【禁聞】統一與打壓﹗ 台灣非政府組織發聲

【新唐人2014年06月20日訊】中共從政治、經濟、文化,甚至體育等範圍,不斷在國際場合打壓台灣,否認台灣的國家主權地位,聲稱台灣是中國的一個省,忽略了台灣獨立運作多年的民主國家形式。台灣一些民間團體希望透過非政府組織的交流合作,促進兩岸關係。可是,多年來,台灣的非政府組織同樣遭到中共的打壓。

中共外交部在國際上,對台灣非政府組織的打壓無所不用其極。《美國之音》報導引述台灣國家政策研究院資深顧問蘇進強,上星期六在臺北舉行的一場座談會上的談話,他表示,「連美容美髮、蘭花、賽鴿,這些都要受到打壓,只要談到中華民國或是背後有國家的影子在,都要受到打壓。」蘇進強表示非常遺憾。

蘇進強提出,中共當局不能將甚麼都無限上綱到「一個中國」。他說,「這樣除了會阻礙兩岸非政府組織之間的交流,也無法獲得台灣民心的認同。」

原《河北人民廣播電臺》編輯朱欣欣﹕「專制政府就是這樣子,它把整個社會看作是它的私有財產,而不是說國家的國民所共有的,所以它不能容忍民間組織來參與這個社會的管理。(對)台灣也是這樣的,一方面說和台灣是好兄弟,但是是一種統戰的宣傳,並不是真正的尊重台灣人民。」

大陸「國臺辦」主任張志軍將於6月下旬來臺進行訪問。在此之前,「國臺辦」發言人範麗青有關「台灣前途必須由包括台灣同胞在內的全中國人民決定」的這一席發言,刺激了台灣民眾的神經。台灣總統府回應說:中華民國是一個主權獨立的國家,台灣前途應該由全臺2,300萬人,依據「中華民國憲法」來決定。

張志軍選擇此時來臺訪問,對兩岸關係的影響,備受注意。

張志軍原本預訂今年3、4月間回訪台灣,但台灣爆發「太陽花學運」,群眾對中共統戰的伎倆提出嚴厲批判。

朱欣欣﹕「所以說,我想台灣的人民應當永遠要警惕中共專制政權的威脅,防止中共的滲透,還要防止中共藉著台灣島內的ㄧ些親共勢力對台灣進行分化、瓦解,防止中共把台灣一步步的陷入到專制的威脅之中。」

台灣「新故鄉文化基金會」董事長廖嘉展,在臺北的那場座談會中表示,兩岸的非政府組織,應該拋開政治和意識形態的束縛,從人民的需求和角度展開合作。

「新故鄉文化基金會」在台灣協助了不少災後重建的工作。基金會還在2008年四川「汶川地震」之後,連續3年培訓了非政府組織工作者,進行川震地區的生態營造、和社區營造,並且擴大到北京、上海、深圳的各個學校。

大陸河北石家莊自由撰稿人朱欣欣表示,在兩岸關係上,如果中共不放棄一黨專制,中國大陸和台灣之間的關係永遠不可能正常起來,因為台灣代表了中國民主化的未來,只有大陸民主化,兩岸才能談到統一。

原《陝西電視臺》記者馬曉明﹕「我認為台灣海峽兩岸實際上就是兩個實實在在的政體,但是,中共就不讓這樣。現在台灣就是說,兩岸要對等的態度來處理兩岸的關係,起碼要互相承認對方是合法的或是事實存在的、真正意義上的獨立的國家。」

原《陝西電視臺》記者馬曉明認為,中共現在不承認中華民國的存在,實際上還沒有平等、對等的看待台灣。他質疑,中共當局以此不平等、對立的態度,如何達到海峽兩岸人民消除分歧、加強了解和交往﹖

馬曉明﹕「首先要尊重兩岸各個政體內人民的意願,應該如何看待台灣的地位和前途問題﹖這個選擇權應該由台灣人民自己來作出決定。統一不能是唯一的選擇,更不能作為互相攻伐的理由。」

大陸海協會會長陳雲林2008年11月訪問台灣期間,台灣婦女團體曾召開一場記者會,抗議中國政府打壓台灣非政府組織在國際的生存空間。而陳雲林上個月再度訪問台灣期間,「台灣維吾爾之友會」等團體也召開記者會,呼籲中共勿以文化之名行統戰之實。

Taiwan NGOs Vocal About CCP Suppression

The Chinese Communist Party (CCP) continuously

suppresses Taiwan on the international stage.

In politics, economics, culture, and even sports,

the CCP denies Taiwan’s sovereignty.

The CCP claims that Taiwan is a province of China

and ignores Taiwan’s years of democratic independence.

Some Taiwanese NGOs had hoped to promote cross-strait

relations through cooperative exchanges.

However, over the years, Taiwan’s NGOs have

also been pressured by the CCP.

The Chinese Foreign Ministry stops at nothing to suppress

Taiwan’s NGOs in the international arena.

According to a Voice of America report, National Policy

Foundation senior consultant Su Chin-chiang indicated

in a Taipei forum, “Even beauty salons, orchids and pigeons

are subject to suppression.

Anything related to the Republic of China or with the image

of the country is suppressed." Su Chin-chiang thinks it a pity.

Su Chin-chiang commented that the CCP cannot limitlessly

exaggerate the “one China."

He said, “It will not only hinder cross-strait NGO exchanges,

but also offend the people of Taiwan."

Zhu Xinxin, former editor of Hebei People’s Radio:

“This is what an autocratic government is about.

The entire society becomes its private property,

rather than citizens.

It cannot tolerate the idea of an NGO participating

in societal management.

Its attitude towards Taiwan is the same.

It claims to be Taiwan’s good brother, but it is a united

front propaganda that is disrespectful of Taiwanese people."

The head of the Taiwan Affairs Office (TAO), Zhang Zhijun,

is scheduled to visit Taiwan in late June.

Earlier, TAO spokesperson Fan Liqing pointed out that

the CCP’s comment, “Taiwan’s future must be decided

by all Chinese people, including Taiwan compatriots,"

has unnerved the Taiwanese.

Taiwan’s Presidential Office responded with, “The Republic

of China is a sovereign and independent country;

the future of Taiwan should be decided by the 23 million

Taiwanese people according to the ROC Constitution.”

Zhang Zhijun’s upcoming visit to Taiwan has drawn a great

deal of attention due to its impact on cross-strait relations.

Zhang Zhijun intended to visit Taiwan earlier.

However, the Taiwan’s Sunflower student movement elicited

severe criticism from the CCP United Front tactic in Taiwan.

Zhu Xinxin: “So, I think Taiwanese people must always be

alert to the threat of the Communist regime, CCP infiltration,

the polarization of and damage to Taiwan by pro-CCP forces

in Taiwan, and the entrapment of Taiwan by the regime."

Taiwan’s New Homeland Foundation President Chia-Chan

Liao indicated in a Taipei forum that NGOs from both sides

should put aside political and ideological constraints

and cooperate from the perspective of the people’s needs.

New Homeland Foundation has done a number

of disaster relief projects in Taiwan.

The Foundation has trained volunteers in Sichuan

reconstruction projects for three consecutive years

following the 2008 Wenchuan Earthquake.

The community outreach was extended to schools

in Beijing, Shanghai and Shenzhen.

Zhu Xinxin believes that without abandoning the one-party

dictatorship, there will never be normal cross-strait relations.

She believes that Taiwan represents

the future of democratization in China.

Only when the Mainland is democratic will the two sides

discuss unity.

Ma Xiaoming, former Shaanxi TV reporter: “I think there

are two governments on the Taiwan Strait.

However, the CCP will not allow it.

To Taiwan, the two sides are equal in dealing

with cross-strait relations.

Both sides should at least recognize each other as legitimate,

independent countries."

Ma Xiaoming believes the CCP’s refusal to recognize

the ROC’s existence shows that the CCP is unable to treat

Taiwan as equal parity.

He questions how the CCP expects to eliminate differences

and enhance understanding and exchange between the two

with such an attitude.

Ma Xiaoming: “First of all, it must respect the wishes

of the people on both sides.

Taiwan’s status and future is decided

by the Taiwanese people.

Unity is not the only choice,

and cannot be used as a reason to attack."

When President of the Association for Relations Across

the Taiwan Strait Chen Yunlin visited Taiwan in November

2008, Taiwan women’s groups held a press conference to

protest the Chinese regime’s suppression of Taiwan’s NGOs.

Last month when Chen Yunlin visited Taiwan, he was met

by protest from Taiwan Friends of Uighurs and other groups.

A press conference was held calling on the CCP to cease

conducting united front work in the name of culture.
