ask
Yang Xiong, the Mayor of Shanghai, and Han Zheng,
to step down.
Gu Guoping: “Han Zheng should not worry about people
asking him to resign, he should take the initiative to resign,
because he is responsible for such accident."
Even CCP media like “Xinhuanet" published articles
continuously to question the government’s accountability.
On Jan 1st, “Xinhuanet" quoted from Zhang Hong,
security management specialist at Public Security University,
stating that the fundamental reason is government
negligence.
In fact, public information had revealed danger signals,
but they were being ignored by the governor.
Taiwan “udn.com" published an article on 2 Jan, which
believes the stampede will cause a large upheaval in
Shanghai official circles.
Shanghai Municipal Government and its related units did not
have good crowd control, and they are the main cause of
this accident.
Shanghai Municipal Government and Municipal
Public Security Bureau leaders are directly responsible.
With Xi Jinping in power, many people are expected to step
down.
