【新唐人2014年05月03日訊】日前發生的新疆烏魯木齊市火車站爆炸案,造成重大死傷。中共官方定性為「嚴重暴力恐怖襲擊案件」,但海外媒體對這一說法表現出謹慎態度,並未全盤照搬。外界紛紛指責中共需要檢討少數民族政策的同時,有評論認為,中共在對這一事件的輿論引導上,有想搭美國「9.11」「順風車」的傾向。
中共總書記習近平剛剛在4月30號中午離開新疆首府烏魯木齊,下午火車站就發生了爆炸案。中共官方媒體在事發5個小時後,曾補充一個細節:在炸彈引爆的同時,還有人持刀砍殺附近民眾。官方同時宣稱,已經迅速查明這是一起暴力恐怖襲擊。
5月1號,當局聲稱「案件告破」,並宣佈案件造成的3死79傷中,死者包括2名砍人引爆者。
不過,微博上有消息披露,死亡的3人都是警察。爆炸發生當晚,大陸導演劉猛在實名註冊的新浪微博上發佈消息,警察在盤查行人時,發生炸彈爆炸,3名警察當場死亡。這一消息被轉發上萬次後被刪除。
一位烏魯木齊市民在接受《新唐人》記者採訪時表示,有目擊證人告訴他,襲擊者在砍人後,爆炸物引燃之前跑掉了。
目前,這些傳言都無法得到官方證實。
旅美中國問題評論人士李善鑒:「國家的規模比較大的一個媒體,作出這種結論,在沒有證據的情況下,其實只能說明一個問題,只能說明它想讓你相信甚麼,並不能說明確實發生了甚麼。」
由於烏魯木齊市火車站發生爆炸後比較長的一段時間內,中共官方媒體是唯一的正式消息來源,因此海外媒體在報導時非常小心,並沒有全盤照收官方定性為「恐襲」的說法。
如英國《路透社》與《美國聯合通訊社》僅用中性的「攻擊」、「爆炸」字眼描述案情,又將官方通報的恐怖主義分子加上引號。美國《華盛頓郵報》與英國《衞報》等,同樣沒有跟隨中共口徑。
李善鑒:「從美國『9.11』之後,恐怖問題成了世界上其他國家也面臨的一個主要問題。中國(中共)也想搭順風車,所以它想用這種方式掩蓋它在中國少數民族地區暴力的統治方式,它把很多事件也貼上暴力恐怖的標籤。這個事情時間長了,外國的媒體應該都是很清楚的。」
中國獨立評論員長平在香港《蘋果日報》撰文表示,對比美國「9.11」恐怖襲擊,民選總統面臨的威脅是,如果處理不好恐怖事件,不能保障國民的安全,民選總統和他的政黨將會被選民拋棄。可是,在專制國家,這樣的邏輯就不復存在了。
美國紐約城市大學政治學教授夏明:「西方跟中國最根本的差別就在於,中國政府要迴避這些更深層次的問題,要把自己的責任全部推光,但是西方國家來看,它當然會看到,有許多是政府的罪錯。中國政府只想通過『恐怖主義』的方式來迴避這些問題。」
美國「紐約城市大學」政治學教授夏明表示,新疆爆炸案的這種行為傷害了許多無辜民眾,但是在批評和揭露的時候,大家都應該關注一個問題,為甚麼會不斷的發生這些事情?少數民族的民眾為甚麼會走向絕望,乃至不惜犧牲自己的生命?
旅美中國問題評論人士李善鑒認為,中共用暴力鎮壓、維穩來解決矛盾,只能是掩蓋矛盾、推遲危機,不能夠真正解決問題。
李善鑒:「即使有一些(事件)有暴力、有恐怖的因素在裏邊,其實它根本的原因還是中共的民族政策所導致的民族矛盾。而且這次新疆火車站的事情,是不是一定就是民族矛盾的一種反映?我覺得現在還不能夠這麼肯定,還有其他的可能性。比如是不是有一些政治勢力用製造社會動亂為手段,從中要得到甚麼好處?」
就在烏魯木齊爆炸發生的當天,美國國務院發佈了《2013年國家反恐報告》,提到去年多宗被中共當局定義為恐怖襲擊的事件缺乏證據,難讓第三方證實,因此不將它們歸類為恐怖事件,當中包括維人汽車襲天安門案。

Chinese Communist Regime Manipulates Terrorist Attacks
Serious casualties resulted from the recent Urumqi train station
explosion.
While the Chinese Communist Party (CCP) once again
characterized the explosion as a terrorist attack, overseas media
hold back on the claim.
Rather, the domestic minority policy of the CCP was widely
criticized.
It is believed the CCP is manipulating the terrorist attack claim
to cover up its faults.
When Chinese President Xi Jinping had just finished his visit at
Urumqi, the capital of Xinjiang, at noon of April 30, the train
station explosion took place that afternoon.
The regime added another point 5 hours after the explosion:
stabbing took place as the explosion was happening.
The official also quickly determined this as a terrorist attack.
The case involving three killed and 79 injured was solved on
May 1, according to the authorities.
The two attackers were among the dead.
However, Weibo blog disclosed the three deaths were police.
Chinese director Liu Meng revealed on Sina Weibo on the
explosion night that the explosion took place when police
were patrolling.
Three police were killed at the scene.
This message was forwarded tens of thousands of times but
was quickly removed.
A Urumqi citizen told NTD that a witness had said the stabbers
ran away before the explosives went off.
None of these rumors have been officially confirmed.
Li Shanjian, China issue commentator: “Any media claim
prior to the evidence being available only indicates one thing.
That is they try to make you believe, but not necessarily the facts."
As the CCP´s mouth piece was the only source of information,
overseas media have been cautious about the report of the
Urumqi train station explosion.
The so-called terrorist attack was not fully accepted.
Foreign media have been neutral in reporting the explosion.
When describing the so-called terrorist attack, quotation marks
were used, without completely following CCP´s report.
Li Shanjian: “Since 9.11, the terrorist problem has become
the main issue in the world.
Clearly, the CCP is taking a ride to cover up its mistake of
violent ruling of the minorities and label all incidents as
terrorist attacks.
I believe the international media are aware of it."
Hong Kong´s Apple Daily published independent commentator
Chang Ping´s article stating: To the United States, when the
President was faced with the threat of terrorist attack such as
the 911, it concerns the security of the people and the votes to
his presidency and his party.
However, such logic does not exist in authoritarian countries.
Professor Xia Ming, Political Science, City University of New
York: “China differs from the West in that the CCP avoids
responsibilities or taking the blame;
therefore, rather taking the terrorism to by-pass issues."
Xia Ming indicates that while criticizing the Xinjiang bombing
incident for its many innocent victims, people should question
why it keeps happening and what made these minorities take
such a desperate route and even sacrifice their own lives.
Commentator Li Shanjian does not believe violent suppression
or stability maintenance.
This violence routinely manipulated by the CCP will not
solve any problem but only cover up the conflict and crisis.
Li Shanjian: “The violence involved in these incidents was
caused by the CCP´s mistakes in its ethnic policies.
It is actually still questionable if the train station bombing
was indeed a reflection of ethnic conflict.
I am not so sure, and I feel there´s something else.
For instance, could it be some political force trying to take
advantage of a manipulated social chaos for its own
political purpose?"
On the day of the explosion in Urumqi, the U.S. State
Department issued the Country Reports on Terrorism 2013.
The report did not conclude cases in China as terrorist attacks
because of lack of credible evidence to support those claims,
such as a vehicle carrying three members of a Uighur family
careened into an ornamental bridge on Tiananmen Square and
exploded on October 28, 2013.
