【禁聞】不利消息頻傳 梁振英下臺加速?

【新唐人2014年10月13日訊】繼香港特首梁振英貪污醜聞傳出之後,日前又有媒體發現,給梁振英巨款的公司,握有香港鐵路公司合約。而中共國務院總理李克強在德國談到佔中時,與前一陣中共黨媒的報導也大不相同。同時,香港佔中團體向中共總書記習近平發出公開信,指稱梁振英扭曲香港民意。觀察認為,這些事件或許會加速梁振英下臺。

11號,美國《紐約時報》披露,向梁振英支付了數百萬美元的澳大利亞UGL公司,握有與香港地鐵系統的長期合約,為港鐵120部車廂提供維護服務,而香港地鐵公司70%的股權由政府持有,梁振英親自任命的港鐵公司主席,卻又是UGL的董事,也是梁振英以前多年的同事。

香港公司治理專家戴維.韋伯認為,梁振英任命的港鐵主席,同時在供應商及合作公司擔任董事,非常不妥。外界也質疑,這裏存在明顯的利益衝突。

而在同一天,正在德國訪問的中共國務院總理李克強首次就佔中表態,強調一國兩制,港人治港、高度自治的方針沒有改變。外媒認為,李克強的態度,和前幾天中共黨媒殺氣騰騰的態度比較,相對溫和。而習近平在9月份接見香港富翁時也同樣強調,一國兩制沒有改變。

時政評論員藍述:「北京高層的意見是不一樣的,江派掌握的宣傳系,像劉雲山這一票人,它的宣傳手法和習李在很多方面是對立的。」

由於梁振英領導的港府一而再,再而三的拖延與學生對話。11號香港學聯和學民思潮向習近平發出公開信,要求與北京當局直接對話。

信函表示,佔中運動絕非顏色革命。如果北京具有自信,實在無須懼怕香港人民選出自己的行政長官。相反落實「真普選」,正是體現香港的高度自治。

同時,信函指出,當下的運動,香港在看,大陸在看,台灣在看,世界在看,眾人皆期待習近平能正視問題,勿讓一個貪腐官員梁振英摧毀一國兩制,破壞長治久安,折損了習近平的「中國夢」。

學運參與者嚴敏華:「他(習近平)是國家主席嘛,理論上他有責任幫助香港實現民主化的嘛,為甚麼我們這一代就要把讀書的時間去搞社會運動,現在參與政治的年齡越來越小。」

《亞洲新聞週刊》總監黃金秋:「這個事件繼續再運轉下去的話,對香港民主,對大陸政局都是不利的,我認為習近平是不希望香港動亂,他肯定會提出比江系更溫和,更好的一種方案,當然這個方案第一步就是梁振英要下臺,第二步可能會對普選和直選方面做一些調整。」

此外,公開信還批評,在近70萬人表態,支持公民提名為政制改革方向的情況下,梁振英向中央謊稱港人不同意改革立法會制度,無意廢除功能組別,從而導致中共全國人大常委會頒布了有關決定。

因此,公開信表示,學界真誠尊重一國兩制,認為香港問題香港解決,香港民意應受正視﹔港府必須負上扭曲民意的責任,促使人大撤回決議,讓政改得以重回正軌。

黃金秋:「其實應該考慮更長遠一點,因為現在對台灣已經造成很不利的影響,他們應該想一想,怎麼樣倒逼大陸改革,朝鮮一旦變天和韓國和好、和美國和好、中共也是擋不住的。」

香港《基本法》起草人-香港民主黨創黨主席李柱銘,11號表示,香港的情況已經發生變化,政府應該重新啟動政改5步曲,來回應學生的善意。

Leung Chun-ying Becomes Unfavorable News Target

The Australian engineering company who paid millions of

dollars to Leung Chun-ying has recently been found to hold

a contract with Hong Kong’s subway system.

And Chinese Communist Party (CCP) premier Li Keqiang

spoke in Germany about Hong Kong’s (HK) Occupy Central

in a different tone from the combative slant of the CCP media.

Meanwhile, protest organizers have issued an open letter to

CCP leader Xi Jinping, describing negative public opinion of

Leung Chun-ying in Hong Kong.

Observers say these events may lead Leung Chun-ying

to step down.

Australian UGL Ltd. who paid Leung Chun-ying millions of

dollars holds a longstanding contract to provide maintenance

for 120 train cars of HK’s Mass Transit Railway (MTR).

The city government has a 77 percent ownership in MTR,

and Leung Chun-ying appointed its chairman who is also

a board member at UGL, according to The New York Times.

David Webb, an expert on corporate governance in HK,

told NY Times, “It’s highly inappropriate for the government-

appointed chairman of the MTR to also be sitting on the board

of one of its suppliers and joint venture partners.”

Meanwhile, Li Keqiang talked about Occupy Central

for the first time while visiting Germany.

He stressed that the “one country two systems” rule

and the high autonomy policy have not changed.

Foreign media say Li’s attitude is relatively mild compared to

the combative attitudes of the CCP media a few days ago.

In his meeting with HK’s delegation of businessmen,

Xi emphasized that the one country two system policy stays.

Current affairs commentator Lan Su: “The views among

Beijing’s high-level leadership are different;

the propaganda department mastered by Jiang’s faction

such as Liu Yunshan has opposite practices from Xi and Li.”

Due to Leung Chun-ying’s government repeatedly delaying

their conversations with students, in the open letter to Xi,

the HK Federation of Students and activist group Scholarism

requested direct dialogue with Beijing.

The letter stated that, Occupy Central is definitely not

the color revolution and if Beijing has confidence,

there is no need to fear the people of Hong Kong

in electing their own chief executive, and that implementing

true universal suffrage shows a high degree of autonomy.

The letter also points out that Occupy Central is being closely

observed in HK, the mainland, Taiwan, and worldwide.

Everyone is expecting Xi Jinping to address the issue

and stop the corrupt leader Leung Chun-ying from destroying

the one country two systems policy, as it would undermine

stability and sacrifice Xi Jinping’s “China dream”.

Protest participant Yan Minhua: “He is the state leader,

so in theory, he is supposed to help HK achieve democracy,

but instead, our generation is forced to spend time on social

movements rather than studying; the age of participants

in politics is now getting younger.”

Asian Newsweek director Huang Jinqiu: “Any prolonging of

this situation will hurt HK’s democracy and the mainland’s

political situation.”

“I don’t think Xi Jinping would like to see the turmoil in HK,

and he has a more moderate measure than Jiang’s faction.”

“Of course, the first step is to have Leung Chun-ying

step down,; the second step could be some adjustments

to the universal suffrage and direct elections.”

After nearly 700,000 people voted in support of citizens’

nomination for political reform, the open letter criticized

Leung Chun-ying for lying and claimed that Hong Kongers

don’t agree with the reform of the Legislative Council,

and don’t intend to abolish the functional constituencies;

thus leading to the decision of the communist congress.

The open letter indicated that the academia sincerely respect

the one country two systems policy in HK, that the people

should resolve their country’s issues, and that public opinion

should be addressed; the HK government should be held

accountable for distorting public opinion.

The Congress was urged to withdraw the resolution,

so that political reform can be brought back on track.

Dixon Ming Sing, Associate professor of the Social Sciences

division at HK’s University of Science and Technology:

“Many HK people are not satisfied with the chief executive,

because he has created many crises.”

Huang Jinqiu: “Tthey should consider things a little further,

because it has created a very negative image to Taiwan;

they should think about how to bring reform to the mainland.

Once the North Korean regime is down and befriends

South Korea and the United States. The Communist Party

will not be able to stop it from happening.”

HK’s Basic Law Drafting Committee member Martin Lee

says that HK’s situation has changed, the government should

re-start political reform to respond to the students’ goodwill.
