【禁聞】服「政治」役的中國航母

【新唐人2012年9月27日訊】中國海軍改裝自前蘇聯「瓦良格號」的航空母艦,在25號正式命名為「遼寧號」,中國黨政兩大巨頭同時出席「遼寧號」在大連的服役儀式,消息引發周邊國家關注。評論指出「遼寧號」和它入列的時間,都是政治意義大於軍事價值。請看下面這則報導:

「遼寧號」正式交付前,由廠方進行了10次海試,不過要如何形成單艦作戰能力,以及航母戰鬥群的作戰能力,還有待軍方進行大量測試和訓練。

時事評論員藍述指出,航空母艦成軍,真正能夠遠洋、後勤保障供給完全配套,至少需要5到10年時間。

時事評論員藍述:「大概要到2020年左右,它才能夠真正的形成戰鬥力,還只能說有可能形成戰鬥力。就是説訓練、後勤保障,不同部門之間的,和各種不同的技術之間的搭配和配合等等,需要很長時間。中共沒有航母的經驗,而且不會有甚麼人能幫他。」

中共目前在國內面臨「十八大」權力分配,和棘手的「薄熙來案」,國際上陷入釣魚島和南海等領土糾紛,而「遼寧號」正選擇這一時間開始服役,外界解讀,它的政治意義顯然大於軍事價值。

藍述:「他選擇目前這個時機,他只不過做一個姿態,主要目地就是和目前中共在背後炒作的保釣相呼應。主要是江系和血債集團這派人,他的目地是採用壓力致使胡溫在處理薄熙來問題上,範圍局限在處理薄熙來個人問題上,而不至於牽扯到其他的江系大員。」

大陸自由撰稿人,原河北人民廣播電臺編輯朱欣欣也認爲,「遼寧號」的像徵意義遠大於實際作用。

原河北人民廣播電臺編輯 朱欣欣:「在這個時候,所謂的航空母艦入列,一方面是給老百姓看,安撫民心吧!另一方面也是給軍中的將帥、給他們一個支持。但是對國際社會來說,大家都知道這個航空母艦本身沒有甚麼戰鬥力,是一個很舊的,其實它就起到訓練這麼一個作用。」

雖然軍事價值有限,但中共異常高調的舉行「遼寧號」的服役儀式,在亞太地區激起了餘波。首當其衝的就是正在釣魚島問題上和中共針鋒相對的日本。

日本媒體紛紛報導了中國海軍這一具有威脅性的舉動。NHK說,這可以視爲中共企圖擴大海洋權益,提高軍事力量,估計會引發周邊國家提高警戒。

不過日本媒體ZAKZAK引用日中關係人士的話說,「遼寧號」沒有按照原先的設計安裝蒸汽渦輪機,而是使用了馬力較小的船舶用柴油發動機,艦載機有可能得不到充分的升力。

不過美國的態度稍有不同,美國的《紐約時報》報導說,雖然中國的第一艘航母成軍,但是專家認為目前還沒有作戰能力。

美國的一些專家表示,他們會鼓勵中國興建自己的航母和伴隨的軍艦,因為這「只是浪費金錢」。

藍述:「因為中國擁有航母,你對亞太地區這些小國家形成威脅了,那這些小國家才會和美國配合。中共在海上越咄咄逼人,它們和美國走的越近,所以從戰略上的考慮,美國人不會反對中共在這個時期把航母送下水的。」

蘇聯「瓦良格號」航空母艦在設計之初,蘇聯意圖建造一種達9萬噸級的核動力航空母艦,性能與美國配備有蒸汽彈射器的航空母艦相似,但因資金和技術限制被迫降低標準。

最終,這個級別的航空母艦為6萬5千噸級,放棄了配備蒸汽彈射器,轉而採用滑跳式甲板,飛機只能完全使用自身引擎離艦。因此,艦載戰機起飛的重量受到限制,很難在全副武裝的情況下升空,大大降低了作戰效能。

Aircraft Carrier ‘Liaoning’ Enters its “Political"Service

Former Soviet Union ‘Varyag’aircraft carrier was renamed

to ‘Liaoning on September 25, after being refitted by the Chinese Communist Party'(CCP) navy.

Hu Jintao and Wen Jiabao attended the ceremony

of its official commissioning held in Dalian.

The news has provoked concerns

in neighboring countries.

Analysts say, the significance of the carrier and the time

of its entering into service is more political than military.

Before its formal delivery, the aircraft carrier ‘Liaoning’

had allegedly undergone 10 times sea trials.

The carrier was reportedly far from operational readiness

with extensive further trials and exercises still required.

Critic Lan Shu says, it takes at least 5-10 years to have

an ocean-ready fleet with self-contained logistics system.

Lan Shu: “Probably it will not be until 2020

before it could form a real combat capability.

Things like training, logistical support, coordination among

different departments and technologies meshing, will take a long time to get ready.

The CCP has no previous experience in operating aircraft

carriers. And it won’t be offered help by the world, I think."

Now domestically, the CCP faces political reorganization

and the tangled political scandal of Bo Xilai.

Internationally, the regime is mired in the territorial disputes

over the Diaoyu Islands and the South China Sea.

The public held view that the timing for the aircraft carrier

to enter service has more political than military significance.

Lan Shu: “The timing to set it at this moment aims to pose,

to hype the CCP-shoved Diaoyu Island protests.

The force behind the scenes are Jiang Zemin’s clique

and the blood-debt faction under Jiang.

They aim to pressure Hu Jintao and Wen Jiabao to punish

Bo Xilai only, rather than involve other Jiang’s men too."

China』s freelancer Zhu Xinxin says that the aircraft carrier’s

significance is more political than military.

Zhu Xinxin: “At this time, the aircraft carrier’s so-called

beginning service is a shown off to pacify the population.

On the other hand, it wants to bolster morale

of its military senior officers.

But international community knows that the aircraft carrier

is old and can only be limited to training purposes in fact."

Despite its limited military value, the aircraft carrier’s

official commissioning ceremony was held in a high profile.

The move aroused concern of the Asia-Pacific countries.

Japan, feuding over the Diaoyu Islands against the CCP, was the first to react.

Japan’s media reported the news,

viewing it as a threat.

NHK said the move can be deemed as a CCP’s attempt

to expand its maritime rights and improve military capability.

And this may arouse the vigilance of neighboring countries.

Website zakzak.co.jp quoted an informed sources, saying

aircraft carrier ‘Liaoning’ is powered by marine diesel engines,

thus, it may not fully accelerate the carrier-based aircrafts.

In contrast, New York Times’s report is slightly different.

It cited military experts, saying that China does not have

planes capable of landing on the carrier.

“Some Navy officials have even said they would encourage

China to move ahead with building its own aircraft carrier,

and the ships to accompany it,

because it would be a waste of money."

Lan Shu: “The aircraft carrier has posed a threat to China’s

neighboring small countries. So they ally with the US.

The more bullying the CCP shows in the sea,

the closer these Asia-Pacific countries will get to the US.

So strategically, the US will not oppose the CCP

putting the aircraft carrier into service right at this moment."

The former “Varyag" aircraft carrier was originally designed

to be 90,000 tons, nuclear-powered.

However, due to high cost and complexity, the Russians

scaled back their plans to end up with 65,000 tons carrier.

The ship dropped steam catapults,

using a ski-jump flight deck.

The carrier-based fighters take off only being accelerated

by their own engines.

This limits weapons load of the fighters when getting off

the deck, thus greatly reducing the combat effectiveness.
