【新唐人2012年6月29日訊】26號,近日,中共當局公布了去年中央財政決算報告,其中:「國防支出近5830億元,公共安全支出約1037億。」而中共2012年公共安全支出的預算為7017.63億元,超過了國防預算。普遍認為,中共的所謂公共安全支出,實際上只是維穩經費的一部分,真實的維穩經費遠大於這個數字。分析指出,儘管維穩經費超過千億元,但也阻止不了群體事件的進一步蔓延擴散。另外,廣東中山市沙溪警民大衝突的第三天,當局竟高調出動「反恐反劫機特戰隊」前往鎮壓,媒體評論指出說,從中讓外界看到的不是現場衝突有多恐怖,而是廣東省領導人心中的恐懼症有多恐怖。反映出中共當局對民眾反對暴政的恐懼。
26號,中共財政部長謝旭人在中共十一屆人大常委會第二十七次會議上,公布了關於去年中央決算的報告,他說,去年國防支出近5830億元,公共安全支出約1037億。有分析指出,近幾年來大陸維穩經費已遠遠超過國防開支。
四川《天網》創辦人黃琦表示,儘管當局花費千億元的維穩經費,並不能阻止群體事件的進一步擴散蔓延。
黃琦: 「當局最近10年統治下,大肆侵犯民眾利益,造成數千萬失地農民、上千訪民以及他們的權益都嚴重受侵犯所致,社會底層利益受損民眾反抗當局所致,如果不著力解決民眾的基本訴求,只是忙於對維權民眾進行暴力打壓,那麼只會導致維穩經費劇增,促使群體事件進一步蔓延。」
北京憲政學者陳永苗指出,中共的獨裁體制導致了民間維權運動的蓬勃發展,它必須靠增加維穩經費鎮壓民眾,來維持這個專制制度。
陳永苗:「共產黨裏面它一直都是把這種掌握黨領導,黨權做為最重要的,而且是作為一種無所不在的一個(履衡的?)戰爭狀態,它做的一切都是為了掌握權力, 我覺得這是一個好事,因為它把這個錢耗了,將來如果說有一天真正的產生了「阿拉伯之春」廣場革命的時候,它就沒有那麼多的經費來鎮壓。」
「清華大學」教授孫立平曾經統計,僅2010年大陸就發生了超過18萬起的群體事件,比十年前增加了三倍以上,並且社會動盪仍在加劇。他還指出,中共當局「穩定壓倒一切」的思維,定勢使中國的社會的潰敗日益明顯。
最近日廣東再次發生令全球矚目的群體事件。27號,中山市沙溪鎮萬民大衝突的第三日,《蘋果日報》報導說,中共當局竟高調出動「首屈一指的反恐反劫機特戰隊」──嶺南特戰隊前往鎮壓,讓外界看到的不是現場衝突有多恐怖,而是廣東省領導人心中的恐懼症有多恐怖。
四川《天網》創辦人黃琦認為,當局出動特戰隊鎮壓沙溪抗議民眾,目地是震懾民眾,阻止更多人參與其中。是意料中的事。
黃琦:「其目的是為了震懾民眾,阻止更多人參與其中,防止事態進一步惡化,但是,我們希望作為武警部隊主管部門的國務院主要領導,向各界交待此次行動的目 地,同時我們也希望在嶺南特戰隊在沙溪執行任務時,牢記自己所宣傳的人民了子弟兵身份。不要對民眾使用暴力,造成流血事件的進一步發生。」
北京憲政學者陳永苗認為指出,當局用反恐特警部隊去鎮壓示威民眾,這反映出它們當局對民眾反對暴政的恐懼。
陳永苗:「中共維穩機器它本身就像一個殺毒軟體,只有出現錯誤,它就動用大量的..軍人啊,警車啊,發動大量的「警力」解決, 殺雞用牛刀,那麼殺完了之後,那麼這次用完了以後,結果(矛盾)會更大,撼動會更大,那麼它就需要一個更大的作為來再去應戰,它就像一個漏洞一樣越補越大。」
此外,謝旭人還透露,中共「三公經費」(公車,公款吃喝,公款旅遊)支出近百億元,其中官員出國費用近20億元,公車支出近60億元。
陳永苗指出,中共各種名目的經費都在逐年遞增,損害的不僅是中國的民眾,也是導致社會動盪和潰敗的必然。

CCP Spends Hundred Billion on Stability Maintenance in 2011,
More scared of Mass Protests
On June 26th, the CCP authority announced its central
financial report for the past year.
According to the report, the CCP’s defense expenditure
last year was nearly 583 billion Yuan. It also spent about 103.7 billion Yuan on public security.
In 2012, the CCP’s public security budget is 701.8 billion Yuan,
this exceeds its military budget.
It is widely believed that the CCP’s so-called public security
budget is only part of the budget for “stability maintenance”,
which is much more than what has been announced.
Some analyst s remarked that, even spending more than
a hundred billion on stability maintenance, the CCP still cannot stop mass protests from spreading.
On the other hand, on the third day of mass conflict
in Zhongshan, Guangdong, the local authority sent
Special Forces for Anti-terrorism and Anti-plane-hijacking
to crack down on the protesters.
Some media report s wrote that, rather than horrifying
outsiders with bloody scenes,
such a move indicated more how scared the
Guangdong CCP leaders’ province felt;
they were scared of civilians who tried to
resist their tyranny.
On June 26th, the CCP’s Minister of Finance Xie Xuren
announced the annual central financial report during
the 27th Session of the 11th National People’s Congress.
Xie said, in 2011 the CCP spent nearly 583 billion Yuan
on defense, and about 103.7 billion Yuan on public security.
Some analysts pointed out that, the real amount of spending
on “stability maintenance” had far exceeded the military budget.
Founder of China Tianwang Human Rights, Huang Qi
believes that,
despite spending more than a hundred billion on stability
maintenance, the CCP cannot stop more mass protests from breaking out.
(Huang Qi) says: ”In the recent ten years, the (CCP) authority
has recklessly violated civil rights,
which caused tens of millions of peasants and thousands
of petitioners to lose their lands.
The mass protests result from the fact that their rights
have been seriously violated by the authorities.
Without addressing these people’s fundamental requests,
more crackdowns on petitioners would only lead to
more mass conflicts and sharply increasing expenditures
on 『stability maintenance』.”
A Beijing constitutional scholar Chen Yongmiao remarked
that,
it』s the CCP’s dictatorship which motivates more and more
civil rights protection movements;
however, the CCP only knows to spend more money on
crackdowns to keep its regime alive.
(Chen Yongmiao) says: ”The CCP always regards its power
and leadership as the most important thing.
To achieve this, it always puts itself into a wartime-like state,
doing whatever it feels it must to hold its power.
I don’t think this is a bad thing because this consumes
the CCP’s income.
If the Arab Spring really takes place in China in the future,
perhaps the CCP won’t have enough money to crack down at that time.”
According to statistics of a Tsinghua University Professor
Sun Liping,
there were 180,000 mass protests in China during
2010, more than three times the number of ten years ago.
Furthermore, the situation is becoming worse.
Sun pointed out that, it became more and more clear
how badly the CCP’s principle of “importance of stability
overrides everything else ” has corrupted Chinese society.
Recently, mass conflict in Zhongshan, Guangdong has
drawn global attention.
On June 27th, the third day of the conflict in Shaxi town,
the Apple Daily reported that the CCP authority sent
its top troops on anti-terrorism and anti-plane-hijacking,
the Lingnan Special Force to crack down on the protesters.
The reporter remarked that, rather than horrifying outsiders
with the bloody conflict , such a move reflected how scared Guangdong’s leaders felt.
Huang Qi remarked that, the CCP tried to frighten civilians
and prevent more people from joining the protest by sending Special Forces to Shaxi, as many expected.
(Huang Qi) says: ”The purpose is to frighten civilians,
to prevent more from joining the protest.
However, we still hope the leader of the State Council
who manages the Armed Police Force can announce the goal of Lingnan Special Force to the public.
We also hope the members of Lingnan Special Force
do not forget their identities as “People’s Force”,
and try to avoid using violence on civilians in Shaxi, and
so avoid further bloody conflict.”
Chen Yongmiao says, sending Special Forces for anti-terrorism
to suppress protesting civilians reflected the CCP authority’s fear of civil movements against tyranny.
(Chen Yongmiao) says: ”The CCP’s stability maintenance
system works somehow like anti-virus software.
It only sends lots of army and police to “solve the problem”
as soon as a “mistake” appears.
But the situation becomes worse after the crackdown,
inducing larger-scale conflicts to break out.
Then the CCP has to have a stronger reaction
to contain the protesters.
Finally the holes become larger and larger as
the CCP tries to 『fix』 them.”
In his report, Xie Xuren also revealed that CCP officials
spent nearly ten billion Yuan on three types of expenses with public funds last year,
including 2-billion on traveling expenses and
6-billion on car expenses.
Chen Yongmiao further remarked that, as CCP officials
spend more money on benefiting themselves,
they are not only doing harm to the Chinese people,
but also inevitably leading Chinese society to a more unstable and corrupt state.
