【新唐人2013年11月08日訊】遭到中國海內外正義人士強烈抨擊的中共「勞教制度」，再次引起輿論關注。有消息傳出，中共總書記習近平努力廢除勞教制度，但是遇到巨大阻力。是甚麼巨大阻力? 請跟本臺記者一起去了解。

雖然11月初，香港《明報》引述獨立消息來源說，大陸存在已57年的勞教制度將於近期全面廢除。不過，「英國廣播公司《BBC》」6號卻轉載《路透社》的消息表示﹕「習近平慾廢除勞教制度遇巨大阻力」。報導引述來自中共領導層的消息說，習近平同意中央政法委書記孟建柱今年初提出的廢除勞教制度的建議，但是遭到黨內保守派的阻擋。

報導認為，習近平雖然身兼黨政軍最高職務，但是他並不像外表看上去那樣有權威。

中國資深法學專家趙遠明﹕「現在中共內部中共高層對於勞教制度的取消，鬥爭還是很激烈的，像江派人物他們這幫人通過勞教，不光是打擊異見分子，打擊不同信仰的人，而且還從勞教系統運作當中發了很多橫財，發了很多黑財。」

時事評論員石靜笛指出，中共三中全會前夕，北京街頭軍警林立，巡邏車遍佈大街小巷，大批訪民和維權人士被關押、軟禁，可以證明中共政權對民眾鎮壓的態度不變。

時事評論員石靜笛：「勞教制度是中共政權使用了半個多世紀的鎮壓老百姓的得力工具，集中體現了中共用暴力維持統治、踐踏人權、剝奪人權的特徵，現在勞教制度的罪惡已經人所共知，中共現任高層只不過是想甩掉一個包袱，並不是改變或停止了對民眾的鎮壓。」

去年底《紐約時報》披露，前中共政法委書記周永康曾危言聳聽的說，如果「勞教」這種不受法律制約的刑罰系統被廢除，中國社會就會陷入動盪，而中共也將喪失政權。

報導還說，在勞教系統中工作的人數以萬計，它對地方官員來說是個金礦，他們能靠在押人員生產的商品獲取經濟利益。

原「遼寧馬三家勞教所」副院長彭代銘，曾對撰寫《走出馬三家》一文的記者說，馬三家的勞教人員超過5000人，無償勞動創造的總產值一年近1億元。

去年「萬聖節」前夕，家住美國俄勒岡州的朱麗葉•凱斯，在購買的中國萬聖節用品中發現一封求救信。

信中寫道：你手中的這個產品出自「馬三家勞教所」，這裏勞教的人員每月收入10元人民幣，1天工作15個小時，沒有任何休息日，還經常遭酷刑毆打。

遭「馬三家勞教所」三年奴役者亞輝：「活兒不多的時候早上4點多鍾起床（幹活），晚上10點以後才允許睡覺，如果過年過節它活兒特別多的時候，他們就會（讓）加班加點，甚至不睡覺。」

曾在「馬三家勞教所」遭受過3年奴役的亞輝說，勞教所給的10元工資當中，每個月還要苛扣幹活坐的小板凳錢，和每天向外倒垃圾時用的塑料袋錢。

石靜笛：「不光是這些，勞教所中的大批法輪功學員都有被多次驗血的奇怪經歷，海外已經有幾十種證據指向中共活摘法輪功學員器官（賣錢）。中共的江澤民集團就是通過勞教體制喝人民的血、 肥自己的腰包。」

自1999年中共鎮壓法輪功以後，在中共前黨魁江澤民對法輪功學員「打死算自殺」的指示下，中共勞教所出現了天然的「人體資源庫」，器官交易市場異常的「繁榮」。

美國資深記者伊森‧葛特曼撰寫的《失去新中國》一書中說，中共摘取器官的罪行現在仍然在繼續。至2008年至少有65,000名法輪功學員因被活摘死亡。其他團體如藏人、維族人和基督徒也是中共活摘的受害者，只是數量沒法輪功學員多。

中國資深法學專家趙遠明指出，習近平推行的廢除勞教制度「點」到了江澤民派系的「死穴」，江氏集團害怕迫害法輪功遭到清算，所以激烈抵抗，中共高層因此公開分裂。

Xi Jinping’s Plan to Abolish “Reeducation through Labor

System" Runs into Obstacles

China’s widely criticized “Reeducation through Labor

System" once again aroused public concern.

What is the resistance from?

HK’s Ming Pao quoted independent sources in early

November that the CCP’s 57-year old “Reeducation through

Labor System" (RTL) will soon be fully abolished.

However, the BBC reproduced Reuters news saying:

“Xi Jinping’s effort to abolish RTL met great resistance."

The report quoted messages from CCP high-level leadership

that Xi Jinping agreed with the advice of Central Political and

Legal Committee Party Secretary Meng Jianzhu earlier this

year to abolish RTL.

However, obstacles came from the conservative faction.

The report states that although Xi Jinping holds the highest

party, military and political positions,he does not actually

have the authority his title suggests.

Chinese senior legal expert Zhao Yuanming: “There are

intense struggles among CCP high-level officials on the

abolish of RTL.

The Jiang Zemin fraction uses the RTL system to suppress

dissidents, other faction members and made a huge fortune."

Commentator Shi Jingzhu points out, on the eve of the CCP’s

Third Plenum there are many policemen in Beijing.

Patrol cars are everywhere on the streets.

A large number of petitioners and human rights activists

were detained or put under house arrests.

It shows that the CCP keeps up suppression against people.

Shi Jingzhu: “RTL is CCP’s powerful tool to suppress

people for over half a century.

It showcases the CCP’s feature to resort to violence to

maintain their rule, abuse and deprive of human rights.

Now the crimes of the RTL are well-known.

The CCP only wants to get rid of a burden, not to really

stop the persecution of the Chinese people."

New York Times stated at the end of 2012 former CCP Political

and Legal Committee Party Secretary Zhou Yongkang feared

that if the penal system of RTL without legal constraint was

abolished, China will be in turmoil; the CCP will lose power.

The report also indicates there are tens of thousands of people

in the RTL system.

They are the gold mine for local officials who get economic

benefits from the goods made by the people.

Former Liaoning Masanjia Labor Education Center leader

Peng Daiming once told the reporter of Out Masanjia,

that there are over 5,000 inmates in Masanjiazi, producing

nearly 100 million yuan worth of goods each year with no pay.

Before Halloween in 2012, Julie Keith from Oregon found a

letter asking for help in a Halloween product made in China.

It said: “This product in your hands is made in Masanjia

Labor Education Center.

The inmates here are paid 10 yuan each month.

They work 15 hours a day without any day off.

They are often tortured and beaten."

Ya Hui, who was enslaved in Masanjia for three years: “When

there were not many orders, we got up at 4 a.m. and were

allowed to sleep at 10 p.m.

There are lots of orders during the holiday season. They forced

us to work overtime and not allowed to sleep."

Ya Hui said out of the 10 yuan salary, each month they had

to pay for the small stool for sitting on to work and trash bags.

Shi Jingzhu: “Also, a large number of Falun Gong

practitioners in labor camps repeatedly had blood tests.

There are dozens of pieces of evidence overseas pointing to

CCP』s organ harvesting of live Falun Gong practitioners.

Jiang Zemin’s faction fills their pockets by

using the blood of Chinese people.

Since 1999 when the CCP started the persecution of Falun

Gong, under former CCP leader Jiang Zemin’s orders, “Falun

Gong practitioners killed are considered suicides," CCP’s RTL

became “Human Organ Warehouses".

The organ markets became prosperous.

U.S. senior reporter Ethan Gutmann wrote in his book

Losing the New China, the CCP’s organ harvesting crimes

are still continuing.

Until 2008 at least 65,000 Falun Gong practitioners

were killed and their organs removed.

Other groups such as Tibetans, Uighurs and Christians

are also victims of the CCP’s organ harvesting.

Although not as many as Falun Gong practitioners.

Zhao Yuanming also pointed out Xi Jinping’s effort to abolish

the RTL system touches the death point of the Jiang Faction.

With their crimes of persecuting Falun Gong, the Jiang Faction

fiercely resists.

The CCP high-level leadership has openly split up.
