【新唐人2014年03月25日訊】中國「新浪微博」3月15號在美國首次申請公開募股。招股書提出的「風險因素」包括﹕中共當局對網絡傳播信息的監管與審查。而自去年8月以來,當局對微博「大V」們展開的整肅行動,不僅削弱了「微博」的市場,也使另一個社交通訊軟件——「微信」遭到打壓。「新浪微博」上市,中共管制言論的黑手是不是如媒體所說,成為了「新浪」的「商業風險」因素,影響投資者呢﹖下面一起去了解。
正式向「美國證券交易委員會」提交了上市招股書的中國「新浪微博」,計劃募集5億美元的資金。不過,「新浪微博」的招股書中,包含了40頁的「風險因素」,另有16頁闡述了中國法律法規的影響 。
《德國之聲》報導,「新浪微博」表示:中國對網絡傳播信息的監管與審查,可能會給我們的商業帶來負面影響,我們也必須對我們平臺上的信息負責。
加拿大《全球信息自由網》創辦人張新宇﹕「客戶用它這個企業,或者用它企業這個服務的目地,是要知道全面的信息,知道事實真相,而它又說我現在受到中國(中共)的信息過濾,那你說有哪一個傻瓜用戶,會去要它這個網去提供信息、提供服務﹖那沒有客戶要它的服務的時候,它跟誰去收錢﹖所以它不就是等於沒用了﹗」
報導說,「新浪微博」在招股書中承認,為遵守中國法律,而對用戶進行審查,包括:使用內部程序,監控發佈在平臺上的內容,其中有一個專門負責瀏覽和查閱上傳信息,並且刪除不恰當和違法內容的團隊。
張新宇﹕「Internet(網際網路)的目地就是提供信息,這是所有用的人的願望,而不是用他新浪微博,是為了愛黨、愛國。但是中國政府管制和過濾,讓所有用新浪的人愛中國、愛黨,恨他的敵人。我吃飽了搞你這個﹖」
3月上旬,網路傳出大批網絡及時通訊「微信」的賬號突然被封殺,其中包括一些大陸知名評論人士的帳號。有網友表示:「管制言論的黑手,終於從微博伸到了微信。」
中國大陸「騰訊公司」推出的手機社交通訊軟件「微信(Wechat)」,自2011年初推出後,用戶迅速增長,截至去年9月,「微信」用戶總量已達到2億7100萬,比2012年增長124%。
而在2012年底曾經擁有5億用戶的「新浪微博」,如今卻陷入了頹勢。「新浪微博」的淨虧損,從2012年的1億250萬美元,收縮到2013年的3810萬美元。
據了解,新浪微博用戶發帖量也下降了近70%。英國《每日電訊報》的研究顯示, 2012年3月,「新浪微博」每天發出大約40條微博的所謂「活躍用戶」,有43萬人,而去年底,這一數字下降了73%。
曾經擁有1200多萬「粉絲」關注的網絡「大V」名人——薛蠻子,去年8月遭到刑事追究。網路用戶認為,中共當局對於「微博」的整肅,使「微博」漸漸喪失了「公民新聞發佈平臺」的能力。
互聯網網絡自由觀察人士野渡﹕「新浪微博的人氣大V減少,所以就導致用戶的數量減少,跟著那廣告等等的投放也會跟著減少,就會影響企業的營利,這就是因為官方監管對他們已經造成的風險。新浪微博只是裡面一個典型的例子,最近還有微信,也導致了一些活躍用戶急急減少。」
美國哥倫比亞大學訪問學者溫雲超,稍早之前向《新唐人》表示,如果「微博」在此前已經被封殺,「微信」自然不能夠長期的存在。「微信」會受到越來越嚴重的審查。
張新宇﹕「它共產黨的目地,打壓也好,這些目地很簡單,就是為了它們的那些,因為它的目地不是為了中華民族,也不是為了中國人民,而是為了它們自己的那個利益集團。」
互聯網網絡自由觀察人士野渡表示,在中國,企業最大的風險,除了市場之外,就是來自當局的控制,只要中國繼續存在中共體制,中國的企業就擺脫不了風險。除非中國能夠建立一個真正的憲政民主體制。

Sina Weibo Investors Beware The Censorship Risk!
On March 15, China’s Sina Weibo offered public shares in the US for the first time. Weibo warned that shared information is subject to supervision and review in its filing report. Since last August, the Communist regime has launched a series of purges against influential Chinese bloggers. Weibo ‘s market has thus declined and another social media, WeChat has also subsequently been suppressed.
Will the censorship of the regime impose a risk to investors following Weibo ‘s going global? Let’s take a look.
Weibo plans to raise $500 million by offering shares to the public in the US. In its filing to the US regulator, United States Securities and Exchange Commission, risk factors were detailed in 40 pages along with 16-pages long of the regime’s regulation.
Weibo stated in its filing regarding the Risk Factors, Risks Relating to Doing Business in China, “Regulation and censorship of information disseminated over the internet in China may adversely affect our business and subject us to liability for information displayed on our website."
Zhang Xinyu, Global Network Initiative founder: “Customers who use this type of product would want the full information and the facts.
Who would provide information and service to the platform knowing the information will be filtered? Without customers, how can the info provider receive payment? Doesn ‘t it mean it ‘s simply useless?"
Weibo also admitted in its filing, “To comply with these PRC laws and regulations, we have adopted internal procedures to monitor content displayed on our platform, including a team of employees dedicated to screening and monitoring content uploaded on our platform and removing inappropriate or
infringing content."
Zhang Xinyu: “Internet provides information. That ‘s why people use it. People would not use Sina Weibo to demonstrate their love for the Party or the nation.
The CCP censors and filters the information to indoctrinate love for the state, the Party, and hatred of the enemy. Why would anyone fall for it? “
In early March, a large number of WeChat accounts were suddenly blocked, including some well-known Chinese commentators ‘ accounts. Netizens had responded: “The black hand that controls speech has finally extended from Weibo
to WeChat."
WeChat, launched in 2011 by Tencent, boasts 271 million users by last September, had a reported 124% increase from 2012.
Weibo, owned by Sina Corp, on the other hand, with 500 million users in 2012, has declined. Its net loss shrank to $38.1 million in 2013 from $102.5 million in 2012.
Research showed Weibo posts have fallen by 70 %. According to the Telegraph, “In March 2012, there were almost 430,000 people posting 40 times a day, almost every day." By last December, the number fell by 73%.
Xue Manzi, once had 12 million Chinese Internet fans received criminal prosecution last August. Internet users believe that the regime ‘s purge has Weibo lose its function as a social media platform.
Ye Du, Chinese Internet freedom watcher: “The decrease of popular Weibo bloggers will affect the numbers of users, as well as the ads and the subsequent profit of the business. That is the risk caused by the censorship.
Sina Weibo is just a typical example. WeChat is another one that is suffering from the censorship with diminished users."
Visiting scholar at Columbia University, Wen Yunchao, earlier had told the NTD that if Weibo has been blocked, WeChat will certainly not last long.
In fact, WeChat will be subject to even more serious scrutiny.
Zhang Xinyu: “The information is the target of the Communist regime, for the sake of the regime interest groups, rather than the nation or the people."
Chinese Internet freedom watcher Ye Du indicates that businesses in China risk more than just the market, but the control of the regime.
As long as the Communist regime continues its system, Chinese businesses are at great risk, until a true constitutional democracy is realized.
