【新唐人2013年12月18日訊】國際特赦:勞教所被戒毒中心代替

12月17號,總部設在倫敦的人權組織「國際特赦」發表報告,質疑中共廢除勞教制度後,採用其他方式,拘禁訪民及法輪功學員等,並呼籲中共當局停止任意關押。

報告說,如果針對行使自身權利的個人或團體的懲罰政策得不到改變,所謂取消勞教制度只能是換湯不換藥,中共的勞教制度將會改頭換面,以「黑監獄」、「戒毒中心」或其他名目繼續存在。

報告指出,在新疆、江蘇、四川、吉林以及其他省區的一批勞教所,已經被重新命名為「戒毒中心」,但它們所從事的工作卻與戒毒幾乎沒有任何關聯,而是與過去的勞教所一模一樣。那裏的人犯可以在不受審判的情況下,被關押數年之久,遭受折磨,被迫從事苦役。

中共在上個月宣佈廢止自上世紀五十年代開始實施的勞教制度,但沒有說明如何具體落實這一決定。

香港「六四紀念館」永久館址確立

香港「支聯會」12月17號成功購置了「六四紀念館」的永久館址,希望藉此促進民主歷史的記憶。

館址位於九龍尖沙咀柯士甸路,實用面積約為800平方呎。支聯會表示,隨後將著手紀念館的展館設計,希望能在明年4月中正式開幕。

去年(2012年)4月,「支聯會」曾以臨時展館的方式,展出多項他們從民間蒐集的「六四」文物和資料,包括當年在天安門廣場撿到的中共軍隊子彈殼照片,還有王丹、柴玲等民運學生簽名的汗衫等。因為租約期滿,臨時「六四紀念館」被迫在去年6月12號關閉。

福州村民維權 千警鎮壓 百人被捕

福建省福州市因為土地糾紛,12月16號爆發大規模警民衝突,近百名村民被抓捕和打傷。

據《自由亞洲電臺》報導,福州市連江縣潘渡鄉仁山村數百名村民,不滿縣政府強徵土地,15號阻斷高速公路抗議,副縣長到場承諾會徹查事件後,村民自行離 開。但第二天,當局卻出動兩千武警,進村抓捕示威村民,雙方爆發衝突,據傳,衝突中一名孕婦被打死,50人被打傷,45人被抓捕。

報導說,傷者全部送往醫院,但多名地方官員和公安在醫院看守,禁止外人探視。

Amnesty International: Drug Rehabilitation Centers

Replace Labor Camps

On Dec. 17, Amnesty International published a report about

the Chinese Communist Party (CCP) stepping up other forms

of persecution of petitioners and Falun Gong practitioners after

the abolition of “Re-education Through Labour” (RTL) system.

Amnesty International also stated that “Chinese authorities

must immediately end all forms of arbitrary detention.”

The report said: “It’s clear that the underlying policies of

punishing people for their political activities or religious

beliefs haven’t changed.

The abuses and torture are continuing, just in a different way,

They continue to exist in so-called “black jails”, enforced drug

rehabilitation centres, and “brainwashing centers”..

A number of labor camps in Xinjiang, Jiangsu, Sichuan, Jilin

etc. have been identified in other reports and renamed as drug

rehabilitation centers.

These have almost no connection to drug rehabilitation but

continue the situation from the labor camps.

So they continue to perform persecution of victims through

illegal detention, physical abuse, and hard labors.

The CCP announced the decision to abolish the long-standing

RTL system in November with no explanation on how to

implement the decision.

June Fourth Memorial Finds Permanent Home in Hong Kong

The Hong Kong Alliance in Support of Patriotic Democratic

Movements in China (The Alliance) has successfully acquired

a permanent home for the June Fourth Memorial, hoping to

commemorate the historical democratic movement.

Located on the Austin Road, Tsim Sha Tsui in Kowloon,

the memorial occupies approximately 800 square feet.

The Alliance indicated that the official opening will be in

mid-April next year once the reconstruction is finished.

In April 2012, The Alliance displayed artifacts and documents

collected for the June 4 massacre.

These included a photo of the Chinese Communist Party (CCP)

military bullet casings found in Tiananmen Square, a t-shirt

signed by student activists Wang Dan, Chai Ling and so forth.

The temporary June Forth Memorial was forced to close

due to the the lease expiring.

Hundred of Protestors Meet Massive

Police Repression in Fuzhou

A land dispute in Fuzhou on Dec. 16 led to a large clash

between villagers and police.

Consequently, hundred of villagers were injured and arrested.

Radio Free Asia reported that several hundred villagers from

Pandu Township of Fuzhou City protested on Dec. 15 against

forced land acquisition by the local government and blocked

the highway.

The deputy governor promised to thoroughly investigate

into the incident so the villagers left the protest.

However, on Dec. 16 two thousand armed police arrived

at the village to arrest the demonstrators. Both sides clashed.

Reportedly, a pregnant woman was killed in the conflict,

50 people were injured and 45 people were arrested.

The report says the injured were sent to the hospital, but

guarded by local officials and police.

Visitors are prohibited.
