【新唐人2013年06月07日訊】七年來,在中國大陸受到軟禁的上海律師鄭恩寵,自從5月23號會見美國外交官以來,對他進行監控的警力,從每天12人增加到18人。雖然上海警方聲稱,已經把鄭恩寵到香港講學的要求上報給中央,兩個月內將給予他答覆。但是鄭恩寵擔心,當局在採取拖延戰術,一旦美、中元首會晤之後,和7月中美人權對話的風頭過去,當局將對他採取嚴厲措施。

今年4月,「香港中文大學」邀請鄭恩寵5月中旬到香港做學術演講。5月23號,鄭恩寵突破監控,成功會見美國駐上海領事孟儒生。鄭恩寵6月6號告訴《新唐人》,這件事情之後,上海警方對他的態度突然發生180度的大轉彎。

上海律師鄭恩寵:「他們最近開會講過,看到外交官的車,有美國國旗的車,千萬不要攔,哪怕鄭恩寵在,也不要攔,趕快走,他們倒過來跟我打招呼,鄭恩寵啊﹗我們對你很好,在我值班的時候,今天要見外交官,趕快跟我打個招呼,我也不會攔你,我就請示上面,讓上面來攔你。」

上海警方還讓鄭恩寵準備香港之行,並准許他出門辦事、購物和遛狗。但是鄭恩寵感覺危機暗藏,因為上海警方對他會見美國外交官很惱火。

鄭恩寵:「現在因為美國外交官和我見面,上海市公安局,閘北區公安分局,包括北站派出所的好多警察、警官這次受了處分。我跟美國外交官接觸的那一天,值班的警察叫陳新鐘,他沒有攔住我和美國外交官見面,他自己講被扣除500塊獎金工資。保安公司的一個組長扣了人民幣100元。他們這兩天非常氣。」

鄭恩寵感到,上海當局試圖在這兩個月之內暫時採取穩定措施,甚至可能勸說香港中文大學不要邀請他,等情勢穩定下來,上海當局可能會對他採取嚴厲措施。

鄭恩寵通過新唐人向美國國務院和歐巴馬政府發出呼籲,希望美國總統歐巴馬在和中共黨魁習近平談判時,在人權問題上不要讓步。

鄭恩寵回憶,2007年3月,上海警方曾以出國和經濟補償為條件,希望他在網上發表聲明,表示自己過去揭露上海前市委書記陳良宇貪腐的問題,是「道聽途說」。

鄭恩寵:「這一次他們準備給我開經濟條件。開經濟條件他們給我放軟了,就是原來你罵我十句話,最後你罵我七句話。你拿點錢,少罵點。還透露出一點,你罵共產黨,不要罵我上海。你罵共產黨你怎麼罵,不要罵我上海。但是我絕對拒絕他們這個要求。我說我罵共產黨包括罵你上海。我要罵共產黨,我做律師的,我要有理有據。我有根有據就是上海的案子。」

警察還向鄭恩寵透露,上海市委組織了一個研究小組,專門研究他過去辦的案子。他們擔心鄭恩寵到香港講學,會把上海的土地腐敗問題揭露出來,那麼,過去上海的拆遷案可能都將翻案。一旦翻案,將涉及上海方方面面的領導,因此他們非常害怕。

鄭恩寵:「因為上海市委他們搞房地產,這個東西是我首先捅破的。上海這個東西實際上是江澤民這個派系。包括江澤民兩個兒子都在炒房地產。所以我到香港如果講案例的時候,肯定把上海市委長期搞房地產炒地皮這個事情揭露了。可能房地產老闆到最後把上海市委這些領導要咬出來。」

鄭恩寵曾代理上海五百件徵地拆遷案件,因代理靜安區東八塊居民狀告富商周正毅,牽動官商勾結腐敗網,受到中共「上海幫」的壓制。2003年,鄭恩寵被「上海幫」以向境外提供國家祕密罪,判刑入獄3年。鄭恩寵從入獄到出獄,不停地舉報上海的貪腐案件,因而成為社會公認的「上海幫拔不動的眼中釘」。

Zheng Enchong: Irremovable Thorn In Shanghai Clique’s Flesh

Shanghai lawyer Zheng Enchong has spent the

past seven years under house arrest.

On May 23, Zheng escaped from police surveillance

and met with a US diplomat in Shanghai.

Since this event, the Chinese Communist Party (CCP)

authorities have increased the number of police officers

monitoring him to 18 from the previous 12 officers.

Shanghai police authorities have alleged that Zheng’s

academic invitation has been reported to the CCP central office for approval

and that a reply will be given within two months.

Zheng fears that the authorities are

using delaying tactics now.

It is feared that after the Obama-Xi talks and the

end of the Sino-US human rights dialogue in July,

the CCP may very likely take harsh measures

against him over his meeting with the US diplomat.

In April, the Chinese University of Hong Kong (CUHK)

invited Zheng Enchong to Hong Kong to give academic lectures in mid-May.

On May 23, Zheng escaped house arrest and met with

Russell Menyhart, US diplomat in Shanghai.

On June 6, Zheng told NTD that after this meeting,

Shanghai police authorities’ attitude towards him

“took a 180-degree turn”, and that

he was very worried about the extra surveillance.

Zheng Enchong: “They recently held a meeting,

saying that they won’t stop any US consulate cars,

even if Zheng is sitting in them.

Now they even greeted me first, saying things like:

“We’ve treated you very well.

When I’m on duty, let me know

if you’ll meet with a US diplomat.

I won’t stop you, I will just report it

to my superiors and they will prevent you.”

Currently, Shanghai police authorities have allowed

Zheng to prepare his trip to Hong Kong, and to go outdoors.

However, behind these permits Zheng has felt tensions.

He says, his private meeting with the US diplomat

has annoyed Shanghai police authorities.

Zheng: “Many Shanghai police officers have been

punished for my recent meeting with the US diplomat.

On the day when I went to see the US diplomat,

the policeman on duty didn’t stop me.

The authorities deducted his 500 yuan bonus payment,

and the security group leader had 100 yuan deducted from his pay.

The two of them are understandably

very angry about this lately.”

Zheng Enchong analyzes that Shanghai CCP authorities

will continue to monitor him in the next two months.

They may even persuade the CUHK to cancel the invitation.

Zheng reckons that after the situation stabilizes, Shanghai

authorities may take drastic measures against him.

Through NTD, Zheng Enchong has appealed to the U.S.

State Department and the Obama administration

Asking that Obama not compromise on discussing

China’s human rights, during his talks with Xi.

Zheng recalls that in 2007, Shanghai police

authorities offered him an exchange.

They asked Zheng to openly declare that

his previous damaging exposures of

the corruption of Cheng Liangyu, ex-Shanghai Party chief,

were merely “hearsay”, and had no foundation in truth.

If Zheng did, he would be allowed to go abroad

and get financial compensations.

Zheng Enchong: “This time, they intend to

buy me off to reduce my criticism in public.

They told me that you can censure the CCP,

but don’t censure the Shanghai authorities.

I refused this request, saying that the

Shanghai authorities are part of the CCP system.

As a lawyer, my arguments are all based on facts,

on actual events ,which took place in Shanghai.”

Shanghai police revealed to Zheng Enchong that

the Shanghai CCP Committee has set up a research group,

this group has a special interest in studying all cases

that were defended by Zheng in the past.

They fear that Zheng will disclose corrupt land sales

in Shanghai.

If he does so, all previous court decisions on local

house demolition cases may well be overturned.

That would massively implicate Shanghai leaders,

which makes them very fearful.

Zheng Enchong: “I was the first one to expose the

Shanghai CCP Committee’s real estate speculation.

The Committee was actually part of Jiang Zemin’s clique.

Jiang’s two sons both have made money

in real estate speculation.

So in my Hong Kong lecture, I will definitely cite this case.

The property developers might finally confess the

deals done by these Shanghai CCP Committee leaders.”

Zheng defended 500 cases of land acquisition

and forced demolitions in Shanghai.

In of the cases, some local residents sued

Zhou Zhengyi, Shanghai property tycoon.

The case touched on a corruption network formed

amongst local CCP officials and businessmen.

Zheng was thus repressed by

Jiang’s Shanghai clique.

In 2003, he was put in prison on a charge of

leaking state secrets to foreign forces.

During his stay in jail, Zheng has insisted on

reporting the corruption of Shanghai leaders.

This has brave insistence has made him

“an irremovable thorn in the Shanghai clique’s flesh”.
