【新唐人2013年09月24日訊】近年來,無人機的技術發展,早已成為軍事大國戰略重要的一環。雖然中共當局所屬軍武製造商幾乎都擁有研發中心,也宣稱已經研發出10幾款無人機,但是,最近《紐約時報》引述美國網路公司情報指出,這兩年來部署在上海的黑客,接連攻擊外國國防技術承包商,攻擊目標多達20個,黑客的目標是美國軍用無人機技術。
《紐約時報》22號報導,據一家監控攻擊行為的美國網絡安全公司透露,黑客的目標是美國軍用無人機技術。
總部位於加利福尼亞州的「火眼公司(FireEye)」指出,盜取無人機技術的行動取名叫「Beebus行動」,是由黑客組織「註釋組」(Comment Crew)進行。而「註釋組」的名字,早在今年2月,已經在另一家美國網絡安全公司的報告上出現。「註釋組」近年經常攻擊美國公司,是中共軍方黑客,而它的總部是位於上海浦東的一個老社區,也就是解放軍61398部隊的總部所在地。
報導說,現在,中共正在將自己的無人機派遣到一些潛在的戰場。而軍事分析人士表示,中共長期以來一直在努力複製外國無人機的設計。
據了解,中國境內的每家主要軍火製造商,都擁有無人機研發中心,中國工程師和官員進行「逆向工程」研究相關的公開資料,並向來華參加各種會議的美國無人機專家討教相關技術。美國智庫「2049計劃研究所」軍事分析專家伊斯頓曾經對外表示,「這可為中國在設計工作和減少錯誤方面節省多年時間。」
美國中文雜誌《中國事務》總編輯伍凡:「他(中共)自己本身沒有發展獨立的、獨創性的科學技術包括軍事技術在內,那麼他最好的辦法,就是偷人家的,最方便的手段就是透過網絡。」
報導說,對於歐巴馬政府和美國企業高管來說,中共獲得技術的手段中,最令人擔憂的就是網絡間諜活動。
美國的軍用無人機被外界列為世界尖端,美軍目前擁有全球最多的7000架無人機,今年首次把體積相當於戰機的X47B無人機,在航空母艦上起飛,突破了無人機的限界。
美國中文雜誌《中國事務》總編輯伍凡:「美國現在是用無人飛機做為一個戰略,來保衛美國的利益,所以中共也相對應的也用無人飛機跟你對抗,用美國的技術來對抗美國的軍事力量,這是中共正在走的,所以美國把這件事情揭露出來了,中共一口否認。」
《紐約時報》認為,中共軍方一直在關注圍繞台灣問題可能爆發的戰爭,還要留意日益加劇的領土爭端,因此在準備用無人機應對海上局勢這個方面走在了前沿。這一點和美國不一樣,美國主要是在巴基斯坦和阿富汗使用無人機,來尋找和殺死有嫌疑的恐怖份子和游擊隊武裝人員。
同時,報導說,中共使用無人機進行監控,可能在中國境內實施攻擊,包括在新疆、西藏等局勢動盪的地區。中共國內安全機構今年的預算為1240億美元,高於軍費預算。軍方官員和國內安全官員都參加了在北京舉行的無人機技術會議,以非軍用無人機為主題的國際會議,定於9月25號到28號在北京舉行。
中共當局企圖走向研製無人機的前線,不僅是為了自用,也為了銷售及出口。
今年3月,美智庫「2049計劃研究所」的報告說,近年來,專注軍事現代化的北京政府,一直著力打造大規模無人機艦隊,提高它在太平洋應對美國的軍事效能。
2007年3月,美國「五角大樓」分析人員伯傑森,曾向中共特工出售關於JTIDS技術的機密,《華盛頓自由燈塔報》引述美國學者的話說,北京可能從伯傑森那裏獲取的軍事技術秘密,來發展自己的防干擾戰術通信系統。

Chinese Hackers Steal American UAV Technology
In recent years, the development of UAV (Unmanned Air
Vehicle) technology has become an important
part of military strategies.
China’s military weapons manufacturers all have their R&D
departments and claim to have developed over 10 different UAVs.
However, recently, the New York Times quoted U.S. network
intelligence which said that hackers in Shanghai have
successively attacked more than 20 foreign defense
technology contractors, aiming to obtain the U.S. military UAV technology.
On Sept. 22, the New York Times reported that according
to a U.S. network security company, the hackers’ goal is
to steal the U.S. military UAV technology.
Headquartered in California, Fire Eye Company pointed out
that actions to steal UAV technology are called Beebus
actions, which are executed by the “comment group"
in the hacker organization.
As early as February 2013, the Comment Group appeared
in another U.S. security firm’s report.
In recent years, Comment Group often attacked
U.S. companies.
Comment Group is headquartered at Shanghai Pudong,
which is the headquarters of the PLA’s 61,398 troops.
The report said that now, the Chinese Communist Party
(CCP) dispatches its own UAV to some potential battlefields.
Military analysts said that the CCP has long been trying
to replicate foreign UAV design.
It is understood that every major arms manufacturer in China
has its R&D center.
Their engineers and officials engage in reverse engineering
research.
They also ask American experts, who attend meetings
in China, for advice on related technologies.
A military analyst from the U.S. think tank 2049 Plan Study
pointed out that this could reduce errors
and save many years in time for China’s design work.
Wu Fan, editor of China Affairs: “Since the CCP has no
independent and unique science and technology, including
military technology, its best way is to steal from others,
and the most convenient way is through the Internet."
The report said what’s most worrisome for the Obama
administration and U.S. corporate executives is cyber espionage.
The U.S. military has the most top-notch drones in the world
and as many as 7,000 of them, the largest among all nations.
This year, UAVs equivalent to fighter X47B took off from
an aircraft carrier for the first time, breaking UAV limits.
Wu Fan: “The United States are now using unmanned aircraft
as a strategy to defend its interests, so the CCP could also
use the same technology to fight against the US military.
That is the path the CCP is marching on.
The U.S. exposed it for that reason, but the CCP denied
the allegation."
The New York Times believes that the CCP has been
concerned about a possible outbreak of war regarding
the Taiwan issue and also growing territorial disputes.
The CCP’s use of UAV to respond to the maritime situation
is quite different from the United States using UAV
in Pakistan and Afghanistan to locate and kill suspected
terrorists and armed guerrillas.
Meanwhile, the report said the CCP uses UAVs to monitor
and implement possible attacks within China, including Xinjiang,
Tibet and other areas of unrest.
The CCP’s budget in 2013 for security units is $124 billion,
higher than the military.
Military officials and national security officials attended
a conference held in Beijing regarding UAV technology.
A non-military UAV international conference is scheduled
from September 25 to 28 in Beijing.
The CCP wants to be a front runner on the UAV technology,
not only for its own use, but also for sales and exports.
In March 2013, the U.S. think tank 2049 Plan Study reported
that in recent years, the Beijing government, concerned about
its military modernization, has been focused on creating
a large-scale UAV fleet to improve its efficiency
in responding to the U.S. military in the Pacific region.
In March 2007, the US Pentagon revealed that the CCP
obtained JTIDS technology secrets from a Pentagon analyst.
Washington Beacon of Freedom quoted an American scholar
who said that Beijing probably got secret military technologies
to develop their own anti-interference tactical communication
systems.
