【新唐人2014年09月18日訊】中共網路管控最高機構國信辦,最近召集互聯網媒體開會,併發佈4條禁令,要求媒體配合即將在9月下旬開始的,周永康案外圍100多人的審理。知情人士透露,這次會議是為了確保所有的互聯網言論一致,為周永康案作預演。
中共國信辦在10號召開了對互聯網管控的例行週會。《自由亞洲電臺》16號報導,根據他們日前獲得的,這次週會的一份會議紀要,國信辦在會上宣佈,中共前政治局常委周永康案外圍人員審理被告將多達100多人,其中包括前中石油巨頭蔣潔敏、前四川省委副書記李春城等人。
報導援引一位知情人士透露,這次審理的主要對像,是周永康的秘書、四川幫和石油幫。知情人士還表示,把周案外圍的人搞定,審周永康就很簡單了。
時事評論員文昭:「它現在基本上就是採審理薄熙來案子那個經驗,就是首先審理一些外圍的人。當初審薄熙來的時候,也是先審谷開來和王立軍,然後再審薄熙來。所以,應該是先審理周永康那些馬仔,最後再審理周永康。」
時事評論員邢天行指出,這次會議點明瞭,是針對周永康案「外圍人員」的審理,這個訊息不一般。
時事評論員邢天行:「以前它抓的這些人,未必在新聞當中出現,說他是因為涉周永康案被抓的,一般都說他是貪腐啊甚麼。這一次就是國信辦會議能把周永康放在前面,說明是要審理他的外圍人員,那這個訊息就不是一般的。也就是說,實際上這些所有的人的案情背後,都是跟周永康案有關係。」
根據會議紀要內容,國信辦對即將開始的周案外圍審理,發佈了4條禁令,要求中國所有互聯網媒體必須無條件遵守。這4條禁令分別是:
1、各家一律按統一部署操作,不得擅自做自選動作,總的基調等待進一步通知。
2、嚴格網上管理,堅決查刪錯誤言論,嚴禁轉境外報導及論壇文章。
3、各網站不得派人到現場採訪,也不能像澎湃新聞那樣到相關人員家鄉調查。
4、鑒於涉案人員眾多,身份複雜、罪名也各不相同,有把握不準的,需逐級上報請示。
邢天行:「江系的那些人會利用互聯網來支持周永康,來打擊習近平他們現在的反腐。所以國信辦這個會議,實際上就是要掃清媒體,尤其是互聯網這方面一些障礙。」
時事評論員文昭指出,中共嚴格管控網絡,除了意識形態的危機,還有一個目的。
文昭:「另一個主要的目的是跟當前的權鬥有關,在所謂的宣傳戰線裡面,它有各種共產黨內不同勢力派系自己所把握的宣傳工具。所以也有可能,在中共內部鬥爭當中,一些不同的派系利用自己所掌握的宣傳工具來製造輿論聲勢,給當政者掣肘,製造麻煩。」
據路透社報導,中共高層目前正考慮,讓205人的中央委員會審議是否對周永康提出刑事控訴,而不是由中共領導高層處理他的案子。而習近平有可能在10月召開的中共四中全會上,定調周永康案的處理方案。
邢天行:「我認為他應該是會公開審理的,因為他在重量級上雖然官位要比薄熙來重,但是在出身的來源上講,他沒有像薄熙來那樣一個紅二代的身份。薄熙來已經開了一個頭,就是習近平他們想要樹立依法治國這麼一個形象,要公開審理嘛。其實他們也都是內定的,設計好了要怎麼走,只不過是在表面上給公眾一個交代吧。」
海外民運領袖唐柏橋:「我覺得大家不要抱著太多的幻想,周永康會從政治上去鬥,比如政變,或是反人類罪啊,到目前為止,我看不到這個跡象。」
據了解,中共四中全會,一般都是在9月中旬召開,這次「四中全會」延遲召開,時政評論人士唐靖遠向《新唐人》指出,這說明中共高層在涉及一些重大問題上還沒有談妥。

More Than 100 People Implicated in Zhou Yongkang’s Case
In preparation for the upcoming trial of more than 100 people
involved in Zhou Yongkang’s case in late September,
the State Internet Information Office (SIIF) announced
four injunctions to the media.
Sources indicate the announcement was a preview for Zhou’s
case to ensure all Internet reports tow the party line.
A regular meeting was conducted by the SIIF on the Sept. 10.
On Tuesday, Radio Free Asia reported the meeting minutes.
Accordingly, more than 100 people were implicated around
former Politburo Standing Committee Zhou Yongkang’s
case, including former oil chief Jiang Jiemin and the former
deputy secretary of Sichuan Province, Li Chuncheng.
An insider told RFA that trial will focus on Zhou Yongkang’s
secretaries, the Sichuan gang and petroleum gang.
It is said that once these peripheral personnel are tried,
Zhou’s case will be very simple.
Wen Zhao, commentator: “This is basically following
the pattern of Bo Xilai’s case where the peripheral people
were put on trial first.
For Bo’s case hearing, both Gu Kailai and Wang Lijun
were tried beforehand.
Therefore, the followers of Zhou Yongkang will also be tried
before Zhou’s case hearing."
Commentator Xing Tianxing believes the message conveyed
in the meeting regarding the peripheral cleaning
of Zhou’s case is different.
Xing Tianxing: “The media routinely claimed the downfall
of these people was linked to corruption and not necessary
related to Zhou Yongkang.
The SIIF meeting actually mentioned Zhou Yongkang
and explained cleaning out the people surrounding him.
That’s an unusual message.
In fact, it is saying that these people are connected
to Zhou Yongkang’s case."
The minutes of the meeting detailed four injunctions related
to these cases surrounding Zhou Yongkang.
It demands unconditional compliance
from all Internet media, as follows.
First, each media must follow unified deployment operations.
No freestyle. The overall tone shall be announced later.
Second, conduct strict Internet management by resolutely
checking for and deleting erroneous statements.
No overseas reports and forum articles are allowed.
Third, no website is allowed to conduct on-the-scenes
interviews.
No hometown visits and investigations such as those
in www.thepaper.cn.
Fourth, given the complexity of cases involved,
such as the number, the identity, and the various crimes
of the people, to ensure appropriate grasp of the report,
superiors should be consulted.
Xing Tianxing: “The Jiang faction will manipulate
the Internet to support Zhou Yongkang and to combat
Xi Jinping’s anti-graft campaign.
The SIIF meeting is in fact to sweep away the obstacles
in the media and the Internet."
Wen Zhao points out the other purpose beyond the ideological
crisis the CCP is trying to control through the strict Internet
censorship.
Wen Zhao: “Another major objective is concerned with
the current power struggle.
In the so-called propaganda front, each CCP faction
has its own propaganda.
In the infighting, different factions could use their own tools
to promote public opinion to constrain and create troubles
for the leaderships."
According to Reuters, “Xi is considering a proposal to let
the 205-member Central Committee deliberate on whether
to press criminal charges against Zhou, rather than handle
his case exclusively among top leaders."
It is likely that Zhou’s case will be handled in October
when the Central Committee holds its fourth plenary session.
Xing Tianxing: “I think it will be a public hearing.
Even though his a title heavyweight more so than Bo Xilai,
his family roots were not as solid as Bo’s second-generation
of the national founders.
Bo Xilai’s public trial has set the tone for Xi Jinping, who
desires to establish an image of abiding by the rule of law.
But in fact, it’s already determined how the case
will proceed.
Now, it’s just a public demonstration."
Tang Baiqiao, overseas pro-democracy leader: “I hope people
won’t hold any ideas that Zhou Yongkang will be tried
for the coup or the crimes against humanity.
I don’t see the signs to this point."
The Fourth Plenary Session was usually held
in mid-September.
This time, however, the Fourth Plenary Session is delayed.
