【新唐人2014年01月30日訊】中國網球「金花」李娜，在奪取澳網冠軍的第三天，回到家鄉湖北武漢，獲得英雄式的歡迎，湖北副省長親自接機，省委書記和省長獎勵李娜八十萬元人民幣。但大陸律師要求湖北省政府公開這八十萬的來源。

1月27號上午，李娜與丈夫姜山乘飛機抵達湖北武漢天河機場。為迎接李娜，湖北省副省長張通，提早一小時抵達機場，他表示：代表湖北省6000萬民眾前往迎接李娜。

當李娜一臉疲憊走出機場時，她沒有接受歡迎者送上的鮮花，在機場逗留的10分鐘內，面對記者的提問，李娜幾乎一言不發。

隨後，湖北省省委書記李鴻忠、王國生及省委副書記張昌爾接見了李娜夫婦，並獎勵李娜八十萬元。不過，在整個接見過程中，李娜表情冷漠，站在李鴻忠身邊舉著支票，看起來也深感不快。

李娜的冷漠引起輿論的好奇，有網民抨擊湖北省官員浪費公民的納稅錢，沾運動員的光；也有不少人表示，不明白中共官員為甚麼要把納稅人的錢，發給根本不需要錢的人。

1月28號，廣東律師龐琨發表長微博，要求湖北省政府，公開獎勵李娜八十萬元的法律依據。他表示，作為喜歡李娜的體育迷，為了弄清湖北政府這一做法的合法性和正當性，特提出政府信息公開。

龐琨主要提出4點：1.公開獎勵李娜八十萬元人民幣的法律依據是甚麼？ 2. 獎勵李娜八十萬元人民幣的獎金來源於何處？ 3.八十萬獎金的支出是否符合省政府財政預算支出？ 4.八十萬元的獎金支出是否有合法的審批手續？

1月29號，龐琨對《新唐人》表示，不理解政府拿納稅人的錢，獎勵一些傑出運動員或職業運動員的作法。

廣東律師龐琨：「 我們覺得納稅人的錢是國家的財政支出，應該有嚴格的所用程序，但是我們不了解，所以就想知道這個錢，用的是不是合法，當然合不合理，我們認為是不大合理，所以就提出這麼一個申請。」

實際上，中共各地用公款獎勵體育冠軍的作法由來已久。有分析認為，中共官員企圖通過這樣的做法，來顯示自己的政績，提升自己的形象。

龐琨：「我們覺得很多地方，包括一些貧困地方，更需要這些錢，一些貧困的學童，或者是老人，還有其他一些落後地區的教育，或者體育設施，我覺得都需要這些錢，但是這些錢交給李娜，她並不需要這些錢。」

李娜25號奪得澳洲網球公開賽冠軍後，在獲獎感言中，她首先感謝她的經紀人艾森巴德，她說：在2011年法國公開賽，艾森巴德幫助她贏得至少4200萬美元的代言合同。

「英國廣播公司《BBC》」發表評論指出，對李娜來說，80萬元錢，就是大年三十打個兔子：有它過年，沒它也過年。可是，這八十萬元錢對於貧困家庭來說，那就是個天文數字，夠眾多的貧困人員吃穿一年。

武漢維權人士張人強指出，湖北無數訪民土地被強徵，房屋被強拆，多年來一直流離失所，他們一直要求補償，要求政府財政信息公開，但都沒著落。

武漢維權人士張人強：「他們都以各種理由搪塞我們，叫他這麼公開的話，也不知要找個甚麼理由搪塞了。」

張人強指出，政府花的是納稅人的錢，為自己臉上貼金，更讓民眾反感，他認為，這些錢補償給吃飯成問題的訪民，或資助鄂西貧困百姓更有意義。

就在輿論聚焦湖北獎勵李娜八十萬的同時，有網民翻出2001年第九屆全運會的一段視頻，當時的網球混雙比賽，姜山奪得冠軍，李娜獲季軍，在頒獎臺上，頒獎的領導狠狠搧了李娜一個耳光。

網民抨擊，這就是公權力的傲慢，可以給你耳光，也可以不經預算的送你八十萬。

31歲的李娜，因反抗中共殭化的體育體制，2009年1月，離開中國國家隊，2011年在法國網球公開賽奪冠。1月25號，李娜成為澳網首位奪冠的亞洲球員。

Lawyers: Where Does 800,000 Yuan Come From?

Chinese tennis star Li Na returned to her hometown of Wuhan,

Hubei Province after she won the 2014 Australian Open

Championhip. She received a heroine-style welcome.

Hubei Deputy Mayor came to the airport, Hubei Communist

Party secretary and governor rewarded Li Na with 800,000

yuan (US$132,000). Lawyers requested the Hubei officials to

publicize where the 800,000 yuan came from.

On the morning of January 27, Li Na and her husband

Jiang Shan’s flight landed at Tianhe Airport in Wuhan.

The Deputy Mayor Zhang Tong arrived at the airport

one hour earlier to wait for Li Na.

He said he was there on the behalf of 60 million Hubei

citizens to welcome Li Na.

When Li Na came out of the airport, she didn’t accept

the flowers from the regime.

During the10 minutes welcoming ceremony in the airport,

she remained silent during journalists’ questions.

The provincial party secretaries Li Hongzhong, Wang

Guosheng and Deputy party secretary Zhang Chang’er

met the couple.They rewarded Li Na with 800,000 yuan.

However, Li Na didn’t smile during the reception, she held

the check next to the party secretary, looking very unhappy.

Li’s long face aroused much curiosity.

Some netizens criticize that Hubei officials wasted taxpayers’

money, distributing it to someone who doesn’t need it.

On January 28, Guangdong lawyer Pang Kun posted a long

messages on his Weibo blog.

He requested Hubei regime to provide a legal basis

for the giving of 800,000 yuan.

He says that being a sports fan of Li Na, in order to find out

if Hubei officials’ behavior is legal, he specially requests

the publicity of more related information.

Pany Kun raised four points:

To publicize the legal basis of 800,000 yuan rewards.

To provide the source of the 800,000 yuan.

Does an 800,000 yuan reward meet government expenditures?

Does an 800,000 yuan reward have a legal approval process?

On January 29, Pang Kun told NTD that he doesn’t understand

the regime’s intention of rewarding the sports stars with

taxpayers money.

Pang Kun: “I think taxpayer’s money is the state expenditure,

so should have a strict process.

We aren’t familiar with it, so we need to know if such usage

of the money is legal.

We certainly think it is improper usage,

so we raise the questions."

Actually, the Chinese Communist Party (CCP) has had a long

history of using public funds to reward sports champion winners.

Analysts say that the CCP officials intend to show their

political achievement or their images this way.

Pang Kun: “We think more places need these funds, such as

the poor area, some poor children or elderly, the education

needs in some undeveloped area, or some sports facilities.

I think they all need this money.but the funds were given to

Li Na who doesn’t need it!"

Li Na gave her victory speech after she won the Australian

Open on January 25.

She thanks her agent, Max Eisenbud. She said Max secured

endorsement contracts for her worth at least $42 million f

ollowing her victory at the French Open in 2011.

An article published on the BBC Chinese website said that

800,000 yuan is nothing for Li Na, it is like hunting a rabbit

on Chinese New Year’s Eve: with or without it, people still

celebrate the Chinese New Year.

However, 800,000 yuan for a poor family, is an astronomical

amount, which can support many poor families for one year.

Wuhan activist Zhang Renqiang says that many Hubei

petitioners’ lands have been seized, houses were forcibly

demolished.

They lived a homeless life for several years, continuously

requesting compensation, asking the regime to publicize

the government financial information, but there is no result.

Zhang Renqiang: “The regime used various excuses to stop us.

This time we requested them to disclose the information, so

not sure what excuse they will use."

Zhang points out that the government spends taxpayers

money, claiming the praise, the public dislike it more.

It is more meaningful if they use this money compensate those

who have hard lives, or support poor families in West Hubei.

While the public opinion focuses on 800,000 yuan, some

netizens posted a video of the Ninth National Sports Game 2001.

At the time, Jiang Shan won the champion in a mixed match,

Li Na won the second.

People noticed that on the stage of ceremony,

the leader slapped Li Na’s face.

Netizens say that this is how the CCP arrogance works,

officials can give you a slap, but also can give a reward

of 800,000 yuan without budget.

Li Na, 31, split from the Chinese state

tennis system in January 2009.

She won the French Open in 2011. On January 25, she became

the first Asian tennis player to win the Australian Open.
