【新唐人2012年12月31日訊】「官員財產公開制」是習李新政後各界關注的熱門話題。據海外媒體12月29號報導,中共中央政治局7名常委都做了財產申報,但傳聞,因為前政治局常委有人強烈反對,下一步如何走還沒有最後敲定。而官方媒體日前也放出消息說,財產公示還要再等20年。外界期待的中共「反腐」重戲,恐怕要再度成空。

中共當局的貪腐導致民怨日益沸騰,各地抗暴事件不斷。中共總書記習近平上臺後,強調要加強反腐工作,引起大陸民眾期待當局能建立「官員財產申報公開制度」。

北京《國情內參》期刊首席研究員鞏勝利認為,在全世界所有民主法制國家推行「陽光法案」的大背景下、以及中共執政地位備受質疑的政治環境裡,在中國建立「官員財產公布制度」,可能是緩解當前矛盾的一個方法。

北京《國情內參》首席研究員鞏勝利:「如果他不公布(財產)的話,這個新政也就沒有任何建樹,也沒有辦法來反腐敗了。」

但公布財產是否能夠推行,體制內外人士都不看好。據報導,今年11月,中共中紀委書記王岐山,對專家建議推行的官員財產申報製表示有困難。而海外媒體12月29號披露,前政治局常委有人強烈反對公布財產,並誓言﹕如果7常委公布財產,就讓他們難堪,或者從海外披露他們隱密的資產,最終讓他們下臺。

12月26號,《彭博社》長篇報導中共八大元老及親屬子女總共103人的財富狀況。其中王震,鄧小平,陳雲三大家族掌管了1.6萬億美元的國有企業,超過中國年經濟產出的五分之一。報導引起國際轟動,世界各大媒體紛紛轉載。

有網友諷刺說,等8大家族安全完成財產轉移,官員的財產公開就沒有困難了。

時事評論員汪北稷:「首先他們的財產就是隱蔽起來的,非常複雜的一個體系。體制裡面本來就形成利益和權力的分贓體制了,這個公布財產是沒有意義的。現在沒有媒體監督權的情況下,中共(公布財產)不足信。我覺得中共在演戲,演給海外媒體看看。」

官方媒體《中國青年報》12月27號也刊文說,官員財產公示至少要20年的過渡期。因此,多數網友質疑中共反腐誠意。

有評論說,官員《財產申報法》從1994年進入立法規劃,至今已超過18年,仍然沒有誕生。相比之下,12月28號剛剛通過的「網絡實名制」的立法草案,從官媒發表《網絡不是法外之地》到草案表決,只用了不到10天,整治網絡如此迅速令人瞠目。

時政評論家唐柏橋認為,中共真的要公布財產的話,百分之九十九的官員都會起來反對。如果官員真的公布財產,那個數額就是欺世盜名。

時政評論家唐柏橋:「大部分官員(財產)都有不合法來源,任何一個人公開財產,他就面臨法律制裁,所以財產公開,要嘛是玩無聊的文字遊戲,真要公開的話,人人都應該送上法庭。結論就是他們不可能公布的。」

今年上半年,「上海交通大學」研究生雷闖,通過特快專遞向53個中央部門提出政府信息公開申請信,要求申請公開53位部長(或局長)在去年的全年工資總額,及工資的各項具體金額。但沒有任何一個部門公開官員工資。

4月1號,10多位民眾在廣州舉牌要求胡錦濤等人公布資產,遭到公安圍剿和秘密調查,其中幾位至今仍下落不明、生死未卜。

據報導,大多數大陸民眾認為,除非對中共黨官進行徹底清算,恐怕永遠無法知道他們擁有多少房產?海外有多少存款?各處藏有多少二奶與小老婆。

Another 20 Years to Wait for China’s Officials Asset Declaration

An asset declaration system for Chinese Communist Party

(CCP) officials has been the focus of heated discussion.

On December 29, overseas media reported that

seven incumbent CCP Politburo Standing Committee

members have declared their assets.

Strong oppositions have been rumored by former

CCP Politburo Standing Committee members.

What the CCP’s next step is, has yet to be finalized.

Early on, CCP official media alleged the need

to wait another 20 years to make the officials asset declaration system a reality.

The regime’s anti-corruption drive now

seems to be empty talk once again.

Popular discontent over CCP officialdom corruption has

intensified, seeing a surge of mass protests nationwide.

The new CCP leader Xi Jinping has emphasized

the need to strengthen works on anti-corruption.

Xi’s remarks have made Chinese civilians pin hopes on

the regime to set up an officials asset declaration system.

Gong Shengli, chief researcher of the “China

Realities Insight” periodical in Beijing, commented.

Currently, global democratic countries have all set

up asset declaration systems for public officials.

In addition, the CCP regime’s legitimacy

is widely questioned by the Chinese public.

In this context, an initiative for official’s asset declaration

system may be a solution to alleviate current conflicts.

Gong Shengli: “Setting up officials asset declaration

system equals creating achievements for Xi’s “New Deal”.

Otherwise, he cannot carry out an anti-corruption drive.”

However, neither insiders nor political observers believe that

a CCP official asset declaration system can really come true.

This November, Wang Qishan, Party chief of CCP

Central Commission for Discipline Inspection,

claimed difficulties in implementing the system.

On December 29, overseas media reported that

former members of CCP Politburo Standing

Committee strongly opposed asset declarations.

The objectors even vowed that the seven

incumbent CCP top Politburo members would be embarrassed if they declared assets.

The seven may risk exposing their hidden assets and

of ending up with being removed, said the news report.

On December 26, Bloomberg’s lengthy report

disclosed wealth possessed by eight CCP retired

veterans, as well as their relatives and children.

Families of Wang Zhen, Deng Xiaoping and of Chen Yun

have controlled state-owned enterprises worth

US$1.6 trillion, over 20% of China’s annual economic output.

The sensational coverage has been widely

reproduced by the world’s major media.

A Chinese netizen mocked that once the Eight Big

Families finish their property transfer, it’ll be easy

to implement officials asset declaration in China.

Wang Beiji (Critic): “Their assets are placed

in a very secretive and complex way.

Inside the CCP system, a system of sharing

interests and powers has already been formed.

So, officials asset declaration is pointless in reality.

Without a media watchdog, CCP official asset declaration

is unreliable, but is a show staged for overseas media.”

On December 27, CCP official media China

Youth Daily said that it takes at least 20 years

before officials asset declaration comes true.

Thus, a lot of Chinese netizens questioned

the sincerity of the CCP anti-corruption.

Reportedly, a law on official asset declaration entered a

legislative process in 1994, which is still pending today.

On December 28, a draft legislation on real-name

registration for China’s netzens was approved.

It was made within 10 days after the CCP official media

commentary called “The Internet is Not Outside the Law”.

Critic Tang Baiqiao expects that 99% of CCP officials

oppose the officials asset declaration system in reality.

If CCP officials really declare their assets,

the figure would surely be phony, he says.

Critic Tang Baiqiao: “A majority

of CCP officials owns illegal assets.

Anyone of them will risk facing legal punishment

if he dares to declare his assets.

So the touting of asset declaration is just playing

a word game. I believe that they won’t really do it.”

In April 2012, a graduate student of Shanghai Jiaotong

University petitioned the chiefs of 53 CCP central departments,

to make public their annual incomes in 2011.

Yet no one has made it so far.

On April 1, over 10 citizens in Guangzhou publicly requested

that Hu Jintao and other CCP officials declare their assets.

These people were thus besieged and investigated by police.

Some of them are still missing, their whereabouts unknown.

Media reported that the public think that a thorough

investigation needs to be conducted on CCP officials.

Otherwise, the exact figure of their real estates, overseas

bank deposits and mistresses will never be known.
