【新唐人2014年07月30日訊】7月29號,中共官方首次正式發佈:對前中共中央政治局常委周永康立案審查。而日前,大陸媒體深度報導,有中國「鐵路大亨」之稱的民營企業家王春成,涉入中共軍委副主席徐才厚一案。也有消息指稱,王春成曾向周永康、徐才厚輸送巨額黑金。有評論認為,徐才厚和周永康培植小人物,是因為洗起錢來比較可靠。
7月27號,大陸《財經》雜誌披露,前中國人大代表,遼寧「春成工貿集團」董事長王春成,涉嫌捲入徐才厚案,今年4月已被軍事檢察機關帶走調查。
報導說,多年前王春成兒子一行數人,在酒吧鬥毆中將當地一位市民打死,後來通過關係結識了徐才厚,王春成兒子因而逍遙法外。之後,王春成與徐才厚的妻子不僅有商業合作關係,王春成還向徐家贈送位於海南的房產;而王春成在北京的私家車掛有「軍牌」,連司機也是武警出身。
王春成結識徐才厚之後,時任「國家電力發展」公司證券投資部經理的劉曙光,進駐王春成的公司,在王春成控制的「國成能源投資有限公司」擔任總經理。王春成4月出事後,劉曙光成為了集團公司的代理董事長。
香港《東方日報》還報導,王春成曾向徐才厚和前中共政法委書記周永康輸送巨額黑金,因此獲得周、徐等高官的保護傘。
現年51歲的王春成,原本是下崗職工,10年前靠煤炭生意和經營煤礦起家,2004年前後,開始涉足鐵路建設、和發電供熱、電子零件及房地產等項目,因為投資頗具戰略意義的中、蒙邊境鐵路,而獲得政治資本,於2008年成為人大代表。
今年4月24號,王春城與早前落馬的一些官員一道被取消人大代表資格。
在出事前,王春成正在規劃修建一條從俄羅斯、蒙古、到遼寧錦州,連接亞歐大陸的鐵路鏈。
《財經》雜誌評論說,代表中國出面與俄、蒙方面接洽完成這項戰略的主體,既不是中國鐵路總公司,也不是央企巨頭,而是這家名氣並不很大的民營企業。而這家企業的董事長王春成,十年前還僅僅是一個煤老闆,短短几年的時間,他在政界的影響力與賬面財富呈幾何級數增長,而帶給他這一切的,恰恰是修建鐵路。
大陸經濟學者鄧先生:「拿到那麼多的機會,肯定有人幕後有交換,有利益的,他是作為一個污點證人,如果要是從官員們下手,最後都是落到企業那裏,不管是國企、央企、民企。」
在早前的內蒙古錫林郭勒盟原副書記蔚小平、和內蒙古原副主席劉卓志兩起貪腐案中,王春成分別行賄蔚小平60萬美元、劉卓志18萬美元,但當時王春成沒能受到法律和中共紀律的懲處,一直以人大代表的身份公開活動。
《財經》報導:3月15號,中共中央決定對「一軍中大老虎」涉嫌違紀問題,進行組織調查。經審查,其利用職務便利,為他人晉升職務提供幫助,直接和通過家人收受賄賂。
這裡不點名指出的「軍中大老虎」,一般認為就是暗示徐才厚。而徐被查後,報導說,王春成預感不妙,曾在4月間從瀋陽桃仙機場飛往日本,不過,隨後他又從日本回國,結果在機場被抓。
《財經》雜誌描述,王春成在跨國鐵路項目的一、二、三期工程後,沒有被巨額鐵路融資擊垮,卻被朝夕傾覆的高端軍政界人脈拉下水。
中國公民監政會發起人郭永豐:「這肯定是幫他(徐才厚等)洗錢,他覺得可靠,體制不變,人人都貪,不腐敗也由不得他。」
三年前,王春成在內蒙古錫盟為搶奪礦產資源,旗下司機開車故意輾死抗議的牧民,引發當地學生和民眾持續多日上街示威抗議,王春成買通官員調動武警進城鎮壓,事件引發全球關注。

Involved with Xu Caihou, Railway Tycoon
Was Investigated.
On July 29, the Chinese Communist Party (CCP) admitted
for the first time they will start an investigation into former
Politburo Standing Committee member Zhou Yongkang,
and file a case.
A few days ago, CCP media had an in-depth report on
Wang Chuncheng, a private entrepreneur.
He is referred to as the Chinese “Railroad Tycoon".
Wang was involved in CCP Central Military Commission
Vice Chairman Xu Caihou’s case.
There is also information indicating Wang Chuncheng
supplied a huge amount of money to Zhou Yongkang and
Xu Caihou. Commentators believe that Xu and Zhou
supported some people for money laundering.
On July 27, China’s Finance magazine revealed that former
CCP People’s Congress member and chairman of Liaoning
Chuncheng Industry and Trade Group Wang Chuncheng
was suspected of being involved with Xu Cachou.
He was taken away by military prosecutors for
investigation in April 2014.
The report said years ago Wang Chuncheng’s son and others
beat a citizen to death during a fight in a bar.
Wang got to know Xu Caihou and his son got no punishment.
Later Wang Chuncheng and Xu Caihou’s wife
had a business relationship.
Wang Chuncheng also presented properties in Hainan to Xu.
Wang’s private cars in Beijing all have military license plates
and even his driver was once a military policeman.
Wang Chuncheng met Xu Caihou, who was the Securities
Department manager of State Power Development Co.
Liu Shuguang joined Wang Chunceng’s company,
Guocheng Energy Investment Co.ltd as CEO.
After Wang Chuncheng was in trouble in April, Liu
Shuguang became deputy chairman of the company.
Hong Kong’s Oriental Daily reported that Wang Chuncheng
sent a lot of money to Xu Caihou and Zhou Yongkang.
He then received protection from Zhou, Xu
and other senior officials.
51-year-old Wang Chuncheng was once a dismissed worker.
He started his coal business ten years ago.
Around 2004 Wang started to get involved in railway
construction.
He also had interests in heating and power generation,
electronic and real estate projects.
He became National People’s Congress (NPC) representative
in 2008 because of his strategic investment in the railways
along the China and Mongolian border.
On April 24, 2014 Wang was disqualified as a NPC member
together with other dismissed officials.
Before Wang run into trouble, he was planning to build a
railroad line connecting Europe and Asia.
It would start in Russia, passing Mongolia
and end at Jinzhou City.
Finance magazine commented that the main organization
from China to negotiate this project with Russia and
Mongolia was not China Railway Corporation, nor any
central enterprise, but this little-known private enterprise.
The chairman of this enterprise Wangchun Cheng was only
a boss in the coal business ten years ago.
In just a few years, his influence in politics and his wealth
grew exponentially through the railway construction.
Chinese economist Mr. Deng: “He got so many chances.
For sure there were exchange of interests behind the scene.
He is a witness of crimes.
Investigations on officials eventually lead back to businesses,
whether they are state-owned enterprises, central enterprises
or private enterprises."
In the earlier two cases of officials in Inner-Mongolia,
Wang Chuncheng respectively bribed Yu Xiaoping with
$600,000 and Liu Zhuozhi with $180,000.
But Wang was not punished then and continued to conduct
public events as a NPC representative.
Finance reported: On March 15, the CCP Central Committee
decided to investigate “a big tiger in the army" for alleged
disciplinary problems.This showed the “big tiger" used his
power to help with promotions and received bribes.
The “big tiger" is generally considered to be Xu Caihou.
The report said that after Xu Caihou was investigated,
Wang Chuncheng felt nervous.
He fled from Shenyang to Japan in April. But he soon
returned and was arrested at the airport.
Finance described Wang Chuncheng was not defeated by
the huge amount of loans after the constructions of the
multinational railway, but was overthrown overnight by
high-ranking military and political officials.

Yongfeng, “he certainly helped Xu Caihou to do money
laundering. He felt it was reliable. Without changes to
the system, everyone was greedy.
He had no way out but to be corrupt."
Three years ago during a fight to snatch mineral resources
at Xieng in Inner Mongolia, Wang Chuncheng’s driver
deliberately ran over local herders and killed them.
It triggered days of protests by local students and citizens.
Wang Chuncheng bribed city officials to use
armed police to repress the people.
The event received global attention.
