【新唐人2014年04月29日訊】大陸新疆局勢持續嚴峻,除了不斷有維吾爾人被捕,近來,新疆沙縣更制定了所謂「以維治維」的新政策,呼籲市民互相舉報,政府提供50到5萬元不等的獎勵,舉報對像大到殺人縱火,小到留鬍鬚、穿著「奇裝異服」等。評論指出,中共當局拋出慣用的「文革式離間手段」,令人人自危,將導致新疆局勢更加混亂。
新疆沙雅縣政府4月16號發出《情報信息獎勵公告》,鼓勵當地民眾舉報各種所謂「不穩定」因素,凡提供線索者,根據信息種類和等級,按照標準分別給予50元到5萬元不等的獎勵。對提供重大有現實危害的信息,予以5萬元以上的重獎﹔提供爆炸、投毒、縱火、殺人、私藏槍支彈藥等危害社會政治安定類信息的,獎勵5000元到5萬元。甚至舉報身著「奇裝異服」、「留大鬍鬚的人」以及「搞封建迷信者」,都會獲得50-500元的獎金。
「懸賞公告」一出,立刻有不滿的聲音指出,在利益驅使下,難免有人會違背良知,製造出冤假錯案。此外,據一位維族官員透露,當局還僱傭維吾爾人當間諜,月薪1800元人民幣。每舉報一次還可得300元獎金。
新疆維權人士胡軍認為,這種挑起人民群眾鬥群眾,在人民之間製造恐懼和不信任,使得人人自危的做法,是中共當局一貫採用的離間手段。
新疆權利運動發起人胡軍:「它首先發這種公告的話,就等於在挑起民眾相互之間的爭鬥。通過大量資金的獎勵,挑起民間人和人之間的仇恨,這是非常惡劣的一種行為。因為我們知道,文化大革命就是採取這種方式,造成了更多家庭的破碎,更多的人被誣陷。就人和人之間都採取一種相互不信任和恐懼的感覺。對整個社會造成了危害。」
此外,據《美國之音》引述《台灣中國郵報》的報導說,新疆當局啟動的行動計劃,還包括試圖鼓勵當地維吾爾等少數民族婦女摘掉頭上的面紗。喀什當地居民對《法新社》說,進入政府辦公地點,銀行和法院等地時,婦女必須摘掉頭上的面紗,男子必須剃掉鬍鬚。
對此,「世界維吾爾大會」發言人迪里夏提,在接受《自由亞洲電臺》採訪時表示,新疆當局發佈的公告,是在限制維吾爾人傳統的文化信仰,禁止的一些做法,都是針對維吾爾人的公然挑釁。
胡軍:「穿不同的服飾的話,這是一個人的自由的問題。這個可以說是一個民眾他的著裝,他的這個自由是不可以去幹涉的。這是一個宗教信仰、一個民族服飾的問題。從法律上也好,從任何一個角度來說,都是讓人不齒的一種做法。它有意就是要毀滅維吾爾人的文化,你怎麼可以滅絕一個民族的生活習慣和相關的服飾,這可以說是一種反人類的做法。」
據沙雅縣官網宣稱,所謂「涉穩情報」,是做好「穩定」工作的第一要素,而及時上報「涉穩信息」可以積極「預防、準確打擊各種違法犯罪,有效保護國家和人民群眾生命財產安全」。但新疆百姓卻認為,新疆並不存在所謂的「恐怖組織」和「分裂勢力」,漢、維民眾之間,也沒有像當局宣傳的「存在不可調和的民族矛盾」。新疆目前的緊張局勢,完全是中共當局一手造成的。
胡軍:「現在的話,像新疆在昌吉這一塊,新疆維族人和漢族人還有回族,這些民族之間關係都很好,都沒有甚麼問題。大家也知道這個統治集團為了把槍指向老百姓,所以製造這麼些緊張的氣氛。以鎮壓維吾爾人的方式,然後進行擴權。它就採取這種辦法,它們也知道它們政權合法性受到質疑,而且它們犯下的累累罪行,面臨被清算、被審理,所以它們就把維穩這一塊抓的非常緊。」
胡軍說,在新疆人眼中,真正令他們感到恐懼的,並不是「恐怖份子」,而是破壞他們民族信仰、不斷製造紅色恐怖、對他們生命財產造成威脅的中共當局。

Xinjiang Rewards Beard Informants
Xinjiang authorities continue to impose severe regulations on
Uyghurs.
Shaya county initiated a policy of “fight Uyghurs with Uyghurs."
It offers 50 to 50,000 yuan rewards for verified information
regarding violations such as killing and arson, to growing long beards
and wearing bizarre clothing.
Analysts criticize the regime for conducting an alienating tactic
like during the Cultural Revolution.
The sense of insecurity will only create more chaos in Xinjiang.
Shaya government issued the informants and rewards decree
on April 16 to encourage locals to report ‘unstable’ factors.
Informants can earn between 50 and 50,000 yuan based on the
types and levels of information.
Verified information of significant and pressing danger can earn
more than 50,000 yuan.
Reporting violations of social and political stability such as
bombing, poisoning, arson, murder and illegal guns and powders
can be rewarded with 5,000 to 50,000 yuan.
Information on individuals wearing bizarre clothing, growing long
beards, engaging in feudal superstition will receive a bonus of 50 to
500 yuan.
The publication of such a policy has immediately drawn criticisms
of potential trumped-up cases driven by monetary gain.
According to a Uyghur official, the authority has hired Uyghur
informants on a monthly salary of 1,800 yuan, and bonus of
300 yuan per report.
Xinjiang activist Hu Jun analyzes this divisive practice of the
CCP has already provoked struggle, fear, distrust and insecurity
between people.
Hu Jun, Human Rights Campaign in China organizer:
“This regulation is to provoke fights and hatred among people
by use of money. This type of behavior is very disgusting.
That’s what the Cultural Revolution was about, creating many
more torn families and framed individuals.
The lack of trust and feeling of fear between people are devastating
to society."
China Post reported that Xinjiang authorities have also launched
a campaign labeled Project Beauty, which attempts to discourage
locals from wearing veils — a common practice among Uighur
women.
Residents of the desert oasis city of Kashgar told AFP that to
enter government offices, banks or courts, women had to remove
their veils and men must be clean-shaven.
World Uyghur Congress spokesman Dilxat Raxit told Radio
Free Asia that this announcement of banning and methods on
Uyghur traditional culture and beliefs are direct and blatant
provocation to the Uyghurs.
Hu Jun: “Outfits are personal freedom and should not be interfered with.
It is despicable to intervene in people’s belief and ethnic costume.
The CCP intends to destroy the Uyghur culture.
It is against humanity to eliminate an ethnic group’s life style and
their wearings."
Shaya official website indicated the intelligence is the first step
to stability, and timely reported intelligence can actively
“prevent and attack any violation and crime to effectively
safeguard the state and the people."
However, locals don’t believe there are so-called terrorists or
separatists in Xinjiang; there is no ethnic conflict between the
Han and the Uyghur.
In fact, the unrest has been entirely created by the Communist regime.
Hu Jun: “In Changji of Xinjiang, for example, the Han, the
Uyghur, and the Hui are in a good relationship.
Everyone knows it is the regime that’s targeting its gun towards
the people by creating such tense atmosphere.
By suppressing the Uyghurs, the CCP extends its authority.
The regime knows well that its ruling legitimacy is questioned,
and its numerous crimes are faced with being liquidated.
That’s why the CCP is holding tight on to stability maintenance."
Hu Jun explains that to people in Xinjiang, the terrorists are not
the concern, but the Communist authorities that have been
destroying their faith, creating red fear, and threatening their lives
and wealth.
