【新唐人2013年04月08日訊】從2002年到2005年期間,湖南省祁陽縣政府以綠化和修建水電站為由,將原種場村的800多畝土地,以每畝人民幣1萬元的低價強行「徵用」,土地荒蕪了幾年以後,再以幾十倍的高價轉手倒賣給房地產商,農民與當局多次交涉沒有結果。當農民們試圖阻止商開發未經合法手續開發時,迎接的卻是黑社會的多次暴力。請看報導。
位於湘江中上游的湖南省祁陽縣,當地農民世世代代以農耕漁殖為生,生活殷實。「原種場村」與名列中國十大碑林的「浯溪碑林」隔江相望,風景優美。
近年來,這裡修築了兩個攔河大壩,將這一段湘江堰塞成了兩個湖泊,加上當局的所謂「豪華」徵地,農民依賴的土地變得奇貨可居。
據《紅網》報導,從當地農民上訪信件顯示,自2002年1月到2003年12月,祁陽縣政府以搞綠化為由,以人民幣每畝6000元~15400元的價格,強行徵收原村三隊的稻田、魚塘、果園517.857畝。
2005年,祁陽縣政府又借建設「浯溪水電站」的機會,不顧三隊全體農民的反對,買通了三隊原黨支部書記,以每畝人民幣15400元的價格徵收330畝稻田。
原種場村民曾江文表示,他們村以前都是綠油油的稻田,而現在到處都是荒蕪的土地。老百姓失去了世世代代賴以生存的土地,現在吃飯都成了問題。一次次的集體上訪,也沒有任何效果。
原種場村民曾江文:「我們隊裡的原支書通過一個人簽字,將我們的稻田430畝,全部他賣給了浯溪水電站。他實際水電站已建好了嘛,是不是啊,它(浯溪水電站)實際只用了40畝,還有290畝的稻田,整批盜賣給汀蘭華府這個房地產開發商。」
祁陽縣政府去年(2012年)7月將這塊囤積了好幾年的稻田、魚塘、菜園地847.857畝,以每畝人民幣30~100萬元不等的價格轉賣,狠賺了一筆。
曾江文表示,村民卻發現,房地產開發商沒有合法的手續搞房地產開發,所以他們都不同意房地產商在這裡搞開發。但開發商強行動工,他們只好一次次集體前去跟房地產商說理、靜坐、抗議。
原種場村民曾江文:「我們全體老百姓有幾十個要他不要動工,叫他們跟縣政府跟我們協調好了以後,或說清楚以後。 2012年11月26日,汀蘭華府房地產想強行施工,僱黑社會的人,打傷我隊村裡的,我的隊是村裡的群眾,打傷了好幾個,現在就在住院治療」
在整個暴力事件發生的過程中,村民數次報警,電話卻無人接聽﹔警方接聽之後也遲遲不見出警,任由手無寸鐵的農民們處於黑社會的暴力之下。
曾江文表示,僅從去年12月後,就發生了4次暴力事件,10多人被打傷,7人次住院,目前仍有兩人住院。
實際上,早在2005年12月3號,祁陽縣政府為了強行動工,動用警察及社會閒雜人員對前往工地說理的群眾實行驅趕,抓捕8人,拘留4人,打傷3人。
因維權而遭受迫害的上海律師李天天指出,由於各級政府為了一致的利益,而夥同搶奪農民土地,他們給農民帶來的不是保護而是侵害。李天天擔心,這恐怕只會發生越來越多的百姓和政府之間的血案。
上海律師李天天:「人的正義的本能會湧現很多楊佳這樣的人吧,一種正當防衛吧,我不認為他們這屬於暴力。自己權益被侵害,又找不見說理的地方,他就會有很多的這種血案。這也很正常,這是被政府逼的。」
祁陽縣隸屬湖南省永州市。當地識字的農民說,這就是「苛政猛於虎」的典型。

Sending Thugs To Beat The Farmers
Between 2002 and 2005, Qiyang County officials
in Hunan Province used the
excuse of green environment to build a hydropower station
and seized farmland to do so.
They forcibly sold 800 mu (1 Mu=1/6US Acre) of
farmland for 10,000 yuan per mu.
The land was barren for several years. Later it was sold for
10 times the price to developers to make profit.
Farmers tried to negotiate with the authorities but in vain.
They tried to stop developers who didn’t have legal documents.
However thugs came to beat up the farmers several times.
In Qiyang County, Xiangjiang River, local farmers live on
farming and fishing; they used to have a well off life.
Yuanzhongchang Village and famous Wuxi Stone Forest is
separated by a river with beautiful scenery.
In recent years, two dams were built on the river.
This area was turned into two lakes.
The authorities’ so-called “luxury” goal using farmland
seriously reduced what the farmers can live on.
People.rednet.cn reported local farmers’ petition letter shows
that, from January 2002 to December 2003,
the government using green environment as an excuse
forcibly seized farmland of 518 mu from Yuan village
paying 6,000-15,400 yuan per mu.
In 2005, Qiyang County officials said they had to establish
a power station, ignoring Yuan villagers’ opposition.
They bribed the village party secretary and
only paid 15,400 yuan per mu for 330 mu.
Former Zhongchang villager Zeng Jiangwen said the field once
was beautiful green landbut now everywhere was barren land.
Peasants lost their land which was passed down
from generation to generation. They hardly survive now.
They appeal again and again, but there is no result.
Zeng Jiangwen: “Our team’s party secretary signed the
agreement and sold 430 mu farmland to Wuxi power station.
Wuxi power station actually only used 40 mu. The remaining
290 mu were sold to Dinglanhuafu property developers.”
In July 2012, Qiyang County government sold all 848 mu
fields including rice fields, fishing pool and vegetable fields
which farmers had developed for several years.
The authorities sold for 30,000 yuan to
one million yuan per mu making a huge profit.
Zeng said that villagers noticed property developers
didn’t have legal documents to start the projects.
Farmers were against them carrying on.
However, developers forcibly launched the project.
Farmers have to negotiate with developers and have a sit-in peace protest.
Zeng Jiangwen: “Many of us asked them to stop the project,
requesting their county government to come and talk to us.
if all problems are resolved, then they can carry on.
On Nov. 26, 2012, developers forcibly launched the project.
They hired thugs to beat us up and many were injured.
Some are still being treated in hospital.”
During the incident, villagers made several emergency calls
to the police, but no one answered the phone.
Even after the police answered, they didn’t turn up.
Vulnerable farmers were brutally beaten by thugs.
Zeng said that since December 2012,
four violent incidents have taken place.
More than 10 people were injured,
seven were sent to the hospital for treatment.
Two of them are still treated in the hospital at the moment.
On Dec.13, 2005, to open the project, Qiyang County
government sent thugs to disperse villagers.
Eight villagers were arrested, four were detained
and three were injured.
Shanghai lawyer Li Tiantian, persecuted for maintaining
human rights said every government seized farmland.
They bought farmers’ land not for protection but for harm.
Li worried that these will cause more and more violent
clashes between farmers and governments.
Li Tiantian: “Human beingss need for justice will create
someone like Yang Jia (who killed six police).
Self-defense belongs to retribution.
Their legitimate rights and interests have been infringed.
They couldn’t find justice, so this kind of violence happened.
This is normal, when being forced by the government.”
Local farmers said that what the government has done to them
is as Confucius said: “tyranny is fiercer than a tiger”.
