【新唐人2014年07月02日訊】中國最富裕和人口最多的城市之一——廣州市,書記萬慶良,最近被中紀委拘捕和調查。週一,中央組織部有關負責人證實,中共中央已決定免去廣州市委書記萬慶良的職務。各方關注萬慶良倒臺的幕後原因,以及對廣東官場格局的影響。
跟其他人相比,萬慶良的突然倒臺,在現任領導人習近平的反腐運動當中,格外突出,因為萬慶良仍然佔據著一個相當有權力的位置。他是廣州市最有權力的官員,這個城市擁有1300萬長期居民,同時是南方製造業和出口的支柱。
美國《紐約時報》指出,廣東省的政治一直以來都因為它跟北京的距離,以及獨特的廣東話和習俗,而變得複雜,中共從北方空降到廣東說普通話的官員,很難融入到當地的圈子裡,結果是,異常複雜和多變的派系掌控著廣東政壇。
香港「城市大學」政治學教授鄭宇碩對《新唐人》表示,廣東這個地方的幫派影響力一直很重。由於廣東是一個很富裕的地方,廣東很多官員跟其他地方官員很不一樣,對升職到中央不感興趣。
香港城市大學政治學教授鄭宇碩:「他都是很願意留在廣東發財,對於陞官到中央去興趣不大。所以廣東地方幹部的影響力的確比較根深蒂固。因為他們對到中央去一般興趣不太大,所以中央政府對地方利益不利的話,他們執行也很不得力的。所以對抗拒中央不利地方的政策,很多時候出現這樣的問題。」
據香港《蘋果日報》報導,萬慶良的問題涉及巨額受賄、揭陽市窩案、包二奶私生子等。由於萬慶良是廣東政壇「梅州幫」骨幹,中紀委這把火不但令「梅州幫」崩盤,更可能燒向幫主——廣東省前省長黃華華。
2012年12月,胡春華接替升任國務院副總理的汪洋,出任中共廣東省委書記。香港「科技大學」政治學教授丁學良對美國《彭博社》分析說,就像汪洋一樣,胡春華是個外地人,與本地沒有多少聯繫。萬慶良的案子,可能是胡春華提交給更高層的人。
丁學良說,「在過去35年裡,北京中央當局啟動對沿海省份廣東、福建和海南島的調查相當正常。他們擔憂這裡的腐敗和地方主義。」
而原廣東省食品供銷公司經理范一平表示,萬慶良落馬背後,有可能是當權者為了安插自己的人馬,採取這樣一個辦法,把某些人排擠掉,是權力鬥爭和利益博弈的結果。范一平還披露,萬慶良過去在廣東揭陽市就被爆出很多問題。
原廣東省食品供銷公司經理范一平:「在揭陽那邊就已經很腐敗了。揭陽是新建的地級市,應該是他當政期間,那個時候整個揭陽像個大工地一樣,在搞基本建設,所以很多可能出了一些問題。而且揭陽我有一些關係,反正老百姓對他的意見很大。揭陽書記現在也出了問題,跟這個可能有些關係。」
萬慶良落馬,可能與揭陽市腐敗窩案有關。台灣《中時電子報》引述消息說,萬慶良曾主政揭陽近5年,當年許多重大項目如潮汕機場、中石油世界級石油煉化項目、烏嶼核電項目、中海油LNG接收站、華潤電力、中電投粵東儲煤配送中心等,都在萬慶良卸任市委書記1年內落戶揭陽。
從2012年年底以來,已有4位揭陽市級領導陸續被查。《中時》引述一位熟悉內幕人士的話報導說,揭陽一些大項目是「無中生有」:「萬慶良親自帶隊爭取下來!」
美國《大紀元》新聞網也披露,萬慶良早就積極向江派大佬周永康和曾慶紅等靠攏,很早就扒上周永康在廣東的重要心腹——時任廣東政法委書記、省政協主席陳紹基。萬慶良想法搭上陳紹基的情婦——-廣東電視臺李姓女主播。並親自從香港買了一只價值50萬港幣的玉鐲,送給李。之後,萬慶良又因迫害法輪功進一步討得中共高層曾慶紅、江澤民的喜歡,從此高陞,穩坐官位。

Is Hakka Gang in Guangzhou City Being Cleaned?
The Communist Party Secretary of Guangzhou, one of China’s
most populous and wealthy cities, has been held
for investigation by the Central Commission for Discipline
Investigation.
On Monday, the Central Organization Department official
confirmed that Wan Qingliang has been stripped of his title.
The reason for his downfall and the impact on Guangdong
officialdom has drawn much attention.
The abrupt downfall of the official, Wan Qingliang,
stood out from some other recent prominent investigations
over graft allegations because Mr. Wan still held a position
of considerable power, reported New York Times.
He was the most powerful functionary of Guangzhou,
a sprawling city of some 13 million long-term residents,
and a pillar of manufacturing and exports in southern China.
NY Times added, politics in Guangdong Province have long
been complicated by its distance from Beijing and its distinctive
Cantonese language and mores, which have made it
more difficult for Mandarin-speaking officials sent
from northern China to fit in.
The result has been unusually complex
and capricious factional maneuvering.
Joseph Cheng,Professor of Political Science, City University
of Hong Kong, tells NTD, the gang has
a very heavy influence in Guangdong.
The wealth of Guangdong means the local officials have no interest
in promotion to the Central,
which is contrary to officials elsewhere in China.
Professor Joseph Cheng: “Staying in Guangdong to gain
fortune outweighs promotion to the Central.
Local cadres have entrenched influence in Guangdong,
and very little interest in going to Beijing.
They are reluctant to carry out adverse orders from the Central.
It has happened many times.”
Hong Kong’s Apple Daily reported Wan Qingliang
was accused of taking huge bribes,
group corruption in Jieyang City, and sex scandals.
The Hakka gang, backbone of Guangdong officialdom
with its leader Huang Huahua, former provincial governor,
is likely to collapse under the anti-corruption crackdown.
Huang Huahua was appointed Guangdong party secretary
in December 2012 to replace previous party secretary
Wang Yang.
Ding Xueliang, a professor of politics at Hong Kong
University of Science and Technology, told Bloomberg,
“Hu, like Wang before him, was an outsider with few local
connections and he may even have helped bring this case
to the attention of the higher levels,”
Ding said. “It’s been quite normal over the past 35 years
for the central authorities in Beijing to launch investigations
into the coastal provinces of Guangdong, Fujian and Hainan,
where they are worried about corruption and localism.”
The former manager of Guangdong Food Supply Company
Fan Yiping believes Wan Qingliang was sacked
due to the Central’s intention to place their own troops,
i.e., an outcome of the battle of power and interests.
Fan Yiping also discloses Wan Qingliang’s bad reputation
in Jieyang City, Guangdong.
Fan Yiping: “He had been a corrupt official in Jieyang.
As a new prefecture-level city, Jieyang became a big
construction site with infrastructure projects during his
term of office.
Problems were very likely.
I have some connections in Jieyang.
People have been complaining about him.
The current Jieyang party secretary is also being accused
of violations, probably associated with his case.”
Wan Qingliang’s downfall was said to relate to a group
corruption case in Jieyang.
Taiwan’s China Times quoted insiders, Wan Qingliang had
ruled Jieyang for 5 years.
Before he left Jieyang, multiple major projects were initiated
within a year, including the Chaozhou-Shantou airport,
CNPC world class petroleum refinery project,
the Wuyu nuclear power project, CNOOC LNG terminal,
China Resources Power, and the eastern coal storage
and distribution center of CPI.
Since the end of 2012, four Jieyang municipal leaders have
been investigated.
China Times added, Wan Qingliang had created and directed
many major projects in Jieyang “out of nothing”.
The Epoch Times had disclosed that in order to please
Guangdong political tsar, Chen Shaoji,
Wan Qingliang bribed Chen’s mistress with a 500,000 HK dollar
bracelet. Chen Shaoji was known as Zhou Yongkang’s
hardcore follower.
Later, Wan Qingliang was further promoted for his active
participation in the persecution of Falun Gong
which had pleased Zeng Qinghong, and Jiang Zemin.
