【新唐人2012年7月24日訊】《紐約時報》21號發表「中共大佬海濱密謀」（China’s Communist Elders Take Backroom Intrigue Beachside）文章，內容引用幾位和中共高層有聯繫的消息人士的話說，被秘密關押，但是沒有正式控罪的薄熙來正抗拒調查，奮力反撲，高層領導人至今仍難以決定如何處置薄熙來的案子。評論指出，中共因為無法把薄熙來的罪行和自身切割開來，所以遲遲做不出決斷。

隨著「北戴河會議」即將在7月末召開，當地的警備也開始加強。《紐約時報》形容，北戴河公共海灘上除了普通民眾，共產黨高層則藏在他們的別墅裡，以及他們私人的沙灘上為權力密謀。報導引用當地居民李先生的話說，這裡才是真正派係爭鬥，和做決定的地方，而在秋天的十八大上，「大家只是舉舉手而已」。

被《紐約時報》形容成中國大佬「密謀」的「北戴河會議」，事實上已經是中國老百姓人人皆知的事情。自1954年起，中共高級領導人每逢夏季都會到北戴河避暑，期間召開的會議被稱為「北戴河會議」，雖然這個會議不是每年的例會，也曾經被胡錦濤取消過，不過，因為很多重要決策在這裡拍板，因此「北戴河會議」也被看成是之後黨代會的「醞釀會議」。

《紐約時報》的報導說，今年「北戴河會議」的派系較量更加複雜化，因為薄熙來正抗拒調查，奮力反撲，高層領導人至今仍然難以決定如何處置這個案子。

時事評論員司馬泰認為，中共現在面臨困境，因為薄熙來之前就放話，把自己和「政法委」、「黨」綁在一起。

時事評論員司馬泰：「作為胡溫來講，習近平來講，想把這件事情弄的越低調越好，就是馬上開十八大了麼。但是薄熙來也抓住這一點，你們想輕易的想把他處理掉？處理不掉！因為他把自己和共產黨綁到一起，他的罪就是共產黨的罪，他做的事情都是共產黨做過的，其他人都做過。所以他現在就會出現這種，就是好像按他按不下去。」

雖然有些政治觀察家預計，中共黨內應該已經結束對薄熙來貪腐、濫權，和他的妻子谷開來涉嫌殺人的調查。但自從4月10號宣佈薄熙來涉嫌嚴重違紀，因此拔除他的黨職，由中紀委立案調查以後，中共當局一直沒有公布任何後續情況。

時事評論員夏小強指出，這是因為薄熙來的罪狀還牽涉到周永康、曾慶紅、江澤民等。

夏小強：「從中共內部的角度來看，貪腐和殺人都不是薄熙來的真正罪狀。薄熙來的真正罪狀是，江澤民、周永康、曾慶紅這些因為迫害法輪功被稱為的『血債派』，把薄熙來作為未來謀反、政變推翻習近平的主要人物來計劃安排的。所以，對薄熙來的處理是和將來如何處理周永康以及『血債派』等密切相關。」

夏小強認為所謂薄熙來「反撲」，只是放風而已。

夏小強：「現在有放風出薄反撲調查等消息，我想都不會起到多少作用，只是放風而已，從現在中共政局的人事佈局和走勢來看，胡錦濤團派的勢力在進一步加強，周永康已經自身難保，實在看不到已經成為死魚的薄熙來，有甚麼反撲的能力和希望。」

雖然中共現任高層沒有對外公布薄熙來的罪狀，不過日前，一位退休中共高級官員對海外的《博訊網》表示，應該以謀殺罪起訴薄熙來。 因為調查薄熙來犯罪事實顯示，他在重慶任內實施了「有組織、故意的」大規模的犯罪，其中包括謀殺、虐殺、迫害掠奪民營企業、製造冤假錯案等。

不過，《紐約時報》的報導說，最臭名昭著的「北戴河事件」，涉及中共元帥林彪所謂「政變失敗」墜機的歷史。目前，同樣涉及到「政變」的薄熙來醜聞，還不知道中共將如何收場。

China’s Communist Elders’ Secret Plots in Beidaihe

On 21, July, The New York Times stated that the Chinese

Communist Party (CCP) elders had secret plots in Beidaihe

and cited comments from several high level sources.

The sources say that no formal charges

have been decided on against Bo Xilai.

Bo Xilai refuses to be investigated and is fighting back,

and no one knows what to do with him.

Sources say the CCP cannot separate its own interests from

Bo Xilai’s crimes—the CCP is delaying any decision making.

Local police forces begin to increase,

nearing the Beidaihe meeting which will be held in late July,

According to The New York Times, one sees only average

citizens in Beidaihe, high-level officials hide in their villas

or private beaches while plotting for power.

Mr. Li, Local Resident said that It’s a real battle ground

for all factions —the 18th Party Congress in the fall is only for “everyone to raise their hands."

Chinese people know very well what The New York Times

called the Chinese elders’ “conspiracy" in Beidaihe.

Since 1954, the senior Communist Party leaders

have spent their summer time in Beidaihe every year

and the meeting held during the summer

is called “Beidaihe meeting”.

The Beidaihe meeting is not a regular annual event,

yet it was once cancelled by Hu Jintao himself.

However many important decisions have been made there,

making the Beidaihe meeting “a brewing meeting”,

held prior to the People’s Congress Conference.”

The New York Times reports that

this year’s Beidaihe meeting is more complicated,

because Bo is resisting the investigation

and struggling to strike back,

so senior leaders are having difficulty deciding

how to handle his case.

Shima Tai, current affairs commentator, believes that

the CCP’s crisis results from the Party’s close ties

with its Politics and Law Committee.

[Sima Tai, Current Affairs Commentator]: “Hu, Wen and

Xi Jinping want to settle this case while keeping it as low-key as possible,

because a smooth 18th Conference

is of ultimate importance.

However, Bo Xilai understands this viewpoint too well,

so he has tied himself to the CCP.

Bo Xilai and the Party have committed the same crimes,

so now, you can no longer hold Bo down.

As some political observers expect, the CCP should have

ended the investigation into Bo‘s corruption, abuse of power,

and of Bo’s wife being a suspect in a homicide case.

Since April 10, the CCP has announced to remove Bo Xilai

from his Party posts for serious violations of discipline—

the Chinese authorities have not published any follow-ups.

Xiaoqiang says this is due to Bo Xilai’s crimes being related

to Zhou Yongkang, Zeng Qinghong, Jiang Zemin and others.

[Xia Xiaoqiang]: “From the Communist Party’s point of view

corruption and murder are not the real crimes of Bo Xilai.

Bo’s real crime is his being set up by Jiang’s bloody faction

—namely, Jiang Zemin, zhou Yonkang and Zeng Qinghong

who are the main culprits in the persecution of Falun Gong—

as the future rebel, to overthrow Xi Jinping.

How to deal with Bo is closely related to the future of

Zhou Yongkang and the bloody faction.”

Xia Xiaoqiang thinks Bo’s striking back is only a news leak.

[Xia Xiaoqiang]: “I don’t see much impact from striking back

or refusing being investigated. It is just a piece of news-leak.

From the layout and movements of CCP personnel,

Hu Jintao’s faction is gaining strength,

Zhou Yongkang can no longer help himself,

and Bo Xilai is now a dead fish—Bo has neither comeback ability nor hope of fighting back."

While the CCP has not announced charges against Bo Xilai,

an overseas retired senior party official recently commented

to “Boxun.net" that Bo Xilai should be prosecuted for murder,

because investigative evidence proves Bo Xilai’s guilt.

The retired official says evidence shows Bo has committed

organized, deliberate large-scale crimes in Chongqing,

including murder with cruelty, the building of wrongful cases

and persecution of predatory private enterprise etc.

However, The New York Times reported the most notorious

Beidaihe event in history involving the CCP general Lin Biao.

Lin Biao’s plane crash resulted from his failed coup;

since Bo Xilai scandal also relates to a coup,

how the CCP plans to end all this is not yet certain.
